5 Special Apprval - Cmprehensive Plan Definitin A develpment rder review and apprval prcess entailing, at a minimum, prject review and apprval by the Manatee Cunty Bard f Cunty Cmmissiners; r the specific delegatin f any specific review and apprval prcess, r part theref, t ne r mre Cunty departments with ptin fr appeal t the BOCC. Certain special apprval prcesses may require review and apprval pursuant t a zning district r zning cmpliance review prcedure which will facilitate the evaluatin f the prpsed site design cncept fr purpses f determining, in sufficient detail, ptential impact n natural resurces, n adjacent land uses and n public facilities. Achieving a certain density/intensity within a future land use categry that allws that same density/intensity level (e.g. develpments exceeding a density f 4.5 upa in RES-6, which allws a maximum f 6). All prjects within the MU, AT and MU-C future land use categries require special apprval. Expanding a legally existing light industrial use. Prjects (including mining) within the Watershed, Castal High Hazard, Airprt Impact, and Castal Evacuatin Area Overlays. Exceeding a certain cmmercial develpment size, related t the Cmmercial Lcatinal Criteria cntained in Objective (e.g. any nn-residential prject in the RES-1 categry exceeding 30,000 square feet). 13 PD Planned Develpment Advantages PDs require a public hearing, giving an pprtunity t the Bard and the public t have input. Sme flexibility f regulatins, but withut guarantee f apprval. Disadvantages PD has since becme a way t circumvent the standards established fr a specific area f the cunty. Creates uncertainty/unpredictability (fr staff, elected/appinted members, develpers and citizens). Makes it mre difficult t permit future changes as staff cannt rely n the LDC but have t search fr the riginal apprval dcuments f the PD.

Devise a system that requires additinal review and apprval where warranted, withut the need fr PD. Prvide criteria in the LDC if additinal apprval is warranted. Determine apprval authrity.
