BACKGROUND The United Natins Develpment Prgramme (UNDP), in Octber 2012, launched the Bidiversity Finance Initiative BIOFIN. It was a new glbal partnership seeking t address the bidiversity finance challenge in a cmprehensive manner building a sund business case fr increased investment in the management f ecsystems and bidiversity, with a particular fcus n the needs and transfrmatinal pprtunities at the natinal level. The BIOFIN wrks alng tw main axes: I. Glbally-led develpment f a new methdlgical framewrk An entirely new methdlgical framewrk is being develped fr undertaking natinal-level bttm-up analyses f the finance-relevant enabling cntext; fr determining the current / baseline investment in bidiversity; fr quantifying the full cst f meeting natinal bidiversity cnservatin targets and the resulting finance gap; and fr assessing the suitability f financial mechanisms and develping natinal resurce mbilisatin strategies. The methdlgies applied in the prject will be refined thrugh reginal and glbal learning, and made available mre widely. II. Adaptatin and implementatin f this new methdlgical framewrk at natinal level

2 T help cuntries increase the imprtance attributed t bidiversity and in cnsequence bridge the financing gap, the wrk at natinal level will be led by cncerned Ministries --Ministries f Finance, Planning r Ecnmics and the Ministry f Envirnment, and is articulated thrugh the fllwing cmpnents: a. Analyse the integratin f bidiversity and ecsystem services in sectral and develpment plicy, planning and budgeting (Plicy and Institutinal Review and Bidiversity Expenditure Review); b. Assess future financing flws, needs and gaps fr managing and cnserving bidiversity and ecsystem services (Financial Needs Assessment); c. Develp cmprehensive natinal Bidiversity Finance Plan t meet the bidiversity finance gap; d. Initiate implementatin f the bidiversity finance slutins at natinal level. In Thailand, BIOFIN has becme peratinal in The initiative supprts the Ryal Thai Gvernment in implementing the Natinal Ecnmics and Scial Develpment Plan (NESDP) and the Natinal Bidiversity Strategy and Actin Plan (NBSAP), in particular relevant sectins n sustainable utilizatin f natural resurces, green grwth, and inclusive develpment, thrugh the frmulatin and implementatin f financial strategies. The expected utputs include: i. Technical analyses f plicies, institutins, expenditures cvering the fiscal year that related t bidiversity cnservatin and sustainable utilisatin in Thailand; ii. Cst estimatin fr bidiversity investment fr Thailand; iii. Bidiversity Finance Plan fr Thailand as resurce mbilisatin strategy fr achieving the natinal bidiversity targets; iv. Lcalizatin f BIOFIN prcess thrugh implementatin f bidiversity finance slutins. The natinal BIOFIN prcess invlves several detailed and interrelated assessments and prcesses. Fr BIOFIN Thailand, the prcess must ensure all utputs, as envisined in the Thery f Change, will be achieved whilst planning fr the attainment f utcmes beynd the prject lifetime. The BIOFIN Thailand s utputs crrespnding t the Plicy and Institutinal Review (PIR), Bidiversity Expenditure Review (BER), and Financial Needs Assessment (FNA) and the Bidiversity Finance Plan (BFP). Thus, the exit strategy fr Thailand is t transitin f Phase I (June 2014 Dec ) t Phase II (Jan 2019 Dec 2022) strategically. Fr Phase 2 activity, BIOFIN Thailand will identify the zer-risk finance slutins t implement in the cuntry. One f the ptential bidiversity finance slutins, as stated in the natinal Bidiversity Finance Plan, is called wildlife cnservatin license plate scheme. The scheme will be implemented in Huai Kha Kaeng Wildlife Sanctuary f the Western Frest Cmplex (WEFCOM) by BIOFIN Thailand and ther strategic partners at the pilt prject site. See detailed BIOFIN utput 5 prpsal in Annex I. In this cnnectin, BIOFIN Thailand wuld like t hire a shrt-term internatinal cnsultant t cnduct a feasibility study n bidiversity finance slutin wildlife cnservatin license plate in Thailand. The study will be treated as a plicy dcument prduced t supprt an advcacy fr Thailand when pitching a business case fr increasing investment in bidiversity cnservatin and management.

3 It is recmmend that the BIOFIN methdlgy must be applied when cnducting the feasibility study. 2. OBJECTIVE, SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Scpe f wrk: The internatinal cnsultant is required t cmplete the fllwing assignments: - Feasibility study n bidiversity finance slutin Increasing revenue t finance the tiger cnservatin by featuring a wildlife cnservatin theme n vehicle license plates in Thailand Baseline data analysis n wildlife cnservatin license plate scheme; Cmprehensive feasibility study n wildlife cnservatin license plate accrding t the BIOFIN methdlgy. - Thailand s Bidiversity Finance Plan Participating as a resurce persn in a series f bilateral meetings with key line agencies Department f Natinal Parks, Wildlife and Plant Cnservatins, Ryal Frest Department and Department f Marine and Castal Resurces and summarizing the detailed discussins; Scping the ptential finance slutins n establishing f Cmmunity Enterprise fr lcal cmmunity in Chr 1 land f Huai Kha Kiang Wildlife Sanctuary; Finalizing the Bidiversity Finance Plan fr Thailand and attending the Prject Steering Cmmittee meeting t seek endrsement n the prpsed Bidiversity Finance Plan fr Thailand. 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS The candidate wh wuld like t apply shuld have the fllwing qualificatins: Prfund knwledge f the Bidiversity Finance Initiative and its methdlgy Bachelr r Master levels with degree in Plitics, Ecnmics, Finance, Envirnment, Scial sciences and/r ther related fields; Wrk experience in relevant research areas fr at least 3 years in research analysis, bidiversity cnservatin scheme and analysis f resurces/envirnment and ecnmic linkages; Familiar and up-t-date with glbal issues n bidiversity cnservatin and finance slutins; Excellent English reprt-writing and speaking skills; Obtain r have residence in Thailand is desirable.

DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL Duratin f the Assignment and Duty Statin Duratin f Assignment: 1 September t 31 December (max. 14 days per mnth; ttal f 56 man-days) The cnsultant will be Bangkk-based which required at least 4 days per mnth t be wrking at UNDP Cuntry Office, Bangkk Thailand *ID card t enter the UNDP premises will be prvided t the cnsultant fr the perid 1 September t 31 December. *UNDP accunt will be prvided t the cnsultant during the cntract perid. * Wrking space in UNDP CO fr the 4-days-per-mnth arrangement will be facilitated by BIOFIN. Travel arrangement -- The cnsultant shuld prpse the cst fr fllwing freseeable trips in the ANNEX III Offerr s letter t UNDP cnfirming interest and availability fr the Individual Cntractr (IC) assignment: One fficial missin t Kh Ta Island in Surat Thani prvince. (03 days) ***T be authrized by the Natinal BIOFIN crdinatr One fficial missin t WEFCOM in Uthai Thani prvince. (03 days) ***T be authrized by the Natinal BIOFIN crdinatr One fficial missin t attend the Reginal BIOFIN wrkshp in Cebu, the Philippines fr the perid 10 t 14 September (05 days). ***T be authrized by the Glbal BIOFIN manager Fr any unfreseen fficial missin apart frm this TOR mentined, the Cnsultant will be requested t submit the cncept nte f missin fr apprval by UNDP s BIOFIN Thailand 07 days prir t undertaking any missin in Thailand r abard. The cncept Nte will elabrate the key pints as fllws: (1) missin purpses, (2) main activities, (3) tentative prgramme, (4) list f missin members, and (5) expected utputs. The cmplete dcument (max 2 pages) will be sent t the Prject Management Unit f BIOFIN Thailand fr apprval. Upn receipt f apprval frm the Natinal BIOFIN Crdinatr, the Cnsultant shuld arrange his r her wn travel as planned. Upn cmpletin f the missin, the Cnsultant shall submit the fllwing dcuments: (1) Missin reprt (2) List f persns met (3) Summary f cst incurred fr reimbursement. Fr any unfreseen travel cst incurred, the Cnsultant shall be respnsible fr an advance payment. The reimbursement shall be prceeded in accrdance with the UNDP prcedures upn submissin f the missin reprt. The reimbursed cst shall be transferred directly int the registered bank accunt f Cnsultant under the UNDP vendr system. After submissin f cmplete dcument, the reimbursement prcess shall be dne within 10 wrking days.

FINAL PRODUCTS Expected Outputs and Deliverables The cnsultant is expected t deliver the fllwings: 1 st Deliverable: Deliverables/ Outputs - Participating in the Mnitring and Evaluatin missin f Glbal BIOFIN in Bangkk and prviding technical cmments and/r suggestins n the Thery f Change fr BIOFIN Phase 2 in Thailand (Tentative plan: 3-6 September ); - Cmpletin f an utline f the feasibility study n bidiversity finance slutin wildlife cnservatin license plate scheme. 2 nd Deliverable: - Cmpletin f the feasibility study n bidiversity finance slutin wildlife cnservatin license plate scheme. 3 rd Deliverable: - Participating as a resurce persn in a series f bilateral meetings with key line agencies i.e. Department f Natinal Parks, Wildlife and Plant Cnservatins, Ryal Frest Department and Department f Marine and Castal Resurces. PROVISION OF MONITORING AND PROGRESS CONTROLS Institutinal Arrangement The cnsultant will reprt t the Natinal BIOFIN Crdinatr, UNDP s Inclusive Green Grwth and Sustainable Develpment Unit in UNDP Thailand and the Senir Technical Advisr f the Glbal BIOFIN. He/she will wrk in clse cllabratin with the Natinal BIOFIN Crdinatr and the Chief Technical Advisr f BIOFIN Thailand. 7. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. If an Offerr is emplyed by an rganizatin/cmpany/institutin, and he/she expects his/her emplyer t charge a management fee in the prcess f releasing him/her t UNDP under Reimbursable Lan Agreement (RLA), the Offerr must indicate at this pint, and ensure that all such csts are duly incrprated in the financial prpsal submitted t UNDP. Incmplete prpsals may nt be cnsidered. The shrtlisted candidates may be cntacted and the successful candidate will be ntified.

7 8. FINANCIAL PROPOSAL Price Prpsal and Schedule f Payment : Cnsultant must send a financial prpsal based n Lump Sum Amunt. The ttal amunt quted shall be all-inclusive and include all csts cmpnents required t perfrm the deliverables identified in the TOR, including prfessinal fee, travel csts, living allwance (if any wrk is t be dne utside the IC s duty statin) and any ther applicable cst t be incurred by the IC in cmpleting the assignment. The cntract price will be fixed utput-based price regardless f extensin f the herein specified duratin. Shuld the IC wish t travel n a higher class he/she shuld d s using their wn resurces In the event f unfreseeable travel nt anticipated in this TOR, payment f travel csts including tickets, ldging and terminal expenses shuld be agreed upn, between the respective business unit and the Individual Cnsultant, prir t travel and will be reimbursed. Travel csts shall be reimbursed at actual but nt exceeding the qutatin frm UNDP apprved travel agent. The prvided living allwance will nt be exceeding UNDP DSA rates. Repatriatin travel cst frm hme t duty statin in Bangkk and return shall nt be cvered by UNDP.
