1 COMMITTEE OF THE WHOLE - MAY 5, 2008 TERMS OF REFERENCE CITY-WIDE TRANSPORTATION MASTER PLAN Recmmendatins The Cmmissiner f Engineering and Public Wrks in cnsultatin with the Cmmissiner f Planning recmmends: 1. That the Terms f Reference fr the preparatin f the City-wide Transprtatin Master Plan included as Attachment N. 1 t this reprt be apprved by Cuncil; and 2. That the Develpment / Transprtatin Engineering Department initiate the prcess f retaining a qualified transprtatin engineering cnsulting firm t cmplete the City-wide Transprtatin Master Plan. Ecnmic Impact The cmpletin f a City-wide Transprtatin Master Plan Study (TMP) will be a multi-year assignment which is estimated t cst in the rder f abut $500,000. The apprved 2007 Capital Prject N. PL fr the New Vaughan Official Plan study allcates $130,000 twards the cmpletin f a TMP. In additin, the apprved 2008 Capital Prject N. DT prvides additinal funding in the amunt f $361,000 fr the cmpletin f master plan wrk including the TMP and a Water and Wastewater Master Plan the latter study will be initiated later in 2008 r early The balance f the necessary funding fr all master plan wrk will be budgeted in 2009 and 2010, if required. The funding fr the TMP Study will cme frm Develpment Charges. Cmmunicatins Plan The Terms f Reference fr the TMP envisins a cmprehensive cnsultatin prgram that includes cmmunity infrmatin and wrkshp meetings at key stages thrughut the Study. In additin, stakehlder cnsultatin grup(s) and a technical advisry cmmittee will be established t receive input frm the varius stakehlders during the Study. The Terms f Reference requires the cnsultant t detail the specifics f the cmmunicatins and stakehlder cnsultatin prcess in their prpsed wrk plan. Develpment/Transprtatin Engineering staff will ensure that all public cmmunicatin and cnsultatin is clsely crdinated with the verall Cnslidated Grwth Management Strategy and Official Plan Review Prcess. Backgrund - Analysis and Optins Purpse f the Study On May 7, 2007, Vaughan Cuncil apprved the Terms f Reference fr the New Vaughan (citywide) Official Plan, which is a cmpnent f the Vaughan Cnslidated Grwth Management Strategy When finalized, the New Official Plan will be a cntemprary, state-f-the art Official Plan that will represent an update t the City s cmmunity planning plicies in a manner cnsistent with the principles f sustainability. Wrk n the New Official Plan began in Octber

Accrdingly, the City is nw required t slicit prpsals frm qualified engineering firms t undertake the preparatin f the City s TMP Study in supprt f the City s verall New Official Plan preparatin exercise. The selected transprtatin cnsultant will wrk as part f the cre multi-discipline cnsulting team currently retained by the City t undertake the preparatin f the New Official Plan. Study Area and Timing The New Vaughan Official Plan prcess is currently scheduled fr cmpletin by the fall f The TMP study area will encmpass the entire City f Vaughan and will be premised upn a time hrizn f The duratin f the TMP Study will cincide with the New Vaughan Official Plan prcess. Cmpnents f the Study The City s TMP Study will evaluate in detail the lcal rad netwrk and identify the infrastructure needed t efficiently accmmdate the ppulatin and emplyment grwth that will result frm the implementatin f the Grwth Management Strategy. The TMP Study will be undertaken as a cmpnent f the New Vaughan Official Plan review and the related Fcused Areas Studies. Fur Fcused Area Studies will be undertaken as part f the New Official Plan prcess. The apprved Terms f Reference fr the New Vaughan Official Plan identifies the need fr detailed review f certain areas. The develpment pressure in these fur areas f Vaughan make it necessary fr the City t prceed with land use studies in advance f the cmpletin f the New Vaughan Official Plan prcess. The Fur Fcused Area Studies include the fllwing: 1. Kleinburg-Nashville Cmmunity Plan Review. 2. Wdbridge Cre Area Update. 3. Vaughan Crprate Centre Update; and 4. Jane/Rutherfrd Area Study (Including Vaughan Centre) The cnsultant fr the City s TMP will wrk with each f the cnsulting teams fr the Fcused Area Review Studies n transprtatin-related matters bth within and surrunding the study areas. The draft Terms f Reference fr the TMP Study are utlined n Attachment N. 1 t this reprt and generally summarized belw. The TMP Study will: 1. Develp a lng-term transprtatin visin and verall rad netwrk philsphy t supprt the City s future allcatin f ppulatin and emplyment grwth t the year 2031 and prvide a framewrk by which decisins regarding the City s transprtatin system can be intelligently made. 2. Prvide an verall directin fr the City t expand the transprtatin netwrk in an efficient and effective manner. The transprtatin plicy framewrk shall take int cnsideratin as a minimum the fllwing: Imprving transit cverage, accessibility, and interface with ther transprtatin mdes and selected land uses; Creating safer, quieter, mre peple friendly streets in new residential neighburhds; Imprving rad safety thrugh design and layut; Prmting a sustainable transprtatin netwrk that encurages walking, cycling and transit supprtive cmmunities;

3 Prmting a rad netwrk that imprves air quality and reduces Green Huse Gas emissins; 3. Develping a transprtatin plicy framewrk fr the new Official Plan. The plicy framewrk fr the transprtatin netwrk shall be develped in cnsultatin with all interested parties; 4. Reviewing and making recmmendatins regarding the City s current rad standards, design criteria and plicies t ensure they meet the needs f all mdes f transprtatin while prmting the develpment f safe, efficient, livable and traffic calmed street netwrks; 5. Investigating the need and justificatin fr additinal Highway 400 series verpasses, rail verpasses and mid-blck cllectrs; 6. Investigating current and future deficiencies in radway cnnectivity and establishing a strategy fr the ptential cmpletin f the Langstaff, Testn and Kirby Rad links; and 7. Prviding input t the preparatin f all Secndary Plans fr the greenfield areas, and prviding all required transprtatin engineering input t the Fcused Area Studies, in cnsultatin with ther members f the New Official Plan Cre Team. Public Cnsultatin Requirements The public cnsultatin prcess will invlve all f thse individuals and interest grups having a stake in the City s TMP including, lcal residents, ratepayer grups, the business cmmunity, the develpment cmmunity, public agencies and ther special interest grups. The prcess will include meetings, pen huses, wrkshps and presentatins, all f which will require participatin frm the individual cmmunities t succeed. It is anticipated that a Technical Advisry Cmmittee will be established as well as ne r mre Stakehlder Cnsultatin Grups (SCG s) t represent interests in the area and prvide nging input thrughut the prcess. Details f the prpsed cnsultatin prcess will be prvided in the submissins f candidate cnsulting engineering firms. Transprtatin Cnsulting Engineering Requirements The Study requires the services f a multi-disciplinary team with expertise in transprtatin planning / engineering, the envirnment, sustainable develpment and public cnsultatin. The cnsulting team will be required t cllabrate with, and be infrmed by, the cnsultants wrking n the Envirnmental Master Plan, the New Vaughan Official Plan and each f the fur fcused area studies. The successful TMP Study cnsultant team will frm an integral part f the cre cnsulting team fr the New Vaughan Official Plan. Prducts f the Study The study prcess, cnclusins and recmmendatins will ultimately be dcumented in varius reprts which will be available fr reference by staff, agencies, stakehlders and the public. The recmmendatins f the TMP will be integrated int the plicies, gals and bjectives f the New Official Plan and the City s develpment standards and design criteria.

4 Prject Administratin The prject will be managed by the Develpment/Transprtatin Engineering Department in clse cperatin with the Plicy Planning Department. Input, participatin and crdinatin will als be required frm the cre cnsulting team fr the New Vaughan Official Plan, the Envirnmental Master Plan, Develpment Planning, and ther City departments and external agencies as required. Prcurement Prcess In accrdance with the City s prcurement plicy, study prpsals will be publically slicited and accepted frm qualified transprtatin engineering firms fr the cmpletin f the TMP study. Staff will reprt t Cuncil n the results f the prpsal call tgether with a recmmendatin t retain the successful engineering firm fr the TMP assignment. Relatinship t Vaughan Visin 2020 In cnsideratin f the strategic pririties related t Vaughan Visins 2020, the recmmendatins f this reprt will assist in: The pursuit f excellence in service delivery; Ensuring and enhancing cmmunity safety, health and wellness; Leading and prmting envirnmental sustainability; Planning and managing grwth and ecnmic vitality; Ensuring financial stability; and The demnstratin f leadership and prmtin f effective gvernance. This reprt is therefre cnsistent with the pririties previusly set by Cuncil. Reginal Implicatins The TMP will have regard fr the existing and planned Reginal and Prvincial transprtatin netwrks in the City. The TMP will establish the City s transprtatin related infrastructure needs and guidelines in supprt f future develpment. The Plan will als accmmdate the Regin s frecast grwth estimates fr Vaughan and will be clsely crdinated with ther n-ging Reginal transprtatin studies and initiatives including their Transprtatin Master Plan update and the Western Vaughan Transprtatin Individual Envirnmental Assessment. In additin, it is expected that Reginal Staff will be invlved thrughut the duratin f the City s TMP Study by participating in all established Stakehlder Cnsultatin Grups and n the Technical Advisry Cmmittee. Cnclusin The prpsed Terms f Reference prvide the basis fr carrying ut the City s Transprtatin Master Plan Study. The Terms f Reference have been prepared in cnsultatin with ther key City departments, in particular the Plicy Planning Department. Similar t the apprach taken fr the New Official Plan, this wrk will be frward-lking, state-f-the-art and reflective f the principles f sustainability. Shuld Cuncil cncur with the Terms f Reference fr the prpsed City-wide Transprtatin Master Plan, the recmmendatins assciated with this reprt shuld be apprved t enable Staff t prceed with the cnsultant selectin prcess.
