2 Habitat Prtectin Fund (HPF) backgrund The HPF funds a range f activities that help t prtect r restre pririty habitats in New Zealand (see criteria). The HPF is targeted at established cmmunity grups with a prven track recrd f delivering cnservatin and restratin prjects. The HPF ffers dnatins f between $1000 and $15,000 per annum. Prjects can be funded fr up t three cnsecutive years, but new applicatins will need t be made fr each successive year. WWF-New Zealand believes that prviding assistance t cmmunities t take cnservatin actin is vital t cnserving bidiversity in New Zealand. WWF-New Zealand runs the HPF with the supprt f the Tindall Fundatin and is the Fundatin s Envirnmental Funding Manager. We have run the HPF since Aims f the HPF T supprt cmmunity grups delivering lcal habitat prtectin and restratin prjects prtecting and restring New Zealand s mst vulnerable habitats T prtect and restre habitats that WWF-New Zealand identifies as a pririty T prmte increased crdinatin f habitat prtectin and eclgical restratin n a catchment r landscape scale T raise awareness f bidiversity and cnservatin in the wider cmmunity T encurage cmmunities t becme guardians f their envirnment, becming active partners in prtecting, sustaining and restring ur bidiversity fr present and future generatins T increase the scale and effectiveness f cmmunity-led cnservatin actin t achieve this. Scpe f the HPF The HPF is pen t cmmunity grups carrying ut habitat prtectin and restratin prjects in New Zealand acrss a range f land tenures Land tenure and prtectin The HPF will supprt prjects n land in a range f tenures including; privately wned, multiply-wned Mari land, lcal authrity land and Crwn land in the cnservatin estate (DOC land). In relatin t prjects n DOC land the Fund will nly supprt cmmunity grups and will nt fund activities that DOC is respnsible fr undertaking as part f its functins under the Cnservatin Act The HPF will fund prjects irrespective f the prtectin status f the land. Hwever, fr prjects invlving eclgical restratin invlving the planting f native species r fencing, prf will be needed that there is a binding cmmitment frm the landwner t prtect these areas in perpetuity (e.g. a cvenant). WWF-New Zealand encurages private landwners t prtect valuable habitats and remaining remnants f natural vegetatin with cvenants thrugh the Department f Cnservatin, Queen Elizabeth II Natinal Trust, lcal authrities r with Kawenata thrugh the Nga Whenua Rahui scheme fr Mari wned land. 2

3 Grup Criteria Yur grup must: Be a small, cmmunity grup based and perating in New Zealand and emplying less than five staff (full time equivalent), OR Be a lcally cnstituted branch f a natinal rganisatin with yur wn cnstitutin, management cmmittee and set f accunts, Be a nt-fr-prfit entity; either an incrprated sciety, charitable trust, cmpany limited by guarantee (nnprfit nly) r a trust set up under legislatin cvering Mari rganisatins. Yur grup must have transparent ways f making decisins written dwn in a cnstitutin r set f rules, Have a track recrd, technical cmpetence and have experience in cnservatin, restratin r land management that enables yu t deliver the prject, r have guaranteed nging supprt frm a cmpetent rganisatin such as DOC, reginal cuncils, NZ Landcare Trust etc., If yur grup emplys staff r cntractrs have relevant plicies and prcedures in place, Understand yur health and safety respnsibilities and have apprpriate health and safety systems in place including a health and safety plan specific t this prject Be slvent and financially sustainable and demnstrate sund financial management having the necessary financial cntrls in place, Have yur wn bank accunt and demnstrate that yu can manage funding frm a number f surces, maintaining a clear separatin f expenditure and tracking f prjects. The fllwing are nt eligible t apply fr funding: Natinal r umbrella envirnmental r cnservatin rganisatins emplying mre than five (full time equivalent) staff. Please Nte - lcally cnstituted branches f large rganisatins, such as Frest & Bird, can apply in their wn right Individuals r family/whanau grups Trading cmpanies r businesses (fr-prfit rganisatins) Lcal authrities - territrial authrities, unitary authrities and reginal cuncils Gvernment agencies r Crwn Entities e.g. Fish & Game Organisatins based r wrking utside New Zealand Organisatins whse primary gal is advancing plitical r religius causes. 3

4 Prject Criteria The fllwing criteria are used fr assessing prject prpsals and applicants shuld demnstrate that they meet these criteria in the preliminary applicatin frm: The prject must be lcated in New Zealand The applicatin must demnstrate that funds are being directly applied t eligible activities r csts (see belw) The applicatin demnstrates that the prject meets ne f the HPF pririties (see belw) The applicatin demnstrates effectiveness and value fr mney The prpsal must demnstrate rbust prject design, including a prject plan with a clear visin and gals, and mechanisms t mnitr and evaluate prject utcmes (See WWF-New Zealand HPF Mnitring Tlkit fr infrmatin n Mnitring and Evaluatin f HPF Prjects all available n the WWF-New Zealand website). The prpsal must clearly demnstrate hw the budgeted activities will cntribute t the defined prject utcmes The prject has supprt frm a crss sectin f the cmmunity, including the iwi/hapu with mana whenua in the prject s area The prject is supprted by DOC, lcal r reginal cuncil Demnstratin f a gd understanding f risk management, health and safety requirements and ther legislative r regulatry framewrks that may impact n its prjects guidance and generic templates are prvided in this HPF Guidelines dcument Permissin frm the landwner t carry ut the prpsed wrk (included as supprting infrmatin in the applicatin) Prjects invlving investment in planting, fencing etc. shuld have a guarantee that the land will be prtected in the lng-term, preventing changes in land-use that will undermine the prject s gals. Eligible csts and activities The HPF will pay fr the fllwing csts and activities relating t habitat prtectin and eclgical restratin prjects: Develpment f restratin r management plans (by cnsultants r staff) Pest cntrl (materials/equipment/cntractrs) Weed cntrl (materials/equipment/cntractrs) Csts assciated with species translcatins r re-intrductins including feasibility studies Csts assciated with the nging running f a nursery if this is the mst effective methd f securing ec-surced native plants r can demnstrate increased cmmunity invlvement r awareness raising Fencing (materials/cntractrs) Crdinatr/prject wrker/administratr salary csts subject t clear and transparent gvernance and management arrangements Ec-surced plants and assciated preparatin and maintenance csts Equipment and tls (spades, grubbers, weed eaters) Csts assciated with mnitring and evaluatin f prject utcmes Vlunteer expenses; travel csts, refreshments, tls and equipment, training Publicity and prmtinal materials (psters/leaflets/phts/vide prductin/interpretatin signs etc.) and ther cmmunity utreach and engagement activities that help t raise public awareness f the prject in the lcal cmmunity. 5 Applicatins fr the fllwing csts and activities are NOT eligible: Prjects utside New Zealand Funding fr the same r a very similar prject fr mre than 3 years running Capital assets r equipment csting mre than $1,500 per item Urgent r retrspective applicatins Research r academic prjects The purchase, repair r cnstructin f buildings Land purchase r csts assciated with the purchase f land Csts assciated with applicatins r prcesses under the Resurce Management Act 1991 Establishment csts f setting up Incrprated Scieties, charities r ther bdies Dmestic r verseas travel (except vlunteer travel csts) Envirnmental educatin prjects. Grups seeking funding fr EE prjects can apply directly t WWF- New Zealand s Envirnmental Educatin Actin Fund (EEAF) Wrk that a landwner is required t d by law Sprts and recreatin activities/prjects Drama, art r perfrming art prjects Cre educatin; schlarships, equipment, activities etc. Health, medical, disabilities, equipment expenses Religius r plitical advcacy r advancement Business r investment capital, expenses etc. HPF Pririties The pririties fr HPF funding are Additinal pririties Prjects wrking in areas f lwland bidiversity including: Freshwater envirnments and their catchments Castal and dune systems Wetlands and estuarine systems Lwland and castal frest and scrub cmmunities Habitats f threatened indigenus species Castal and inshre marine habitats Prjects in areas where there are remaining remnants f high quality habitat Additinal preference will be given t grups and prjects that demnstrate that they: Are wrking at a wider catchment r landscape-scale and the prject has eclgical utcmes including: Prtecting the integrity f existing gd quality habitats Restring cnnectivity between existing habitats Prviding buffers t remaining habitat remnants Restring eclgical prcesses Are wrking t meet pririties identified in lcal bidiversity strategies r actin plans (if ne exists) Create pprtunities fr lcal ecnmic develpment, emplyment r scial develpment Are part f a multi-agency partnership supprted by the lcal r reginal cuncil and/r the Department f Cnservatin Demnstrate that they are cperating with r can prvide supprt and advice t ther cmmunity grups wrking in their area. 5
