1 TERMS OF REFERENCE FOR INDIVIDUAL CONTRACT POST TITLE: AGENCY/PROJECT NAME: COUNTRY OF ASSIGNMENT: Natinal Cnsultant Crruptin and Vilence Extremism UNDP/ The Anti-Crruptin fr Peaceful and Inclusive Scieties (ACPIS) Bangkk, Thailand, with travel t Manila, the Philippines 1) GENERAL BACKGROUND In recent years, the wrld has witnessed new waves f vilent extremism that have taken the lives f many inncent peple. While security and law enfrcement appraches are necessary t manage and respnd t the threat f vilent extremism, these measures will nt be sufficient in and f themselves t reduce the prevalence and ptential impact f vilent extremism ver the lng-term. The preventin f vilent extremism requires security measures t be cmplemented with additinal measures based n sci-ecnmic causes and slutins, anchred in rbust analysis f the diverse lcal drivers f vilent extremism. UNDP s cnceptual framewrk cnsists f 11 interlinked building blcks frming a thery f change that explains hw develpment can help prevent vilent extremism. Enhancing the fight against crruptin and widespread impunity is an imprtant cmpnent f that strategy. Cuntries r lcal cmmunities that make a slid effrt t reduce the petty and grand crruptin that fuel peple s perceptins f injustice prvide a visible sign that causes f inequality and marginalizatin are being addressed. UNDP strategies at the natinal level aim t design new initiatives (including fast track prjects t address immediate challenges) and als include an analysis and adaptatin f UNDP and ther majr existing prtfli f prjects, examining hw they may psitively r negatively influence the drivers f radicalizatin and vilent extremism. The Anti-Crruptin fr Peaceful and Inclusive Scieties (ACPIS) prject is guided by the strng link between gvernance, peace-building and develpment. This link is the fcus f UNDP s glbal strategy n Preventing Vilent Extremism thrugh Inclusive Develpment and the Prmtin f Tlerance and Respect fr Diversity, which advcates a cmprehensive develpment respnse t addressing radicalizatin and vilent extremism.

2 The strategy acknwledges that the preventin f vilent extremism needs t g beynd reactive security cncerns and that it will nt be pssible t deliver peaceful, just and inclusive scieties when crruptin cntinues t deprive many peple f imprtant develpment dividends. This glbal strategy calls fr actin t address the develpment related causes f this threat, such as perceptins f injustice, human rights vilatins, scial-plitical exclusin, widespread crruptin and the sustained mistreatment f certain grups. Crruptin is arguably ne f several factrs that, ver the lng-term, cntribute t an enabling envirnment fr vilent extremism either acting as an enabler r a driver f vilent extremism. While little empirical evidence exists abut this dynamic, particularly in the Asia-Pacific regin, anecdtal evidence indicates that crruptin cntributes t an enabling envirnment fr vilent extremism in at least tw ways: weakening law enfrcement effrts by undermining the capacity and integrity f law enfrcement agencies, including plice, brder prtectin, prsecutrs, curts and prisns (see, e.g. Luise Shelley, Dirty Entanglements: Crruptin, Crime, and Terrrism, 2014); and stking anger twards the state and ther grups by perpetuating citizens marginalizatin, ffending their sense f justice and undermining their dignity (e.g. Sarah Chayes, Thieves f State: Why Crruptin Threatens Glbal Security, 2015). 2) Duties and Respnsibilities With financial supprt frm the Department f Freign Affairs and Trade (DFAT) Australia, UNDP s ACPIS intends t elabrate a reginal flagship empirical research n the linkages between vilent extremism and crruptin in the Asia Pacific regin. The bjective f this cnsultancy is t cllect/analyse data at the cuntry level, elabrate cuntry specific case study and human interest stry. This will cntribute t the finalizatin f the reginal flagship research n the links between crruptin and vilent extremism. Five cuntries frm the Asia-Pacific Regin will cntribute t the study and feature in the final flagship research. The study will cntain three cmpnents: (1) an analysis f the applicability f existing literature n the links between crruptin and vilent extremism t the Asia-Pacific regin; (2) the generatin and analysis f new empirical data n the links between crruptin and vilent extremism frm 5 cuntries in the Asia-Pacific regin; and

3 identificatin f entry pints fr actin by the UNDP and relevant partners at the lcal, cuntry, reginal and glbal levels t address the issue f crruptin and vilent extremism 3) Expected utcmes and deliverables The cnsultant will be respnsible fr the fllwing deliverables: Under the direct supervisin f UNDP Cuntry Office fcal pint and the ACPIS team based in Singapre and in clse crdinatin with the lead internatinal cnsultant, the incumbent will be cntracted t carry ut the tasks as described abve. The cnsultant will be respnsible fr the fllwing deliverables: 1. Attend preparatry reginal wrkshp t be held in mid-august, 2017 t agree n research elements f the cnsultancy 2. Draft cuntry case study and human interest stry and revise, as needed 3. Finalize cuntry case study plans in cnsultatin with the lead internatinal cnsultant, UNDP staff and ther experts designated by UNDP 4. Gather cuntry level data and carry ut initial analysis f the data per study plans 5. Carry ut interviews, surveys, fcus grups discussins per study plans 6. Cnslidate all the infrmatin and submit t UNDP in a timely manner. 4) Institutinal Arrangement The cnsultant will wrk under the supervisin f Team Leader/Prgramme Specialist (Demcratic Gvernance and Scial Advcacy) f UNDP Thailand, and with partners and Cuntry Office team in cmpleting the listed scpe f wrk. 5) Duratin and Duty Statin Duratin : 15 August Octber 2017 with maximum f 30 wrking days Duty Statin: Bangkk, Thailand, with travel t Manila, the Philippines during August ) Cmpetencies General knwledge and gd understanding f issues related t gvernance, anti-crruptin and preventing vilent extremism; Track recrd f cnducting cuntry level research;

4 Ability t gather, analyze and present data and evidence in a clear and understandable frmat; Strng analytical, research and English written skills; Ability t wrk independently, against tight deadlines. 7) Qualificatins: Experience: At least seven years f experience in plicy analysis r relevant research at natinal level; Experience f wrking at the reginal level r cntributing t the reginal level research is an asset; Track recrd in data cllectin and analysis using sftware such as STATA, SPSS, SAS etc, especially as it relates t develpment and/r gvernance with a specific fcus n anti-crruptin, preventing vilent extremism r related area; Experience in different data cllectin methdlgies, including cnducting fcus grup discussins, surveys, interviews, etc.; A sund knwledge f cuntry s plitical and sci-ecnmic cntext, nging refrms particularly as they relate t the fight against crruptin and preventing vilent extremism; Excellent English cmmunicatin, writing and editing skills. Educatin: At least a Master s degree in develpment studies, public administratin, law, plitical science, jurnalism, internatinal relatins, r related field wuld be preferred Language Requirements: Excellent ral and written English. 8) Price Prpsal and Schedule f Payment : Cnsultant must send a financial prpsal based n Lump Sum Amunt. The ttal amunt quted shall be all-inclusive and include all csts cmpnents required t perfrm the deliverables identified in the TOR, including prfessinal fee, travel csts, living allwance (fr travel t Manila, the Philippines during August 2017) and any ther applicable cst t be incurred by the IC in cmpleting the assignment. The cntract price will be fixed utput-based price regardless f extensin f the herein specified duratin. Payments will be dne upn cmpletin f the deliverables/utputs and as per belw percentages:

5 Deliverable 1 : attendance in the wrkshp in the Philippines and research plan: 30 % f ttal cntract amunt Deliverable 2 : initial analysis f cuntry data : 30 % f ttal cntract amunt Deliverable 3 : Case study n crruptin and extreme vilence in Thailand: 40% f ttal cntract amunt In general, UNDP shall nt accept travel csts exceeding thse f an ecnmy class ticket. Shuld the IC wish t travel n a higher class he/she shuld d s using their wn resurces In the event f unfreseeable travel nt anticipated in this TOR, payment f travel csts including tickets, ldging and terminal expenses shuld be agreed upn, between the respective business unit and the Individual Cnsultant, prir t travel and will be reimbursed. Travel csts shall be reimbursed at actual but nt exceeding the qutatin frm UNDP apprved travel agent. The prvided living allwance will nt be exceeding UNDP DSA rates. Repatriatin travel cst frm hme t duty statin in Bangkk and return shall nt be cvered by UNDP. 9) Evaluatin Methd and Criteria: Individual cnsultants will be evaluated based n the Cumulative analysis. The award f the cntract shall be made t the individual cnsultant whse ffer has been evaluated and determined as respnsive/cmpliant/acceptable; and having received the highest scre ut f set f weighted technical criteria (70%). and financial criteria (30%). Technical Criteria fr Evaluatin (Maximum 70 pints) Criteria 1: Experience in anti-crruptin issues. max 25 pints; Criteria 2: Experience in prject develpment, prject management and develping prject dcuments max 15 pints; Criteria 3: Knwledge f public administratin in Thailand max 25 Pints; Criteria 4: Relevant educatin - max 5 pints Only candidates btaining a minimum f 49 pints (70% f the ttal technical pints) wuld be cnsidered fr the Financial Evaluatin.

The term "all inclusive" implies all cst (prfessinal fees, internatinal travel csts, living allwances etc). Payments are based upn utput, i.e. upn delivery f the services specified abve.
