2 Cntext POSITION DESCRIPTION Research Manager - Key Funds and Philanthrpic Research Grants (1.0fte) Lincln University is New Zealand s specialist, land-based University with a prud traditin as New Zealand s third ldest tertiary institutin, funded in 1878 as a Schl f Agriculture. Tday it is a researchled institutin with an emphasis n land-based disciplines and their assciated industries - agriculture, hrticulture, viticulture, bi-technlgy, envirnmental science, envirnmental management, turism, landscape architecture, sprt & recreatin and cmmerce. Lincln University has three (3) Academic Faculties, tw (2) Research Centers, tw (2) Divisins and sixteen (16) Crprate Service Units, and draws its students frm thrughut New Zealand and frm ver 60 cuntries. The University has a student rll f arund 3,500 and apprximately 700 staff. Research is a critical cmpnent f Lincln University s (LU) verall activities, being a vital dimensin f the University s learning envirnment and central t the relevance and value f the University t the landbased industries t which it is aligned. In 2012 externally funded research cntributed $18 millin per annum t Lincln University s revenue, with the Perfrmance Based Research Fund (PBRF) additinally cntributing just under $9 millin t the annual research incme. Lincln Research & Innvatin (LRI) is respnsible fr the develpment and implementatin f Universitywide strategic initiatives t further grw and prtect this research activity and assciated revenue, and prvides advice and supprt fr researchers acrss the full research funding prcess. Purpse The purpse f this rle is t psitin the University s that it has the best chance f securing mnies frm its traditinal key research funders (e.g. Ministry f Business, Innvatin and Emplyment (MBIE), the Ryal Sciety, Ministry f Primary Industries (MPI), Ministry fr Freign Affairs and Trade (MFAT), Lcal Gvernment, etc.). In additin this rle will als pursue philanthrpic research funding pprtunities f relevance t Lincln University. As these funds are likely, but nt exclusively, t be verseas this psitin will evaluate and recmmend any apprpriate legal structures that need may need develping in rder t meet eligibility requirements, and where apprpriate prject manage their implementatin. This aspect f the rle may well invlve wrking clsely with Lincln Hub partners. In bth instances this psitin will als prvide expert advice n, and prject manage the develpment, writing and submissin f prpsals in respnse t these new pprtunities. Key Outputs Research Operatins Supprt Wrk with Faculties and Research Centres t identify their specific research needs, and tgether with the Directr f LRI, the ther Research Manager, the Principal Research Strategist, the Research Operatins Manager and the Business Develpment Managers, develp a Key Perfrmance Indicatrs Research services, plicies, systems and strategies are develped and implemented that are well-infrmed, fit-fr-purpse, well scialised and accepted within the Lincln academic cmmunity, and attract targeted funds t supprt their implementatin. 2

Prvide expert guidance t Faculties and Research Centres n key funds and philanthrpic grants t help them identify the mst apprpriate applicants, understand eligibility requirements, and t give directin n essential messaging and psitining in rder t best secure required utcmes. Wrk with the Research Manager New Funds & Innvatin, the Research Operatins Manager and the Research Data Manager t develp new systems t drive infrmed research funding grwth strategies and systems. This culd include: Use f existing databases t develp means f linking staff capability and experience t specific funding pprtunities; Data mining f patent and publicatins databases t identify apprpriate partners; Develpment f key wrd alerts t rapidly identify pprtunities; and Prducing effective means f ensuring that the wide range f infrmatin and assistance available frm Lincln Research & Innvatin can effectively be transferred t staff. Oversight f the key funds and philanthrpic grants cntracting prcess, t include but nt limited t: Wrking clsely with the Cntracts & Applicatins Administratr and the Research Accuntant t ensure all budgets are apprpriately prepared and authrised, with verheads and in-kind cntributins apprpriately recrded. Wrking with the Directr, LRI, the Research Operatins Manager, and the researchers t ensure that the University s interests are suitably prtected via fit fr purpse legal agreements. Wrking with the Cntracts & Applicatins Administratr t ensure that prjects are activated in a timely manner, apprpriately recrded and that reprting requirements, deadlines, IP cnditins, publicatin, liability, ethical clearance, etc. are cmplied with and nn-cmpliance Key Perfrmance Indicatrs Lincln University s researchers are well infrmed as t the key funds and philanthrpic grants available t them, hw best t psitin their research and the key messaging they need t present. This leads t an increased bidding success rate and uplift in research incme. Prjects are cntracted in a timely way that safe guards Lincln University s best interests and are activated and maintained with all agreed deliverables being achieved n time. The Assistant Vice-Chancellr, Schlarship and Research and the Directr, LRI, are adequately infrmed such that plicy and strategies can be develped t address and supprt emerging research needs. Prcesses are in place t ensure early engagement f Mari, s Matauranga Mari is incrprated early int researchers thinking and frms an integral part f the bidding prcess. The rganisatin is clear n its Treaty bligatins and cmmitted t their fulfilment acrss all areas f the research prtfli, including in relatin t the Whenua Strategy. 3

Wrk clsely with the Principal Research Strategist and the Research Operatins Manager t ensure that they are well infrmed f emerging research supprt needs s that plicy, systems and strategy recmmendatins can be made t address / supprt. Prmte the value and understanding f Matauranga Mari and helping t facilitate cnnectedness f ur researchers t this knwledge by assisting the University s understanding f the Mari criteria within, acrss and alngside the Gvernment s funding pririties. Business Develpment Activities Tgether with the Directr, LRI, maintain excellent wrking relatinships with key research funding bdies, s that their drivers and needs are well-understd, and ur reputatin as a first-class research prvider, wh is respnsive t stakehlder needs, is maintained. Wrk with clleagues in the Business Develpment team and the ther Research Manager t practively identify new pprtunities and facilitate the cnnectins t meet these needs. Hld regular crss-institutinal, crss-research prvider and crss-stakehlder initiatives t prmte cnnectivity, cllabratin and chesin, in rder t fster strategic relatinships fr subsequent bidding runds. Identify and evaluate philanthrpic funding pprtunities, bth in New Zealand and verseas, and prvide a clear understanding f eligibility requirements and recmmend any apprpriate legal structures that need may need develping in rder t meet these needs. Where apprpriate, prject manage their implementatin, including practively fstering partnerships with parties that already have these types f structures in place. Prject Management Activities Identifies and implements funding calendar activities aligned t Lincln University s key funders, which includes influencing activities. Wrks with the Research Administratr t ensures that all key funds and philanthrpic grants are included in the Research Funding Opprtunities Database and ntificatins sent Key Perfrmance Indicatrs Lincln University is recgnised as a trusted partner and first class research prvider by all majr research funding bdies in New Zealand. Researchers have the necessary cnnectins and cllabratins in place in rder fr them t successfully meet eligibility requirements and make cmpelling bids fr research funds. Researchers are adequately supprted in develping new relatinships t imprve their chance f bidding success. By achieving the KPIs specified abve it is envisined that Lincln University s bidding success rate AND its research incme will be imprved. It is anticipated that this rle will cntribute t securing a minimum f 4 x salary in research $ p.a. within 12 mnths f appintment, rising t 7 x salary in uter years. Business develpment activities and applicatins are prfessinally managed, and pprtunities maximised. Prcesses are develped t ensure staff are prvided with relevant assistance in a timely manner. Actins, deadlines and respnsibilities are 4

Tgether with the Research Operatins Manger, develps and maintains custmised applicatin prcesses and supprt systems fr bid preparatin fr all key funds (e.g. MBIE, Marsden, MPI, MFAT and Natinal Science Challenges) and philanthrpic grants; Prvides prject management and versight f all assciated applicatin prcesses. T include identifying key milestnes and deadlines, financial and legal requirements, cmmunicating needs t researchers, leading regular prject meetings, mnitring prgress, flagging issues t Heads f Department and using MS Prject as a prject management tl; and Wrks clsely with Faculty resurces and researchers, t ensure that nce funding agreements are in place, prjects are managed apprpriately. Administratin In additin t the prject management and cntracting administratin activities detailed abve: Prepare and submit reprts in a timely manner in respnse t Directr, Lincln Research & Innvatin and funding bdies / Official Infrmatin Act requests fr infrmatin n LU Research activity. Health & Safety (H&S) Becmes familiar, and cmplies with all H&S plicies and prcedures. Cmplies with all Lincln University legislative requirements in respect f ccupatinal H&S. Immediately reprts any hazard that has cme t their attentin Treaty f Waitangi Other Supprt the University t meet its bligatins under the Treaty f Waitangi. It is anticipated that this psitin will at times be expected t assist the Research Manager New Funds & Innvatin when high wrk vlume in that area presents. Key Perfrmance Indicatrs agreed and delivered, enabling high quality, well-infrmed bids t be submitted n time with transparent budgeting and all legal, eligibility and cmpliance requirements met, and supprt acknwledged by all relevant parties in the research platfrm. Lincln University builds n its reputatin as a first class research prvider by delivering all utcmes n time, t budget and within agreed quality parameters. Reprts n research at Lincln University are prepared prfessinally and delivered n-time. All Lincln University legislative requirements in respect f H&S are cmplied with. All HSNO requirements are being met. Infectius diseases are ntified immediately. All accidents, incidents and near misses are reprted immediately. Demnstrates, and encurages thers t demnstrate, supprt fr the University s cmmitment t the Treaty f Waitangi. Supprt the University s Whenua Strategy and implementatin plans as they relate t research. Key Perfrmance Indicatrs Staff Supervised The Research Manager - Key Funds and Philanthrpic Research Grants is nt respnsible fr the supervisin f any staff. Key Relatinships The Research Manager - Key Funds and Philanthrpic Research Grants is expected t establish effective wrking relatinships with: Key funding bdies; Clleagues in Lincln Research & Innvatin, particularly the Research Manager New Funds and Innvatin and the Research Operatins Manager; The Research Accuntant and Lincln Cnnect; Deans, Directrs, Heads f Departments and individual researchers within all Faculties Agriculture and Life Sciences, Cmmerce and Envirnment, Sciety and Design, and Research Centres Agribusiness and Ecnmics Research Unit and the Bi-Prtectin Research Centre; Relevant external service prviders fr funds, particularly cnsultants and lawyers; External cmpanies, Crwn Research Institutes, industry partners and research cntractrs. Accuntability The Research manager - Key Funds and Philanthrpic Research Grants reprts t the Directr, Lincln Research & Innvatin, then t Assistant Vice-Chancellr, Schlarship and Research, and thence t the Vice-Chancellr. 6

7 Persn Specificatin Qualificatins Tertiary qualificatin, preferably with a Masters r an MBA, with extensive experience f grant writing fr the key New Zealand research funders relevant t Lincln University s land-based fcus. Experience The psitin requires: Prven ability t initiate, manage and deliver business-riented perfrmance and utcmes, and cnsistently grw revenue. 2-5 yrs experience in a research business management envirnment, with a successful track recrd as the primary securer f research funding, be it frm public r private surces; Prven peple management skills, including develping, mentring/advising and mtivating staff and ensuring a chesive team-based, client-fcused apprach t the delivery f services; Prven experience in cntract negtiatin; Sund financial management skills and demnstrated experience in develping and managing budgets; Highly develped negtiatin, cmmunicatin and interpersnal skills apprpriate t building cnstructive relatinships with all levels at the university and external agencies and industry n cmplex and sensitive issues; Prven ability t wrk strategically and experience in the applicatin f business imprvement principles in respnse t the changing research envirnment; Ability t summarise issues/cncepts and disseminate them apprpriately fr a range f audiences, including senir management and nn-specialists; Experience in thinking innvatively t identify and initiate apprpriate actin n pprtunities cnsistent with an rganisatin s strategy and strengths; Experience in wrking clsely with ther peple at all levels f senirity bth within and utside an rganisatin; Experience in netwrking effectively n behalf f an rganisatin preferably in an educatin sectr; Demnstrated successful management f prjects within a University/research r business envirnment; Demnstrated skills in interpreting and applying plicies, prcedures and legislative principles in respnse t the changing envirnment and devising and implementing strategies t achieve crprate and lcal bjectives; Technical Skills Excellent wrking knwledge f the NZ funding envirnment and the drivers f the main funding agencies; A strng and effective relatinship builder t wrk with Faculties t identify their research grwth needs, and prvide an hlistic apprach t meeting them An understanding f Mari-relevant research needs Ability t think creatively and critically, t slve prblems and manage risk Ability t understand research ideas and technlgies Aptitude t critically assess Request fr Prpsals (RfPs) and assciated dcuments fr key areas f fcus; 7

9 CONDITIONS OF APPOINTMENT IEA STAFF Term f Appintment This is a cntinuing appintment. Hurs f Wrk This is a full time appintment f 37.5 hurs per week. Remuneratin Salary n cmmencement will be cmmensurate with qualificatins and experience. Emplyment Agreement The appintee will have an Individual Emplyment Agreement. The cnditins utlined in this dcument are indicatrs f sme f the key items f that agreement. Annual Leave Annual leave entitlement is five weeks per annum. The appintee is als entitled t statutry hlidays in accrdance with the Hlidays Act. In additin, the appintee is entitled t the last wrking day befre Christmas Day, the three wrking days between Christmas and New Year, and Easter Tuesday, as University hlidays, prvided they fall n days that the appintee wuld nrmally be required t wrk. Health and Safety The appintee will wrk and act at all times in cmpliance with all Lincln University requirements in respect f ccupatinal health and safety.
