Please call (757) t make an appintment with a Planner. This applicatin package is fr the use f thse with prperty in Accident Ptential Zne (APZ) 1, wh desire t make applicatin t the Department f Planning fr an administrative apprval f a use r uses listed in Sectin 1809 f the City Zning Ordinance that are nrmally cnditinal uses. The purpse f this prcess is t encurage the develpment f uses and structures in APZ-1 that are cmpatible with flight peratins at NAS Oceana by prviding certain incentives fr develpment that will prtect and enhance the health, safety, welfare and quality f life f the residents in APZ-1 and nt adversely impact established residential neighbrhds. The prvisins f Article 18 f the City Zning Ordinance allw certain uses t be lcated in apprpriate zning districts within APZ-1 withut the need fr a cnditinal use permit, s lng as the physical and ther features f thse uses, such as building design and materials, parking lt and site landscaping, landscape screening, site lighting and signage are f a quality demnstrably higher than nrmal and the hurs f peratin are strictly limited s as t nt interfere with the quality f life in nearby residential neighbrhds. It is the intentin f the City Cuncil that a use be allwed withut a cnditinal use permit pursuant t the prvisins f Article 18 nly: (i) in zning districts within APZ-1 where the use is apprpriate; (ii) when the characteristics f the use are clearly sufficient t prevent any adverse impacts t residential r apartment uses r ther prperty within APZ-1; and (iii) when the design features and ther characteristics f the prpsed use meet r exceed the standards belw: 1. The use cnfrms t all general and specific cnditins applicable t such use under Part C f Article 2 f the City Zning Ordinance; 2. Enhanced site and parking lt landscaping exceeding applicable requirements, bth qualitatively and quantitatively, is prvided; 3. Exterir lighting is f lw intensity and residential in character and shielded in such manner as t direct light and glare away frm residential areas; 4. Hurs f peratin are limited s as t avid disturbances t residential neighbrhds; 5. Signage is either nnilluminated r, where freestanding, is externally illuminated frm grund level, n nen lighting visible frm any adjining prperty is used, and freestanding signs are lcated as far frm residential r apartment districts as is practicable; 6. Strage f materials, waste cntainers, r merchandise, except fr bats, mtr vehicles, mtr hmes r similar items fr sale, is within the interir f the building r is screened s as t nt be visible frm streets r adjining prperties; 7. Where adjacent t residential r apartment districts, enhanced landscape buffering exceeding applicable requirements, bth qualitatively and quantitatively, is prvided; and 8. Building design and exterir building materials substantially cnfrm t such f the "Design Guidelines fr Primary Residential Area" set frth in Chapter 7 f the Cmprehensive Plan as are apprpriate fr the use. 3 APPLICANT'S INFORMATION AND INSTRUCTIONS (KEEP FOR YOUR REFERENCE) SUBMITTAL PROCEDURE Please submit yur cmpleted applicatin and all required supplemental materials t Rm 115, Building 2, Municipal Center. Staff will review submitted applicatins t ensure all required materials and infrmatin are prvided. Within five wrking days f the submittal deadline, the applicant will be ntified whether applicatin materials are cnsidered acceptable. If acceptable, staff will begin the prcess f review t determine cmpliance with criteria listed abve and will ntify adjacent prperty wners f the prpsal (as prvided fr in Article 18, the adjacent prperty wners will be ntified and prvided the pprtunity t cmment n the prpsal). If the applicatin is nt cmplete (lacks infrmatin), a letter utlining the deficiencies will be sent t the applicant, prviding a deadline fr the submissin f infrmatin and materials t address the deficiencies. STAFF REVIEW As nted abve, staff will evaluate the submitted materials t determine cnsistency f the prpsal with the criteria listed n page 2 abve. Once staff has cmpleted the review and all cmments have been received frm the adjacent prperty wners, staff will ntify yu that either (a) the request has been apprved r (2) additinal infrmatin is required r issues have been raised by adjacent prperty wners that must be addressed. Staff will review submitted applicatins and ntify applicants by mail whether the applicatin has been accepted fr prcessing (see pstcard attached t applicatin).
