Apprval f March 14th Meeting Ntes The March meeting ntes were apprved with n changes. Review f April Agenda There were n changes t the agenda. Apprval f New Officers Alexandra (Lexi) Brewer was apprved as Chair f the Cmmissin Peter Hickman was apprved as Vice Chair f the Cmmissin Review DRAFT Envirnmental Actin Plan (EAP) Prgress Reprt Kristi Lynett, Office f Envirnmental Plicy and Sustainability (OEPS) Manager A pwerpint presentatin f the DRAFT EAP Prgress reprt was given by OEPS Manager, Kristi Lynett. Highlights frm the presentatin include the fllwing: Ms. Lynett explained that OEPS staff and the STC shuld use this as tl t fllw up with departments and t create wrk plans fr cmpleting the bjectives utlined in the EAP. Staff cautined that since this is the first year, it is hard t graphically represent the prgress f the bjectives and that the Prgress Reprt may change visually between this year and next.

2 The cmmissin asked staff t clarify the graphs assciated with depicting the prgress r lack f prgress in each prgram area f the EAP. Staff were given several ptins fr the graphs and will wrk with the STC t finalize these graphics. Cmmissiner Cley suggested EAP Tuesday# - shwing screen shts f the prgress being made n EAP bjectives. Green Huse Gas Inventry Sftware Review Jeanne Walter, Office f Envirnmental Plicy and Sustainability (OEPS) staff Ms. Walters has been wrking with the ClearPath, ICLEI sftware t input the 2016 use f Green Huse Gasses assciated with the City f Tacma peratins. This is said t be the leading sftware t track climate change n the market. She walked the STC members thrugh the sftware shwing them the data pint that wuld be gathered by the sftware. Jeanne stated that making sure we are cmparing apples t apples with previus data is a challenging s that we have clear data pints and methdlgy that can help cmpare t previus data as well as replicate fr future data pulls. She explained that data has been cllected every 4 years and ges back t Challenges are with gathering nn-city data such as Pierce Transit fuel and emissins, pass thrugh traffic factrs such the I-5 crridr impacts, and that there is n ability t calculate the impacts f gds and services cming int Tacma. Hwever, nce the data we have has been cllected the utcmes and reprts will be used as a tl t educate the City Cuncil n actins they can take. Subcmmittees Reprts this fllwed the EAP prgress reprt frmat. Cmmittees reprted ut and lked at the Prgress Reprt t fcus n future cmmittee discussins. Buildings and Energy: Cmmissiners Baur and Cley testified at the TPU rate restructuring The cmmittee recmmended that Jim invite Planning and Develpment Services and Slid Waste t cme and speak t the cmmissin at the May meeting t talk abut green building and demlitin and decntructin. In April there will be a Suth Sund Cllabrative meeting that a cmmissiner culd t g t as they are als interested in mving the City frward n green building. There are als additinal TPU Pwer and Water IRP meetings that STC members are planning t g in ther capacities but will represent STC as well.

3 The Cmmittee wuld like t figure ut hw t accmplish gal B9 f the EAP. Can the respnsibility be added t the Resurce Cnservatin Manager (RCM) psitin that is being prpsed by TPU? They wuld like TPU t explain what the RCM wuld actually d. Kristi said she wuld send a link t the Seattle prgram and that ptins are t develp that int the 2018 wrk plan r t cntract it ut. Gal B8 Funding Slar Pwer. The cmmittee was wndering what is the future f slar pwer funding. Staff mentined that there is pssible state legislatin, r the pssibility f private slar energy grup that may take n the future f slar pwer in the state. Cuncilman Marty Campbell is prpsing a reslutin t lk at slar pwer equity. TPU can give and update n Slar pwer funding at the next meeting. Transprtatin: The cmmittee (Jsh) reprted that the letter t the Public Wrks department regarding the Green Rads Reslutin was sent ut. The questin is - what happens with the letter? The cmmittee and staff were encuraged t check the IPS meeting ntes t see if the letter was received and/r the tpic was addressed and if pssible attend the meeting when the letter is addressed. Staff nted that n the EAP the gal f registering 2000 Electric Vehicles by 2020 will nt be able t be updated fr the current prgress reprt. The Cmmissin recmmended getting the Active Transprtatin Cmmunity f Interest (COI) annual reprt because it wuld has sme helpful infrmatin. Materials Management: Phil nted that n ne called int the cnference call. It was nted that if yu cannt make the call cancel the invitatin t let thers knw yu wn t be n the call. Request PDS and Slid Waste presentatin n green building and decnstructin and demlitin debris prgram at the May STC meeting. UW Tacma is hsting an Earth week event n Tuesday, April 18 at 12nn and wuld like t have a BYOB table there. Staff remarked that OEPS will be hsting the Plastic Ocean mvie at UWTacma n Wednesday, April 19 th. Staff will have a list f public presentatins that will be used t supprt the BYOB utreach implementatin at the May 9 th STC meeting. Staff will be asking STC members t help with the utreach effrts. Businesses will be receiving a fllw pstcard sn t remind them f the upcming BYOB rdinance requirements.

4 EAP Items the cmmissin asked staff t clarify the N Prgress status due t the SMMP. Jim mentined that Slid Waste wuld like t have quarterly meetings t discuss the prgress f EAP gals. Natural Systems: Over the next mnth Cmmissiner Hickman wuld like t determine wh the pint f cntact is fr each f the areas with which he is respnsible fr s that he can crdinate quarterly updates. He mentined again that a draft f the matrix fr the mnthly cmmittee updates has been placed in the STC flder in the Ggle Drive and that the Cmmissin shuld highlight abut 10 a mnth. Jim cautined that the Cmmissin shuld review the pririty letter that the Cmmissin drafted t determine what thse tp items shuld be. He explained that Kristi shuld be the pint f cntact fr the Cmmissiner inquiries. Subcmmittee shuld review their areas f the EAP and bring up their tp pririties. The STC shuld vet the list and wrk with staff t fllw prtcls fr getting respnses frm City staff. OEPS can fllw that crrect chain f cmmand. Air and Lcal Fd: EAP Gal A5 update. Dean Jacksn f the Hilltp Urban Garden and Harvest Pierce Cunty is purchasing land with TPU t have a garden that will share fd. The cmmittee will cntinue t mnitr the prgress f this prject. Climate Resiliency: Since the SeaGrant research is still in prgress, there is n update fr this reprt. There has nly been a little bit f utreach and there is a general awareness f the research but there are n clear recmmendatins yet. Outreach effrts include: - Damage t ur Climate presentatin being develped. - Prt f Tacma Cmmissin wants a Sea Level Rise reprt at their May 11 meeting. - April 14, Cuncilman Ryan Mell will meet with envirnmental grups and the Prt Planning cmmissin t determine Disallwed uses fr the Prt. Educatin and Outreach: Nthing t reprt. Staff Updates IPS interviews fr STC members are scheduled fr April 12 at 4:30 pm. The cmmissin wuld like t have IPS cnsider increasing the size f the

5 STC frm and t have a ranked wait list fr applicants that did nt make the final apprval list. Staff wuld like t have them recnsider the Yuth psitins t be 2 year cmmitments and aged Staff will be presenting the EAP and GHG reprts at April 26 th Cuncil meeting at 4:30pm. Reminder that the Bike Swap will be April 29 th. Public Cmment There was n public cmment.
