It includes a blank applicatin, a revised plan applicatin, an applicatin matrix and checklist, submittal requirement definitins, a tentative map checklist, a fee schedule and a meeting schedule fr the Planning Cmmissin and City Cuncil. A separate applicatin is required fr each type f request. Please refer t the applicatin matrix and submittal requirement definitins t determine which dcuments pertain t each type f request. D nt cmbine applicatins f different types. If revised plans are submitted fr pending applicatins, please submit a revised plan applicatin in additin t the revised plans. Please be aware that during the applicatin prcess, submittal f revised plans after the applicatin clsing dates r after yur receipt f the prject staff reprt may delay the hearing f yur applicatin by the Planning Cmmissin t the next meeting. All submitted site plans, maps and dcuments must be flded t 9" x 12" size and cllated. Rlled site plans, maps r dcuments will nt be accepted. 7 Land Develpment and Cmmunity Service Department Submittal Requirements PRE-APPLICATION MEETING APPLICATION: LETTER OF INTENT: NOTARIZED SIGNATURE: LEGAL DESCRIPTION: The purpse f the pre-applicatin meeting is t prvide an pprtunity fr the applicant and the City t discuss the develpment prpsal. This meeting will determine the required applicatins, timing f multiple applicatins (i.e., whether the applicatins may be prcessed cncurrently r sequentially), prvide the applicant with materials and any supplemental requirements, and prvide timing infrmatin. This meeting will als require a cnceptual plan f the prpsal (if required), discuss cmpliance issues with the Zning Cde, discuss the need fr neighbrhd meetings and/r public ntice requirements, and refer the applicant t ther departments r agencies t discuss ther ptential significant issues prir t applicatin submittal. Table (page 8) list the applicatins required t btain a pre-applicatin meeting and page 8 list the purpse and requirements fr a pre-applicatin meeting. The enclsed frm is used fr all planning applicatins. Fill-in the Applicatin Type n the tp line. The prperty wner(s) must sign the applicatin r submit a Pwer f Attrney authrizing an agent t sign. The applicatin must be cmplete r it may delay the prcessing f yur request. Refer t the Applicatin Matrix t find specific applicatin types and the required supprting dcumentatin. A detailed letter describing the request and its purpse. The letter shuld discuss hw the request culd affect traffic cnditins, the surrunding neighbrhd, and hw it wuld benefit the general public. A timetable fr cnstructin f all imprvements shuld be included in the letter. All prperty wners, r an authrized agent, must have their signature(s) ntarized by an authrized Ntary Public fr all items indicated n the matrix. In mst cases, the legal descriptin n the deed is sufficient; hwever, Master Plan Amendments, Vacatins and Re-znings require a metes-and-bunds descriptin t be submitted n a hard cpy. Electrnic frmat is required in MS-Wrd r WrdPerfect frmat, r the legal descriptin may be sent via t the Planner assigned t the case. SITE PLAN: BOUNDARY MAP: VICINITY MAP: *GED APPLICATION ONLY BUILDING ELEVATIONS: Draw t scale and make legible all prpsed and existing structures, building dimensins and setbacks, utility easements and lcatins, number f parking spaces and dimensins, ingress/egress driveways, signage, lt square ftage (if greater than tw acres, shw acreage), lt cverage, adjacent streets and rights-f-way, and areas t be landscaped. A vicinity may (with nrth arrw) shall be prvided, but need nt be t scale. The site plan shall be prepared at a scale nt greater than 40:1 and stamped by a land surveyr, engineer, architect r landscape architect licensed in the State f Nevada. Identify (at a scale nt greater than 40:1) the entire bundary f the prperty with dimensins and azimuths. Existing structures, easements, ingress/egress driveways, pavement and any imprvements shall be identified by lcatin, dimensin and type. A vicinity map (with nrth arrw) shall be prvided, but need nt be t scale. The bundary map shall be prepared and stamped by a land surveyr r engineer licensed in the State f Nevada. Identify the lcatin and street address (if applicable) f the subject site and identifying all residential, cmmercial, industrial, and public land uses and zning districts within 3,000 feet f all bundaries f the subject site. TENTATIVE MAP: Refer t the enclsed Tentative Map Checklist fr submittal requirements. (page 11) NEIGHBOR APPROVAL: IMPACT ASSESSMENT: AFFIDAVIT OF NEIGHBORHOOD MEETING: FEE: All neighbring prperty-wners, r authrizing agents, must sign a letter authrizing cnstructin f any cmmunity r cmmn interest wall r structure. Neighbr apprval is required fr an administrative variance. All affected neighbrs must have their signature(s) ntarized by an authrized Ntary Public. Pursuant t Title 17, Sectin f the Nrth Las Vegas Municipal Cde, if it is determined that yur prject meets the criteria fr a Prject f Reginal Significance an Impact Assessment will need t be submitted at the time f applicatin submittal. Accrding t NRS , the applicant must hld a neighbrhd meeting t prvide an explanatin f the prpsed amendment befre a public hearing may be held n the amendment. Furthermre, applicatins shwn n Table (page 8) als require a neighbrhd meeting. See page 10 fr additinal neighbrhd meeting requirements. A Fee Schedule is included in this packet fr yur cnvenience. (pages 12 & 13) Revised Plans: When submitting frmal revisins t pending applicatins, the fllwing is required: Ten (10) sets f redlined drawings and the Plan Revisin Submittal Applicatin. Revisin numbers are assigned by the engineer, architect, etc., and will be sequential per plan set. The cver sheet fr all plan sets must be submitted with any prpsed revisin and all affected sheets must be identified in the revisin grid n the cver sheet als. All prpsed revisins must be identified in red n all sheets. Prpsed revisins may be hand-drafted n a cpy f the riginal plan sheet(s) affected by the change -r- the riginal plan may be re-pltted with the prpsed revisins re-pltted in red. All revisins must be cluded n the plan and numbered sequentially within the delta (Ä) Clark Cunty Schl District Tracking Number: The tracking number is needed fr any develpment that will create a residential land use r entitlement. Examples include change in zning, tentative map, Planned Unit Develpment r Majr Site Plan review. A tracking number is nt needed fr cmmercial r industrial develpments. 10 Land Develpment and Cmmunity Service Department Pre-Applicatin (Task Frce) Purpse Pre-Applicatin Meeting The purpse f the pre-applicatin (Task Frce) meeting is t prvide an pprtunity fr the applicant and the City t discuss the develpment prpsal in rder t: Determine the required applicatin(s) and the timing f multiple applicatin submittals (i.e., whether they may be prcessed cncurrently r must be prcessed sequentially); Prvide the applicant with applicatin materials and infrm the applicant f submittal requirements, including any requirements supplemental t thse listed in the applicatin manual fr the type f applicatin; Prvide the applicant with an estimated time frame fr the review prcess; Based n a cnceptual plan f the prpsal (if required), discuss generally cmpliance with the Cde s zning, use, density, develpment, and design standards, and attempt t identify ptentially significant issues regarding cmpliance; Discuss the need fr any neighbrhd meetings and public ntice requirements; and Refer the applicant t ther departments r agencies t discuss ptential significant issues prir t applicatin submittal. Applicability Pre-Applicatin (Task Frce) Meeting Required A pre-applicatin (Task Frce) meeting is required prir t certain types f applicatins, as listed in Table Applicatins fr these types f apprvals shall nt be accepted until after the pre-applicatin (Task Frce) meeting is cmpleted. The meeting shuld take place prir t any substantial investment, such as a land acquisitin fr a prpsed develpment, site and engineering design, r the preparatin f ther data. Optinal fr All Other Applicatins A pre-applicatin (Task Frce) meeting is ptinal prir t submissin f any ther applicatin under this Cde nt listed as requiring a pre-applicatin (Task Frce) meeting abve. Recrd f Pre-Applicatin (Task Frce) Cnference At the City s ptin, a summary f tpics discussed at the pre-applicatin (Task Frce) cnference may be dcumented by staff during the meeting and given t the applicant at the clse f the pre-applicatin (Task Frce) cnference. Submittal Requirements fr Pre-Applicatin (Task Frce) Cnferences All dcuments required fr the pre-applicatin (Task Frce) cnference shall be submitted at least 14 days prir t the initial meeting with City staff. With the request fr a pre-applicatin (Task Frce) cnference, the applicant shall prvide t the Directr a descriptin f the character, lcatin, and magnitude f the prpsed develpment and any ther available supprting materials, such as maps, drawings, r mdels. It is the applicant's respnsibility t prvide sufficiently detailed plans and descriptins f the prpsal fr staff t cnduct an infrmed evaluatin f the prpsed prject. Revisin date 1/17/

11 Land Develpment and Cmmunity Service Department Neighbrhd Meeting Requirements Neighbrhd Meeting The purpse f the neighbrhd meeting is fr applicants t educate residents, ccupants, and wners f nearby lands abut the prpsed develpment and applicatin, receive cmments, address cncerns abut the develpment prpsal, and reslve cnflicts and utstanding issues, where pssible. Applicants shall be respnsible fr scheduling and cnducting neighbrhd meetings cnsistent with the purpses described in this sectin. Ten days prir t the scheduled meeting, applicants must ntify the City Manager s ffice, Nancy Chavez at s that Cuncil members can be infrmed f the day, time, and place f the Neighbrhd Meeting. In additin, please ntify Planning and Zning by calling Applicability A neighbrhd meeting is required prir t certain types f applicatins, as listed in Table The Directr may require a neighbrhd meeting if the Directr determines the applicatin may have significant adverse neighbrhd impacts, including but nt limited t traffic, nise, visual, r envirnmental impacts, r where substantial bjectins have been raised by neighbrs n previus prjects in the City r the current prpsed prject. Prcedure If a neighbrhd meeting is held by the applicant, it shall cmply with the fllwing prcedures: Time and Place The fficial neighbrhd meeting shall be held at a place that is cnvenient and generally accessible t neighbrs that reside in prximity t the land subject t the applicatin. The neighbrhd meeting shall be held n later than seven days prir t the applicatin submittal. Ntificatin The applicant shall be respnsible fr prviding ntice f the neighbrhd meeting in accrdance with the NRS requirements fr ntice fr the type f applicatin r apprval being requested in the applicatin. Fr example, a neighbrhd meeting cncerning a prpsed zne map amendment wuld require the applicant t prvide ntices as required fr a public hearing n a zne map amendment. Cnduct f Meetings At the fficial neighbrhd meeting, the applicant shall explain the develpment prpsal and applicatin, answer any questins, and respnd t cncerns neighbrs have abut the applicatin and prpsed ways t reslve cnflicts. Staff Attendance The applicant shall be respnsible fr scheduling the meeting, crdinating the meeting, and fr retaining an independent facilitatr if needed. Attendance at the neighbrhd meeting by City planning staff is nt required. Written Summary f Neighbrhd Meeting The applicant shall prvide the Directr a written summary r transcript f the fficial neighbrhd meeting with the applicatin materials, and that summary shall be made available fr public inspectin. The written summary shall include a sign-in sheet, a summary f the issues related t the develpment prpsal discussed, cmments by thse in attendance abut the develpment prpsal, and any ther infrmatin the applicant deems apprpriate. Failure t Hld Meeting Failure t hld a required public meeting shall result in the applicatin being deemed incmplete, and the applicatin shall nt be accepted until the neighbrhd meeting is held. An applicant may appeal this decisin t the decisin-making bdy reviewing the applicatin wh may determine that because f the small size r lack f significant planning issues r apparent cntrversy adequate public input can be achieved thrugh the remainder f the review prcess. 12 Land Develpment and Cmmunity Service Department Tentative Map Checklist A Preliminary Title Reprt is required t be submitted directly t the Department f Public Wrks, Real Prperty Services Divisin, at the time f tentative map applicatin. The fllwing infrmatin is required n all prpsed tentative maps: Name f prpsed subdivisin. A legend clarifying all markings and lines delineated n the map. Date f preparatin, scale and a nrth arrw. Names, addresses and phne numbers f recrded wners, subdivider and persn wh prepared the map. Sufficient legal descriptin f the land which identifies the lcatin, including exterir subdivisin bundary dimensins and acreage t the ne-hundredth. Present zning f prpsed subdivisin. Names f adjacent subdivisins, including lt and blck numbers. Prpsed subdivisin in its entirety at a scale suitable t present all infrmatin clearly and legibly. Lcatins, names, widths, grades, radii and curb radii f all streets, prpsed r existing. Widths, lcatins and dcument numbers f all easements fr drainage, sewer, public utilities, ingress/egress and ther purpses. Widths, lcatins and purpses f all ther rights-f-way and/r easements within r adjacent t the prpsed subdivisin. Lcatins, widths and directins f flw f all water curses and prpsed strm water drainage facilities; drainage facts regarding the prperty cntiguus r adjacent t at least 1,000 feet in all directins. Fld cntrl prblems must be nted. Lcatins f existing and prpsed pwer and telephne facilities and gas mains. Lcatins and sizes f existing and prpsed water mains. NOTE: If individual water wells are t be used in the subdivisin, a statement shall be made n the tentative subdivisin map as t the status f the requirements f the Divisin f Water Resurces. Lcatins and sizes f existing public sanitary sewers and prpsed sewers, shwing flw directins. It shuld be stated as t whether the sewage dispsal is t be handled by a municipal sewage treatment plant. If individual sewage dispsal is prpsed, it shuld be s stated. NOTE: Where septic tanks are prpsed, perclatin tests are required t be submitted prir t final map apprval. Tpgraphy fr the entire subdivisin with cntur intervals nt t exceed tw (2) feet, except in muntainus terrain. Lt layut, number f lts, square ftage and dimensins f each lt. A map indicating plans fr the develpment f the entire area if the prpsed plat is a prtin f a larger hlding intended fr subsequent develpment; mdificatins in subsequent develpment will require submissin f a revised tentative subdivisin map. Lcatins and utlines f each existing structure within the prpsed subdivisin, nting whether r nt such structures are t be mved r will remain within the develpment. Other physical features which culd influence the layut r design f the subdivisin shall be identified. A statement regarding prtective cvenants and deed restrictins which the subdivider intends t enfrce.
