In this prject, the cnsultant will carry ut the Prject Management Cnsultancy fr mnitring and supervising the cnstructin f the fllwing wrks under SUTP - Naya Raipur: a) Cycle Tracks and Pedestrian Walkways in Naya Raipur, b) Bus dept and Cntrl Centre at Naya Raipur, c) Bus shelters in Naya Raipur d) Pick up pints in Raipur Rail statin and existing Mantralaya at Raipur 3. The bjective f the present cnsultancy are as fllws: Effectively mnitring and supervising the cnstructin activities which will include day t day supervisin, quality cntrl, taking measurement at site fr billing etc. fr the executin and develpment f cycle track, pedestrian walk way, bus shelters, bus dept, cntrl centre and bus terminal/pick up terminals in Raipur and Naya Raipur. The duratin f the cnsultancy services is expected t be 15 mnths frm the date f award f the cntract. 4. Naya Raipur Develpment Authrity nw invites eligible cnsultants t indicate their interest in prviding the services.

2 A cnsultant will be selected in accrdance with the prcedures set ut in the Wrld Bank s Guidelines: Selectin and Emplyment f Cnsultants by Bank Brrwer, May 2004 and revised in Octber 2010 available at Cmpanies/Cnsultants may assciate t enhance their qualificatins. 5. Submissin Requirements: Interested cnsultants must prvide infrmatin indicating that they are qualified t perfrm the Services. This shuld include the fllwing: I. 4 TERMS OF REFERENCE Prject Management Cnsultant (PMC) fr cnstructin f (1) Cycle track and walkway at Naya Raipur and (2) Bus Dept, Cntrl Centre, Bus Shelters, Pick up pints etc. at Raipur and Naya Raipur under SUTP 1. BACKGROUND Naya Raipur Develpment Authrity is a Special Area Develpment Authrity cnstituted under C.G. Twn and Cuntry Planning Act, 1973; by the Gvernment f Chattisgarh fr planning and develpment f a green field city Naya Raipur fr its capital functins. Under the GEF India Sustainable Urban Transprt Prgramme being implemented by the Ministry f Urban Develpment, Gvernment f India, Naya Raipur Develpment Authrity (NRDA), has availed funds t prvide urban transprt infrastructure and services between Raipur and Naya Raipur and within Naya Raipur. These investments are expected t prmte envirnmentally sustainable transprt and reduce green huse gas emissins in the city. The prject cnsists f implementing multiple cmpnents fcused n sustainability. NRDA intends t apply part f the prceeds f this grant under the cntract fr Prject Management Cnsultancy fr mnitring and supervising the cnstructin f the fllwing wrks under SUTP - Naya Raipur: a) Cycle Tracks and Pedestrian Walkways in Naya Raipur, b) Bus dept and Cntrl Centre at Naya Raipur, c) Bus shelters in Naya Raipur d) Pick up pints in Raipur Rail statin and existing Mantralaya 2. OBJECTIVES OF THE CONSULTANCY NRDA intends t appint a Prject Management Cnsultant (PMC), fr effectively mnitring and supervising the cnstructin activities which will include day t day supervisin, quality cntrl, taking measurement at site fr billing etc., as detailed hereunder, fr the executin and develpment f cycle track, pedestrian walk way, bus shelter, bus dept, cntrl centre and bus terminal/pick up terminals in Raipur and Naya Raipur. 1

DETAILED SCOPE OF WORK OF THE PMC 3.1 PREAWARD STAGE Be required t develp prper understanding f the prject bjective, designs and drawings, after studying the DPR and visiting the prject sites Review all available prject dcuments, including the fllwing and list ut deficiencies, errrs and incnsistencies etc. frm the perspective f implementatin. a. Cntract Dcuments b. Reprts, specificatins, designs and drawings, prject csting c. Bill f Quantities (BOQ) d. Implementatin strategy and sequencing f activities, e. Envirnmental and Scial Management Plans (ESMP measures), including sequence f implementatin f ESMP measures f. Any ther relevant dcuments, as may be required crdinate with all cncerned t ensure that the required mdificatins are incrprated in the drawings and dcuments, by the technical cnsultants Assist the client in btaining the statutry apprvals required befre cmmencement f the wrks Prepare an implementatin schedule fr each wrk in cnfrmity with the verall prject implementatin schedule f the prject Prepare a budget and cash flw statement fr the wrks and t update the same as and when required. 3.2 CONSTRUCTION STAGE perfrm all duties, functin & bligatins f the Engineer-in-charge, as laid dwn in cntract dcuments, with reasnable care and due diligence t ensure that the wrks are cmpleted accrding with the drawings, designs, specificatins and cntract cnditins f the cntract within the specified time frame and cst. Fr efficiently discharging its bligatins, the PMC shall be respnsible fr the fllwing activities during the cnstructin stage PROJECT CONTROL AND MONITORING a) Frmulate all tls and prcedures fr, prgramming, mnitring and resurce management b) scrutinise the implementatin schedules submitted by the cntractrs in the prescribed sftware, suggest crrectins / mdificatins, if any, in respect t the sequencing f activities, mbilizatin f materials and ther resurces and their interdependence, fr timely cmpletin, cmmensurate with 2

6 the milestnes laid dwn in the cntract and finally apprve the implementatin schedules fr different cmpnents c) Review mnth wise cash flw statement, cmmensurate with the implementatin schedule, deriving frm the BOQ. d) Examine and apprve cnstructin methds prpsed by the cntractrs fr carrying ut the wrk t ensure cmpliance with the technical requirements, specificatins, prject implementatin schedule, envirnmental and safety aspects. e) Identify the implementatin issues and hindrances in executin f wrks and fllw up with the cncerned entity fr timely remedial actin. f) Organise peridical crdinatin meetings with all cncerned authrities/ agencies and t recrd minutes f meeting and decisin taken g) Mnthly review f prgress f wrks with reference t the prgramme and t identify slippages, reasns fr delays, if any, and t recmmend apprpriate crrective / preventive actins. h) Ensure timely issue f drawings / clarificatins / instructins t the cntractrs, after required mdificatins, if any, due t site cnditins. j) Fresee hindrances in executin f the wrks and t guide the Cntractrs and advise the client, t minimise time and cst ver runs. k) Submit mnthly prgress reprt in the prescribed frmat indicating physical and financial prgress with actual site phtgraphs. The frmat f the mnthly prgress reprt shall be finalised by the PMC in cnsultatin with the client l) Submit mnthly Envirnmental audit reprt n the prescribed frmat which shall be finalised by the PMC in cnsultatin with the client m) Submit mnthly safety audit reprt n the prescribed frmat which shall be finalised by the PMC in cnsultatin with the client and shall als include cnstructin safety aspects and its cmpliance by the cntractrs CONTRACT MANAGEMENT a) make day t day crrespndence with the cntractrs n behalf f the client b) manage the cntracts efficiently t minimise disputes and variatins, extra/substituted items with an verall bjective f cmpleting the wrks within the budgeted cst and time c) maintain all the required recrds, such as site rder bk, hindrances register in the frmats f which shall be finalised by the PMC in cnsultatin with the client d) scrutinise requests fr extensin f time, if any, by prper reference t all dcuments, crrespndence and site recrds and t submit recmmendatins fr grant f extensin f time e) analyse and recmmend rates f extra/substituted items, issue variatin rders n behalf f the client, after taking apprval f client f) cllect and deliver t the client all guarantees/warrantees stipulated in the cntracts g) check cmpliance f all laws, bye laws, regulatins and rules by the cntractrs h) receive and examine cntractual claims 3

7 i) assist the client in reslving the cntractual disputes. j) assist the client in cnciliatin and arbitratin prceedings SUPERVISION AND QUALITY CONTROL a) be respnsible fr day t day supervisin f wrks at site t ensure quality executin accrding t the drawings, specificatins and applicable Indian Standards b) scrutinise and apprve the quality assurance plans f the cntractrs c) apprve testing arrangements fr field and labratry testing f materials and ensure that all mandatry testing is dne as per requirements d) supervise all tests in field and labratry; check and certify results f all tests. e) ensure calibratin f all gauges, measuring instrument & field testing equipment, as per applicable guidelines. f) ensure remval f all defective / sub-standard materials frm the site and rectificatin r reding f defective wrk by the cntractrs g) carry ut peridical safety audits and issue necessary instructins t the cntractrs, fr rectificatin f vilatins h) mnitr implementatin f scial and envirnmental management plan BILLING AND MEASUREMENTS a) be respnsible fr recrding f jint measurements f wrks executed by the Cntractrs. The PMC shall be respnsible fr checking and certificatin f running bills. 100% Measurements shall be recrded and checked by the Field Egineers, 50% Measurements shall be checked by the respnsible Senir Engineers and 10% Measurements shall be test checked by the Prject manager. b) recrd the details f all disputed items in the bills certified fr payment c) issue cmpletin certificates in the prescribed frmat CONSTRUCTION SAFETY During the entire assignment, PMC shuld give particular emphasis n cnstructin safety risks f these cnstructin wrks in Urban Area t ensure safety t traffic, pedestrian and their prject staff including their wn wrkers. While reviewing the cnstructin methdlgy, quality assurance plan and during supervisin f wrks, PMC shall ensure that cntractrs prepare suitable traffic and pedestrian management plans, including safe wrking znes, which shuld be duly apprved befre cmmencing the cnstructin wrk and fllwed during cnstructin wrks. PMC shall als ensure that cnstructin wrkers wear Persnal Prtecting Equipments (PPEs) and cntractrs prvide high imprtance t cnstructin safety aspects.pmc shall als rganize a sensitizing training wrkshp fr cntractrs befre cmmencement f wrk t highlight these aspects. 4

8 3.3 POST COMPLETION ACTIVITIES a) check and certify the As built drawings submitted by the cntractrs b) check and certify the final bill after recnciliatin f quantities f wrk dne c) assist in handing ver cmpleted wrks t the client d) prepare the Maintenance manual f the wrks e) prepare and submit a detailed nte n cntractual disputes and claims giving reference t the relevant recrds, fr each cntract f) If required within six mnths after the expiry f cntract, the PMC s assist NRDA in reslving any issues relating t any f the abve activities by deputing cmpetent persnnel fr clarificatin. NRDA shall reimburse the return ecnmy class airfare and Rupees Fifteen Thusand (10,000/-) per diem fr the purpse. 4. DELIVERABLES AND TIME FRAMES The cnsultant shall cmmence wrk within a week f signing the cntract. The Table 1 lists the deliverables and their respective timeframes. Detailed wrk plan has been given in Table 2. Alng with the deliverables listed in the table belw, the cnsultant shall als submit a mnthly prgress reprt. Table 1: Deliverables and Time Frame Sl N.
