Prject Descriptin Lrain Cunty Cmmunity Cllege has received a capital apprpriatin fr the purpses f enhancing campus safety and security fr students, faculty and staff. Based n the recmmendatins in the Security Assessment Reprt, authred by SRMC, the fllwing categries f desirable imprvements have been identified: Enable additinal security camera lcatins per recmmendatins, via infrastructure assessment and enhancements Classrm dr lcks t allw fr ease f lcking frm inside the classrm Electrnic access functinality t building perimeter drs t allw campus-wide lck-dwn Windw film t bscure lines-f-sight and/r prvide ballistic prtectin Integratin and enhancement f multiple stand-alne mass-ntificatin systems and emergency cmmunicatin mdes The Security Assessment reprt will functin as a Prgram f Requirements (POR); the key excerpts fr this RFQ prcess are included in this dcument. The Cllege anticipates the develpment f at least tw (2) Design-Build prjects t address the imprvements utlined. At this time, the classrm dr lcks are perceived as being a straight-frward prject and can be issued quickly; this prtin f the prject may be funded lcally. The develpment f the remaining Design-Build prject(s) is perceived as a lnger timeframe; this prtin wuld be funded by the State apprpriatin and wuld therefre, require Cntrlling Bard release f funds fr implementatin. Participatin in the Encuraging Grwth, Diversity & Equity ( EDGE ) Prgram is encuraged, but is nt required by statute, nr included as an evaluatin criteria by the selectin cmmittee in the review f submittals. Scpe f Services At this time, the Cllege believes Design Build t be the mst apprpriate cnstructin prcurement methd fr the nature f the prject(s), and intends t cntract (1) Criteria Architect/Engineer (C-A/E) fr all the prjects types nted in Sectin A. The selected Criteria Architect/Engineer ( C-A/E ), as a prtin f its required Scpe f Services and prir t submitting its prpsals, will discuss and clarify with the Owner and/r Cntracting Authrity, the cst breakdwn f the Architect/Engineer Agreement detailed cst cmpnents t address the Owner s prject requirements. As required by the Agreement, and as prperly authrized, prvide the fllwing categries f services: Cncept and Design Criteria, Best Value Selectin, Precnstructin, Cnstructin and Clseut.
