1 Title: Equal Representatin Cnsultant Invitatin t Tender Deadline fr receipt f tender prpsals: 12 nn, 30 th April 2017 Backgrund: Engender is Sctland s feminist membership rganisatin. We have a visin fr Sctland in which wmen and men have equal pprtunities in life, equal access t resurces and pwer, and are equally safe and secure frm harm. One f ur areas f wrk is n wmen s plitical representatin. As ne stream f ur wrk n plitical representatin, Engender has created a prject partnership with Equality Netwrk, Stnewall Sctland, CEMVO, BEMIS, Wmen 50:50 and Inclusin Sctland, t take frward wrk t ensure that Sctland s elected representatives truly reflect the diversity f the Scttish ppulatin imprving demcracy, increasing engagement in public life and enriching plitical discurse. We have secured funding fr a specific prject t engage with plitical parties t develp an nline tl and app. This tl will enable natinal parties, reginal structures and branches in Sctland t undertake self-assess acrss a range f themes and determine the extent t which they are enabling diversity within their rganisatin at all levels, frm activists t elected representatives. The tl will then prduce a tailred actin plan fr steps that they can take t advance equality and diversity acrss their activities. The prject will be develped in cllabratin with plitical parties t ensure that it is infrmed by the ways in which plitical parties rganise and perate. The tl itself will be pilted with a small number f lcal branches frm a range f plitical parties, t ensure that it is effective, accessible and relevant t all f their different cntexts. The verall aim f the prject is t increase the diversity f participants at all levels in plitical parties and cmmunities. 2 Althugh tls have been prduced in Sctland t increase wmen s participatin in public life, and there are a variety f prgrammes and initiatives that invlve prtected grups in mentring and capacity building, this is an innvative apprach t underrepresentatin. The Think Business, Think Equality tl, created by Clse the Gap t tackle barriers t wmen s equal labur market participatin, prvides a template fr the apprach f the equal representatin tl. It is strngly advised that yu refer t this prir t submitting yur prpsal. Sectin 1: Specificatin Intrductin Engender is seeking a suitably experienced cnsultant t engage with equalities rganisatins and plitical parties t prduce the written cntent fr the nline tl and app, and t wrk with plitical parties t pilt the tl. We have separately appinted a develper fr the tl, and design and IT develpment is utside the scpe f this cntract. Requirements Our requirements fr the cntent f the nline tl and app are that: (a)it will infrm plitical parties abut the benefits f equality and diversity in plitical representatin. (b)it will enable parties and branches t carry ut an audit f all f their activities, divided int relevant and accessible mdules, and prduce individualised actin plans fr imprving equality, diversity, and inclusin amng their members, activists, branch fficers (and equivalent) and candidates. (c) It is pilted by a range f plitical parties, and activists frm different levels f party structures In rder t prvide the best cntent the cnsultant will be required t: (a)engage with equality partners t identify infrmatin n the barriers t participatin fr each prtected grup and the steps which wuld remve them. (b)wrk with equality partners t develp an apprach t remving barriers where n such apprach currently exists, s that plitical parties have a clear set f actins t fllw t imprve equality, diversity, and inclusin. (c) Create cntent which is accessible and clear t activists and party fficers wh are nt expert in equality, diversity, r inclusin, r may have limited knwledge abut ne r mre prtected characteristics.

We anticipate that the majrity f the wrk will be carried ut in May, June and July. Interim milestnes and deliverables will be agreed at a kick-ff meeting and will be cntingent n the detailed prject design. Management The prject has a steering grup made up f representatives f rganisatins invlved in the funded prject. In delivering this prject, the cnsultant will reprt t Catrina Kirkpatrick, Develpment Manager, Engender. Regular review meetings and updates will be agreed between Engender and the cnsultant, including attendance at steering grup meetings when required. Cntract value The maximum estimated value fr this cntract is 18,000 inclusive f VAT and all expenses. Bids in excess f this will be excluded fr being unaffrdable. Payment structure and billing requirements Payments will be made in 3 instalments subject t agreed prject utputs being achieved. Invices shuld be submitted and will be paid within 7 days f receipt. Evaluatin criteria Yu are required t respnd t ALL f the criteria belw. T assist ur evaluatin f yur tender submissin, please ensure yu clearly demnstrate hw yu meet each f the criteria with specific examples. Yur respnses shuld be supprted by evidence, including previus successful implementatin f prjects f a similar nature.

4 Criteria 1 Demnstrate yur experience f delivering prjects, in particular in relatin t develping tls fr transfrmative change. We are particularly interested in yur experience in relatin t: Addressing issues f particular cncern t specific prtected grups Identifying practical slutins t cmplex and partly understd prblems Engaging with plitical parties Engaging with equality rganisatins 2 Detail the skills and knwledge that yu have t deliver this prject including any relevant examples. We wuld particularly like t knw abut the fllwing skills and knwledge: Analysing and summarising cmplex qualitative infrmatin Creating tls r guidance materials Understanding f equality and the needs f grups f peple with prtected characteristics Ability t wrk with a range f stakehlders with different perspectives and pririties Ability t wrk t tight timescales Cmmunicatin skills, including writing succinctly fr nline Set ut yur methdlgy fr delivering the specified 3 cntent, and including yur reasns fr prpsing this apprach, and the ways in which yu will manage any risks. 4 Prvide a detailed prject delivery plan. The 3 bidders with the highest scres will be interviewed and asked t make a presentatin t a selectin panel n 11 th May Schedule f Charges Bidders shall cmplete the schedule f charges belw estimating the number f days and travel and subsistence csts assciated with their bid. Set targets, and/r qutas where applicable, where there is underrepresentatin, taking accunt f intersectinality and individuals multiple identities, and implement actins t meet any targets set. 4. Audit and address barriers t participatin in all party activities, including but nt limited t, standing in electins. 5. Cmmit t supprt and wrk with rganisatins and campaigns wrking t increase the participatin f under-represented grups. This will include: - Lbbying and supprting parties t cmmit t the visin and asks f the grup; - Wrking individually n prjects which encurage and supprt diverse candidates, mnitr parties effrts fr equal representatin, encurage cmmunity actin fr equal representatin; - Cntinuing t mnitr prgress f representatin with elected bdies and plitical parties and set ambitius aims fr imprved participatin; - Revisiting the visin and aims f the grup as needed and ensuring that ur wrk cntinues t target the right levers; - Engaging with and cnstructively challenging the Scttish Gvernment s wrk n this issue; - Sharing infrmatin abut prjects, pprtunities, and intelligence, and wrking tgether where apprpriate n related equal representatin wrk; - Supprting the wrk arund equal representatin f ther rganisatins in the grup, particularly with regards t the 2017 cuncil electins. Hw can an additinal funded prject supprt this wrk? In additin t the abve, funding will be used t develp a shrt-term prject which will cmplement the cntinuus actin f the grup. The prject will: - Cllate and cmmunicate the expertise f the grup arund barriers and hw t vercme them; - Enable parties, lcal branches and cmmunity grups t fulfil the asks f the equal representatin grup (particularly asks 2, 3 and 4 relating t cllecting and analysing data, setting targets and addressing barriers t participatin); - Prvide baseline data fr the grup and parties; - Engage with parties, encurage them t prmte the tl t lcal branches and use it natinally, nminating a named persn t be a key cntact.

8 What are ur principles fr funded prjects? - Prjects must be led by need, nt simply by the ffer f funding; - Any funded prject must cmplement the visin and asks, and shuld nt replicate wrk already being undertaken by the grup; - Prjects must be evidence based with clear pprtunities t evaluate prgress.
