The develpment authrity has 20 days after the receipt f an applicatin fr a develpment permit t determine if the applicatin is cmplete. An applicatin is cmplete if, in the pinin f the develpment authrity, the applicatin cntains the dcuments and ther infrmatin necessary t review the applicatin. The time perid may be extended by an agreement in writing between the applicant and the develpment authrity. If the develpment authrity des nt make a determinatin within the time required, the applicatin is deemed t be cmplete. If the develpment authrity determines that the applicatin is cmplete, the develpment authrity must issue t the applicant an acknwledgement in the frm and manner prvided fr in the land use bylaw that the applicatin is cmplete. If the develpment authrity determines the applicatin is incmplete, the develpment authrity must issue t the applicant a ntice in the frm and manner prvided in the land use bylaw that the applicatin is incmplete and that any utstanding dcuments and infrmatin referred t in the ntice must be submitted by a date set ut in the ntice r a later date agreed n between the applicant and the develpment authrity in rder fr the applicatin t be cnsidered cmplete. If the develpment authrity determines that the infrmatin and dcuments submitted are cmplete, the develpment authrity must issue t the applicant an acknwledgement in the frm and manner prvided in the land use bylaw that the applicatin is cmplete. If the applicant fails t submit all the utstanding infrmatin and dcuments n r befre the date by the develpment authrity the applicatin is deemed t be refused. If the applicatin is deemed refused the develpment authrity must issue t the applicant an acknwledgement in the frm and manner prvided in the land use bylaw that the applicatin has been refused and the reasn fr refusal. Despite that the develpment authrity has issued an acknwledgement, in the curse f reviewing the applicatin, the develpment authrity may request additinal infrmatin r dcumentatin frm the applicant that the develpment authrity cnsiders necessary t review the applicatin. The develpment authrity must make a decisin n the applicatin fr a develpment permit within 40 days after the applicant receives acknwledgement. If the develpment authrity des nt make a decisin within the time required the applicatin is, at the ptin f the applicant, deemed t be refused.
