1 Multiple Indicatr Cluster Survey (MICS) Terms f Reference Natinal MICS Cnsultant 12 mnths BACKGROUND: The Multiple Indicatr Cluster Surveys (MICS) is an internatinal husehld survey prgramme develped and supprted by UNICEF. MICS is designed t cllect estimates f key indicatrs that are used t assess the situatin f children and wmen. Over the past 20 years, MICS has evlved t respnd t changing data needs, expanding frm 28 indicatrs in the first rund t mre than 200 indicatrs in the current sixth rund, and becming a key surce f data n child prtectin, early childhd educatin, and a majr surce f data n child health and nutritin. In additin t being a data cllectin tl t generate data fr mnitring the prgress twards natinal gals and glbal cmmitments fr prmting the welfare f children, MICS prvided valuable data fr MDG mnitring as a majr surce f data fr the UN Secretary General s Final Millennium Develpment Gals Reprt. Since the inceptin f MICS in the 1990s, ver 300 surveys have been carried ut in mre than 100 cuntries. As part f the glbal effrt t further develp natinal capacities t generate and analyse high quality and disaggregated data, UNICEF launched the sixth rund f MICS in Octber 2016, with results f first surveys expected t be available by the end f This new rund is in accrdance with the list f Sustainable Develpment Gal (SDG) indicatrs endrsed by the UN Statistical Cmmissin in 2016, fllwing the glbal adptin f the 17 SDGs and 169 targets f the 2030 Agenda fr Sustainable Develpment. The final SDG indicatr framewrk currently includes 230 glbal indicatrs, f which arund 30 per cent are husehld survey-based. Tday, MICS, cvering almst half f the SDG indicatrs that are husehld survey-based, is well psitined t play a central rle in this new Agenda alngside ther key demgraphic, health and sci-ecnmic surveys and t cmplement data frm administrative surces and censuses. The MICS questinnaires have undergne rigrus methdlgical and validatin wrk t braden the scpe f the tls and include new tpics that reflect SDG indicatrs and emerging issues in the 2030 Agenda fr Sustainable Develpment cntext, including: rapid water quality testing, scial transfers, fundatinal learning skills (children age 7-14), child and adult functining, migratin status, use f clean fuels and technlgy, and victimisatin. As gvernments develp natinal framewrks t mnitr prgress twards the SDGs and establish baselines, strategic planning and investments will be required t cllect rbust, mre frequent, and timely data. This rund f MICS presents a unique pprtunity t supprt this prcess. The UNICEF ffice in the cuntry has already supprted MICS surveys in 2005 and T address existing data gaps, t cllect data relevant fr mnitring prgress twards SDGs as well as key data fr UNICEF s strategic gals f the Cuntry Prgramme cycle, UNICEF frmer Yugslav Republic f Macednia Cuntry Office will supprt MICS as part f the 6 th rund f the survey prgramme in T ensure that the implementatin f the MICS survey runs smthly, specific deadlines are met and that the implementing partner, the State Statistical Office (SSO), receives the technical assistance necessary t prduce statistically sund and reliable data, the UNICEF frmer Yugslav Republic f Macednia

2 Cuntry Office will hire a full-time cnsultant t versee the MICS prcess frm preparatry wrk t release f results. The 2018 MICS6 will be implemented using CAPI (Cmputer-Assisted Persnal Interviewing) in which the interviewer uses a tablet t recrd data. CAPI data cllectin can reduce the time needed t cllect and prcess survey data, facilitate real time mnitring, imprve the quality f the data and reduce survey csts. PURPOSE OF THE JOB: Under the verall supervisin f the Child Rights Mnitring Specialist, the Natinal MICS Cnsultant (NMC) will supprt and prvide guidance t the UNICEF ffice in the cuntry and the SSO fr the preparatin, implementatin and cmpletin f the MICS survey in the cuntry. The NMC will advise the SSO, especially the Survey Crdinatr and sampling and data prcessing experts, during survey planning, questinnaire design, sampling, training, fieldwrk, data prcessing, data analysis, disseminatin and archiving, ensuring that MICS prtcls and recmmendatins are being fllwed at all times. The NMC will cmmunicate effectively between the UNICEF CO and SSO, respnding prmptly t MICS related needs and issues as they arise. The NMC will be respnsible fr crdinating and supprting the wrk f ther resurce persns hired by UNICEF t prvide technical assistance t the MICS prcess. The cnsultant will wrk in clse cllabratin with the survey team, the stakehlders, and the established Cmmittees and will represent UNICEF in meetings and wrkshps in relatin t the survey as needed. The NMC will als wrk in clse cllabratin with the reginal MICS Crdinatr and the Glbal MICS Team in UNICEF HQ. MAIN TASKS RELATED TO THE JOB 1. Prvide technical and managerial supprt t the MICS survey; 2. Present the MICS methdlgy, tls, and guidelines t partners/stakehlders (e.g. ministries, UN Agencies, etc.); 3. Finalise, in cllabratin with natinal partners and UNICEF CO, the Survey Plan and Budget, including timetable and share with UNICEF Reginal Office (RO); 4. Ensure that the Ethical Prtcl and ther ethical recmmendatins are addressed in the survey implementatin prcess and that all MICS related dcuments are shared n time fr an apprval by an ethical cmmittee; 5. Oversee each stage f the survey prcess and ensure that the MICS prtcls and standards are fllwed by the SSO, mre specifically during training and field supervisin visits; 6. Cmmunicate regularly with the UNICEF CO, RO and/r Headquarters (HQ) respnding t all MICS related issues in a timely manner; 7. Prvide bi-mnthly updates (briefings) n MICS activities t the CRM Specialist and the UNICEF CO, as well as mnthly updates t the UNICEF RO and HQ; 8. Crdinate the wrk f SSO specialists and UNICEF Reginal Cnsultants and ther resurce persns assigned by the UNICEF CO and/r RO t supprt different survey stages; 9. Ensure that external technical reviews by experts (i.e. Reginal Sampling Cnsultant, Reginal Data Prcessing Cnsultant, and Reginal Husehld Survey Cnsultant) are carried ut at key survey stages and crdinate the feedback and respnse between the CO/RO/HQ and SSO; P a g e 2

Ensure that all survey related dcuments and deliverables are prperly archived thrughut the survey prcess (fr example: Survey Plan and Budget, questinnaires, manuals, sample design, training/pre-test reprts, expert reprts, CAPI applicatin, utput and tabulatin plan tables, syntaxes, datasets, Survey Findings Reprt and ther reprts, disseminatin materials etc.); 11. Participate in all MICS Steering and Technical Cmmittee meetings; 12. Participate in, and cntribute t, MICS Reginal Wrkshps; 13. Ensure that lessns learned, prblems, and gd practices are dcumented thrughut the MICS prcess and rapidly shared with the MICS cmmunity (ther MICS implementing cuntries, RO, and HQ) thrugh all means available. SPECIFIC ACTIVITIES: In cnsultatin and cllabratin with the UNICEF CO and SSO, the NMC will be respnsible fr ensuring the fllwing activities have been undertaken fllwing the MICS guidelines and will cntribute t the crdinatin f these activities: 1. Survey Planning: A Steering Cmmittee is established and cmpsed f all relevant natinal and internatinal stakehlders; A Technical Cmmittee cmprised f all relevant technical experts is established; The Survey Plan and Budget, including timetable is finalised and shared with all stakehlders; Survey supplies are prcured and distributed in time fr training and data cllectin; Sample design: The UNICEF Reginal Sampling Cnsultant is prvided with necessary infrmatin and visits are well managed and crdinated within survey plans; Sample design is finalised by the sampling expert f SSO with the guidance and review f the UNICEF Reginal Sampling Cnsultant; Listing and Mapping materials and peratins are reviewed by the UNICEF Reginal Sampling Cnsultant and carried ut n the field per MICS recmmendatins; Sample design is reviewed by the UNICEF RO and/r HQ befre finalisatin. The final selectin f husehlds is reviewed. The weights are reviewed. MICS questinnaires: Manuals: Apprpriate UNICEF prgramme staff and the Technical Cmmittee are invlved in reviewing the custmisatin f relevant sectins f the MICS questinnaire; Selected Mdules address cuntry data gaps and address SGD data needs; Questinnaires underg translatin and back translatin prcess; Questinnaires and manuals underg an ethical review; Questinnaires are pre-tested and a pre-test reprt is prduced; Questinnaires are reviewed by the UNICEF RO and HQ befre finalisatin. 4 MICS Husehld Listing and Mapping, Supervisr, Measurer, and Interviewer Manuals are custmised fr the cuntry specific cntext and translated. CAPI applicatin template: CAPI applicatin template is custmised by the data prcessing expert f the SSO with the guidance f the UNICEF Reginal Data Prcessing Cnsultant; CAPI applicatin template is reviewed by the UNICEF RO and/r HQ befre finalisatin; Secndary editing guidelines and Field Check Table syntax are custmised by the data prcessing expert f the SSO with the guidance f the UNICEF Reginal Data Prcessing Cnsultant. 2. Listing and Mapping, Training and Fieldwrk, and Data Prcessing: Listing and mapping is planned and perfrmed per MICS guidelines; Training schedules are adequately adapted t the cunty cntext while fllwing MICS guidelines; Apprpriate resurce persns are identified t facilitate training (i.e. nutritinists fr anthrpmetry training, survey experts fr methdlgy, etc.); Cntribute t the fieldwrk training; Fieldwrk and fieldwrk mnitring visits are planned and perfrmed accrding t MICS guidelines; Field Check Tables are prduced n a weekly basis, immediately analysed by survey managers, and main findings reprted t field supervisrs fr actin. Field Check Tables are immediately shared with UNICEF RO; Participatin f UNICEF CO staff is rganised t assist in mnitring data cllectin; UNICEF Reginal Data Prcessing Cnsultant is timely prvided with necessary infrmatin and cuntry visits are well managed and crdinated; Hardware is made available fr the CAPI applicatin (data cllectin and central ffice menu cmpnents), and sftware is prperly installed and a wrking, data transfer system and data backup system is established; Mnitr data prcessing and secndary data editing. 3. Data Analysis and Reprt Writing: Sampling Weights are included in the datasets and reviewed by the sampling expert f the SSO with the guidance and review f the UNICEF Reginal Sampling Cnsultant; MICS tabulatin plan and standard syntax are custmised and used in generating SPSS dataset and tables. Dataset/Tables including the wealth index are substantively reviewed by technical (e.g. sampling expert) and subject matter experts at the SSO, as well as by UNICEF RO and HQ MICS Team befre the reprt writing cmmences; Crdinate and cntribute substantively t the elabratin f the Survey Findings Reprt (and eventually t the Final Reprt), using the MICS template and accrding t MICS standards t ensure a timely release; Ensure that the Survey Findings Reprt (and Final Reprt) underges the technical review prcess by RO and HQ; Crdinate the printing and distributin f the Survey Findings Reprt (and Final Reprt); P a g e 4

5 Organise and facilitate the presentatin f the Survey Findings Reprt (and Final Reprt) thrugh a natinal seminar; Prvide technical expertise and advice fr wide disseminatin f the Survey Findings Reprt (and Final Reprt) and main results; Ensure that the MICS survey archive with all final survey dcuments and materials (MOU, CSP, questinnaires, manuals, sample design, field reprts, CAPI applicatin, syntaxes, database, tables, survey findings reprt (and final reprt), disseminatin materials, etc.) is being prduced by the SSO. 4. Attend t all MICS Reginal and/r Natinal Wrkshps DELIVERABLES 1. Bi-mnthly and mnthly Prgress Reprt f activities, describing activities undertaken during the mnth and highlighting prblems met and slutins put in place t mitigate them; 2. Field trip reprts; 3. Reginal wrkshp trip reprts; 4. Presentatins and training materials used in trainings, wrkshps, and ther meetings. REPORTING LINE: The NMC will reprt directly t the Child Rights Mnitring Specialist in the UNICEF Cuntry Office. CONFIDENTIALITY OF DATA AND MICS DOCUMENTS: The NMC must respect the cmplete cnfidentiality f the MICS data as well as any specific MICS dcuments that will be prduced thrughut the MICS prcess. The NMC can use the dcuments and the datasets nly fr the tasks related t these Terms f Reference. QUALIFICATIONS AND COMPETENCIES Educatin: University degree in Demgraphy, Statistics, Scial Sciences, Epidemilgy r any ther related technical field is required. Skills and Experience: Prven minimum f 5-year experience in the crdinatin and/r management f quantitative husehld surveys (prir MICS r Demgraphic and Health Survey (DHS)) requested; Strng cmputer skills and strng expertise in statistical analyses (familiarity with data prcessing and data analysis sftware, particularly SPSS); Experience with CAPI data cllectin; Training experience and ability t rganise and facilitate training and presentatins; Experience in data analysis and survey reprt writing. Other cmpetencies: Excellent cmmunicatin and interpersnal skills. P a g e 5

6 Excellent ral and written cmmunicatins in Macednian and English required. Knwledge f Albanian is desirable. Demnstrated ability t wrk in a multicultural envirnment and t establish harmnius and effective relatinships bth within and utside the rganisatin, mre specifically with State Statistical Offices; Demnstrated leadership, managerial and supervisry ability; Ability and willingness t travel extensively in-cuntry and t attend reginal wrkshps. OFFICE ARRANGEMENTS AND TRAVEL REQUIREMENTS: During the cntract perid, the NMC is expected t travel within the cuntry and t MICS Reginal Wrkshps in ther cuntries and UNICEF Reginal Office. The travel csts will be cvered by the UNICEF Cuntry Office. The NMC will be based at the SSO wh will prvide her/him space, adequate wrking cnditins with Internet access and equipment as necessary. ESTIMATED DURATION OF CONTRACT AND FEES: The NMC shuld be recruited at the start f MICS planning and shuld remain n bard until the Survey Findings Reprt (and Final Reprt) and the survey archive are prduced. The duratin f cnsultancy shuld cver a perid f 12 mnths. Only candidates that can cmmit fr this whle duratin will be cnsidered. The expected start date f the cnsultancy is January 22 nd The cnsultant is t indicate their mnthly fee fr the services t be prvided. The fees payable t a cnsultant shall fllw the best value fr mney principle, i.e., achieving the desired utcme at the lwest pssible fee. This cntract des nt allw payment f ff-hurs, medical insurances, taxes, sick leave.
