Objectives The bjective f this request is t slicit prpsals frm qualified prpnents (the Vendr ) t undertake further wrk related t a study cmmissined by the Nva Sctia Department f Energy (the Department ) in 2011 entitled Marine Renewable Energy Infrastructure Assessment (the 2011 Study ). In the 2011 Study, prpnents were asked t benchmark infrastructure within the Bay f Fundy that culd be used t supprt marine renewable energy and t identify infrastructure imprvement prjects that wuld augment the prvince s capabilities in this regard. The 2011 Study examined prts n the Bay f Fundy in Nva Sctia and New Brunswick. This included dry prts such as Parrsbr and Hantsprt as well as wet prts such as Digby. It was determined based n cnsultatin with tidal energy develpers and using infrmatin available at the time that (a) prximity t the deplyment site is imprtant and (b) while dry prts culd be used fr servicing and maintaining devices, gravity based devices wuld require a wet prt fr deplyment. The Prt f Digby being a wet prt and meeting the identified prximity requirements was highlighted in the reprt as an attractive ptin. Existing facilities in Digby were seen as insufficient s a green field site wuld be required if the prt were t ffer supprt fr gravity based device deplyment. Since the 2011 Study, new tidal develpers have been awarded prjects in the Bay f Fundy and these develpers explit different technlgies than thse cntemplated fur years ag. The develpers have advanced their plans fr deplyment in the immediate future and have built familiarity with the infrastructure at the regin s prts and with capacity f the lcal service and supply chain. As well, current marine peratins at FORCE have been perated ut f nearby West Bay. Given the Department s need t fully understand the existing and prjected needs f the tidal industry in Nva Sctia and the need fr updated infrmatin n the capability f all f the prt ptins, the Department, alng with the Atlantic Canada Opprtunities Agency (ACOA) is cmmissining a study thrugh the Nva Sctia Offshre Energy Research Assciatin (OERA) t prvide additinal details n the marine renewable infrastructure available t service this industry as it mves twards cmmercializatin. 2.0 Prject Scpe The Department is seeking a Vendr wh will: Review the 2011 Study t identify where significant change has taken place within: Develpers identified prt infrastructure demands: Determine prjected infrastructure requirements fr small and large scale tidal energy develpers t meet their O & M service requirements. 2 f 7

3 Determine prjected lng-term manufacturing infrastructure needs/requirements. The relative imprtance f prximity f prt infrastructure t deplyment site. The relative imprtance f prximity f prt infrastructure t services and suppliers. The relative imprtance f water depth at lw tide f prt infrastructure. Plans fr prt usage, multiple users r multi-sectr. Prt related infrastructure Hw changes in the tidal industry and prpsed future prjects in the Bay f Fundy impact the findings frm the 2011 Study. Update the 2011 Study s benchmarking f the existing infrastructure at Parrsbr, Hantsprt, Digby, and Saint Jhn. Internatinal: Review and prvide cmments n prt infrastructure develpment dne t date and planned fr the future t supprt the tidal industry in ther jurisdictins (i.e. Sctland, France, etc.). Include infrmatin n what was dne, hw it was funded, partners invlved, and applicability t the Nva Sctia cntext. Determine the limitatins, if any, related t servicing devices ut f a dry prt. Determine and cmpare, n a rugh rder f magnitude basis, the infrastructure required t imprve the capability f Nva Sctia cmpanies t meet the needs f the develpment, service and supply chains fr marine renewable energy prjects ut f select prts. Evaluate prximity requirements fr O&M versus manufacturing requirements. A Steering Cmmittee will be frmed t wrk with and guide the Vendr. The Department will be cnsulted thrughut the study. The Vendr will als engage with the tidal industry develpers that will wrk in Nva Sctia, prt authrities, federal and prvincial gvernment, industry assciatins and any ther rganizatins that may be relevant. The Vendr will als evaluate what the experience has been internatinally with respect t infrastructure related t this sectr, such as dry dcks. The wrk will include: A cmparisn f site requirements fr infrastructure t service the tidal energy sectr frm Parrsbr, Hantsprt, r Digby including an analysis f the varius ptins. A high level assessment f the wrk required, alng with the benefits and pssible shrtcmings f the respective sites. This assessment shuld include, at a minimum: 1. Site area required, 2. Water depths, 3. Climate cnditins, icing, prtectin frm the elements, 3 f 7

4 4. Shelters and assembly requirements, and 5. Systems t launch and remve cmpnents frm the water fr maintenance. In additin, the wrk shall: 1. Identify limitatins, if any, f servicing the industry frm a dry prt. 2. Include greenfield cnstructin as a ptential ptin; cmpared t using existing infrastructure, will any f the existing prts be feasible withut added greenfield cnstructin? 3. Is West Bay a viable ptin t build infrastructure, based n its prximity t the FORCE site? 4. Discuss the pssibility f dividing serving capabilities amngst several prts alng the Bay f Fundy. Evaluate infrastructure requirements fr develpment, fabricatin, assembly, deplyment and servicing f marine renewable energy, with particular attentin paid t Parrsbr, Hantsprt, West Bay, and Digby. Characteristics, serviceability, and cnditin f prt: Size and cnditin f dcks, wharves; Range f vessel size that can be accmmdated; Water depth and tidal range; Envirnmental prfile and cnsideratins fr site; The harbur s physical prperties currents, prtectin frm wind/waves, prevailing wind, presence f ice, wave limitatins, fg, any cnsideratins n the path frm pen cean t dck, typical traffic cngestin; and Lifting and strage capacity maximum weight and size limits fr lifting and strage at prt and n prt lands. Descriptin and capacity f existing cranage and ther equipment. Level f activity at prt and availability f facilities and lands, any restrictins n industrial activity that are impsed by existing usage f the prt. Any land use zning cnsideratins. Ownership f prt and prt facilities. Land and services available t supprt ptential expansin. Ptential lay dwn and marshalling areas. Available space fr lease r purchase: lcatin, area, weight bearing capacity, height restrictins, services, what if any structures r facilities available. Discuss. 3.0 Timing The fllwing schedule is prvided fr guidance. a) RFP release date: Mnday, b) Prpsal submissin date: Mnday, April 18, 2016; 4 pm (Atlantic) c) Cnsultant selectin: Friday, April 29, 2016 d) Submit Draft Reprt: Thursday, June 30, 2016 e) OERA/DOE cmments returned: Friday, July 15, 2016 f) Submit Final Reprt: Friday, July 29, Deliverables and Budget Deliverables under this cntract include a detailed Draft and Final Reprts that prvide an assessment f NS infrastructure relevant fr marine renewable energy develpment. The Cnsultant shuld als plan fr and describe meetings intended t infrm the Steering Cmmittee f prject prgress. The maximum budget fr this wrk cannt exceed $38,000 inclusive f HST. 5 f 7

6 5.0 Evaluatin Criteria Vendrs are requested t submit a firm cst fr the defined prject. The Vendr's cst breakdwn is t clearly shw the number f days estimated t perfrm the services as well as their per diem rate prpsed fr the prject. Prpsals are t be n lnger than 30 pages, and shuld include a detailed budget and prject plan, including prpsed cnsultatins. Travel expenses will be reimbursed in accrdance with the Prvince f Nva Sctia guidelines 1 and shuld be included in the budget. Please attach a list f any subcntractrs, if applicable (name, address, services prvided), wh are prpsed fr wrk n this prject. The absence f such a list will be taken t mean that nly "wn frces" will be used. A cmplete submissin package cnsists f the elements belw, presented in the rder listed: One (1) Letter f Intrductin This shuld identify the Vendr and be signed by a signing fficer fr the Vendr in rder t bind the Vendr t the statements made in the prpsal. One (1) Original This is the prpsal dcument cntaining the technical and pricing respnses. The title page shuld be marked with the text ORIGINAL at the tp. Fur (4) Cpies The title pages fr the cpies shuld be prepared in the same way as the title page fr the Original, except these shuld be marked with the text COPY at the tp.
