Backgrund Infrmatin The swearing in f the new President, His Excellency Mhamed Abdullahi Mhamed (Farmaj) at the start f 2017, brings pprtunities in facilitating and expediting the Federal State f Smalia twards peace, stability and ecnmic recvery. Smalia has launched its first Natinal Develpment Plan in almst three decades, the frmatin f Federal Member States has been cmplete and newly frmed administratins are making prgress twards the establishment f legitimate gvernance systems. Despite Smalia making tangible prgress twards recvery and stability since 2012, many destabilizing factrs remain. In reality, re-building Smalia frm a pint f state failure, civic cnflict and the cntrl f vilent extremist grups will be a lng prcess, almst certainly spanning generatins. Weak gvernment has als cntributed t Smalia s inability t deal with severe humanitarian shcks experienced in the cuntry ver the past tw decades - including the current severe drughts affecting much f the cuntry. As such, Smalia cntinues t lurch frm ne migratin crisis t anther, with layers f displacement building upn ne anther, creating cmplex and patterns f displacement and ther frms f stressinduced mbility. The Ministry f Interir and Federal Affairs (MIFA) has a key rle furthering stability gains in the cuntry and will cntinue t lead n cnslidating peace dividends, security and the establishment f a federal system, including under the Wadajir Framewrk fr Peace and Recnciliatin, as well as cntributing t the crdinated respnse t drught and t displacement The Office f the Deputy Special Representative t the Secretary General, Humanitarian and Resident Crdinatin (UN DSRSG/RC/HC) s mandated t supprt the FGS in the design and implementatin f a number f strategic initiatives, ntably the Durable Slutins Initiative (DSI) fr displaced affected cmmunities, and the Cmmunity Recvery and Extensin f State Authrity/Accuntability (CRESTA/A) apprach. The Office includes the Resident Crdinatr Office, the Risk Management Unit, the CRESTA/A Unit and the New Deal Unit. III. Activities / Key Results Expected Cntextual infrmatin: The verall bjective f the Gvernment Liaisn Officer is t supprt cnstructive wrking relatinships between the Ministry f Interir and Federal Affairs Smalia (MIFA), relevant Federal Member States (FMS) cunterparts and the United Natins (UN) fr the successful implementatin f mutually agreed pririties, with a particular fcus n the Durable Slutins Initiative (DSI), the rll ut f the Cmmunity Recvery and Extensin f State Authrity/Accuntability (CRESTA/A), and related Peacebuilding Fund 1

Under the verall guidance f the Permanent Secretary, Ministry Of Interir and Federal Affairs, and the DSRSG/RC/HC, the Gvernment Liaisn Officer will be respnsible fr the fllwing duties and respnsibilities: 1. Ensure pen and timely infrmatin sharing n all matters pertaining t cllabratin n DSI and CRESTA/A 2. Prvide technical assistance t MIFA and relevant FMS cunterparts fr effective implementatin f the cllabratin, including the prmtin f cperatin acrss sectrs, actrs and prgrammes, 3. Supprt preparatins and rganizatin f meetings and ther related events in cnjunctin with the DSI and CRESTA/A; 4. Slicit, gather and cnslidate FGS and FMS inputs int crprate reprting; 5. Trublesht, as required; 6. Undertake any ther tasks, within the remit f DSI and CRESTA/A, as requested, t ensure an effective cllabratin between the MiFA, relevant FMS cunterparts and the UN, and a successful implementatin f the DSI and CRESTA/A. 7. Cnducting n-the-jb, wrkshp trainings and Training f Trainers (TT) where necessary fr the fr the MIFA staff and by extensin pertinent stakehlders. 8. Facilitate and enhance a crdinated, expedited and effective respnse t the drught / Prefamine in Smalia particularly by ensuring regular interactin between, inter alia, the gvernment led drught cmmittee, the UN Drught Operatins Centre (DOC) and related institutins at the Federal Member State levels. Reprting: The Gvernment Liaisn Officer will have a dual reprting line: t the PS f MIFA and t the DSRSG/RC/HC thrugh the Durable Slutins Crdinatr. IV. Target Outputs (Measurable Results) Durable Slutins Initiative(DSI): facilitate the develpment and alignments f prgramme interventins and resurce allcatin with the principles and integrated appraches articulated in the Smali Natinal Develpment Plan (NDP);facilitate the establishment and institutinalizatin f crdinatin mechanisms fr durable slutins at Federal, State and Lcal level, as envisined under the NDP and ensure meaningful representatin and participatin in such mechanisms by all sectrs and actrs; supprt the develpment f a new Durable Slutins Jint Prgramme; facilitate the develpment and implementatin f area based actin plans; CRESTA/A prgrams designed and implemented acrss all FMS, with Peacebuilding and ther dnr supprt; Trainings cnducted fr gvernment fficials n relevant tpics fr successful DOC and CRESTA/A prgrams and initiatives; V: MIDA requirements Besides the specific utputs mentined in sectin IV, MIDA requires the fllwing steps/actins t be undertaken thrughut the assignment. These are standard requirements fr all assignments undertaken thrugh this prject: 1. Transfer f skills: One f the main respnsibilities f the qualified Smali expatriate, and ne which he/she will be measured against, will be t ensure cntinuus and systematic transfer f knwledge 2

3 and skills as related t the assignment. It will have t be agreed with the beneficiary institutin which civil servants will have t benefit frm this knwledge. 2. Wrk plan: A wrk plan will have t be develped with the Supervisr during the first week f assignment which will prvide clear and time bund activities t successfully implement the utputs f the assignment. This wrk plan can be revised during the mid-term review t reflect new develpments r changes in strategy. 3. Mid Term Review: there will be a mid-term review f the assignment between the incumbent and the beneficiary institutin t discuss prgress f the assignment and feedback n perfrmance. 4. Interim and Final Reprts: A prgress reprt will be submitted by the incumbent t the Supervisr and t the reprting fficer. Thereafter a final reprt will be prvided at the end f assignment. VII: Security and insurance mdalities Health insurance, including evacuatin due t medical emergency, will be prvided by the prject. Hwever, experts will be requested t prvide a recent medical certificate stating that they are physically well and apt t wrk in a hardship area in Africa. Please nte that IOM, accrding t the cntract, will nt be respnsible fr the security f the qualified Smali expatriates. The hst beneficiary institutin will be respnsible fr the security f the individual. Befre leaving the cuntry f residence and upn arrival in Nairbi r in Smalia, the qualified Smali expatriate will receive a pre-departure briefing including security advice and cultural backgrund. 4
