5 INTRODUCTION Funded in 1956, the Ontari Building Officials Assciatin (OBOA) is a self gverning, nt fr prfit prfessinal assciatin fr Ontari's Building Officials. Fr ver 50 years the OBOA has played a leading rle in the educatin, training prfessinal develpment f Ontari s municipal Building Officials. The OBOA is cmmitted t maintaining the highest degree f prfessinalism in the field f Building Cde administratin building safety, while prmting unifrm cde interpretatin enfrcement thrugh training educatin services, ther related cmmittee wrk. It is recgnized that individuals entering the Building Official prfessin pssess a wide range f educatin, training wrk experience backgrunds. One f the strategic gals f the OBOA s Strategic Plan is t ffer a prfessinal certificatin prgram that prvides assurance f a Building Official s level f qualificatin. This pririty is achieved thrugh a Certificatin Prgram that supprts accurate cnsistent Building Cde administratin enfrcement thrughut the prvince. The OBOA first recgnized this pririty with a certificatin prgram which began in 1983 was revised in 1992 t issue the first CBCO designatin in December f that same year. The Certificatin Prgram cntinues t prescribe minimum levels f examinatin, educatin experience t achieve designatin. This prgram is an enhancement t the Ministry f Municipal Affairs Husing (MMAH) qualificatin examinatin requirements, thereby signifying a level f cmpetency abve the legislated baseline. Upn cmpletin f required training municipal experience, a Gvernment Member can apply t receive the prfessinal designatin Certified Building Cde Official (CBCO). When a Gvernment Member has cmpleted the required training, yet lacks the requisite experience cmpnent, r an Assciate Member has cmpleted the required training, the prfessinal designatin Building Cde Qualified (BCQ) is available. This certificatin prgram cntains a number f streams related t the specialized sectrs f the regulatry system in which a Building Official must be prficient qualified. The current CBCO BCQ designatins f current members that pssess them will be maintained, hwever a member may nw chse t hld certificatin in mre than ne stream. As in the past, the BCQ designatin will have the same examinatin educatin requirements as the CBCO designatin withut an experience cmpnent. Certificatin is a recgnitin acknwledgement f the prfessinalism expertise f ur members which is readily recgnized thrughut the building industry. The OBOA believes that CBCO truly is "The Step Abve." 6 INSTRUCTIONS TO APPLICANTS: Applicant must be a Gvernment Member in gd sting with the OBOA in rder t apply fr CBCO r BCQ designatin. Assciate Members in gd sting with the OBOA may apply fr BCQ designatin. See Schedule A fr definitins f membership classificatins. Applicatin must be cmpleted in full submitted in duplicate in rder t be accepted; including tw cpies f any all supprting dcuments. Applicants must include the applicable nn refundable fee as nted in the Fee Schedule n Page 5 shall be payable t the Ontari Building Officials Assciatin. The Certificatin Review Cmmittee (CRC) shall cnsider all applicatins bjectively make their recmmendatin t the next Bard f Directrs meeting. Any applicatin received within three weeks f a Bard meeting will be held ver until the next Bard meeting. Any applicant denied Certificatin may appeal t the Bard f Directrs, whse decisin shall be final. Fllwing a Bard f Directrs meeting, the applicant will be advised f the Bard s decisin with respect t the applicatin. Nte that the Bard meets apprximately fur times per year. An applicant with an educatinal backgrund nt detailed in this Certificatin Prgram may chse t apply t the Certificatin Evaluatin Cmmittee (CEC) t have their nn traditinal educatin evaluated under a prir learning assessment review (PLAR) mdel. The decisin f the CEC will be cnveyed t the applicant with any relevant recmmendatins. Such decisin is appealable t the Bard f Directrs. Once equivalency has been determined, /r cnditins f the CEC met, the applicant may then make applicatin fr their certificatin. The persnal infrmatin cntained in this applicatin shall be used nly fr the determinatin f Certificatin qualificatin. Until December 31, 2014, members may chse t apply fr Certificatin thrugh the frmer prgram (pre 2014). If s, please cntact the ffice fr details. 9 CERTIFICATION FOR BUILDING OFFICIALS The varius streams f this certificatin prgram are laid ut in Schedule B. Each stream will have its wn set f criteria based n its particular area f expertise. Hwever, each stream will cntain a cmpnent f the three E s ; examinatin, educatin experience. E.1 Examinatin The examinatin cmpnent f each stream requires the successful cmpletin f MMAH examinatins, registratin f the same, as listed in Schedule B fr the crrespnding stream(s) being applied fr. The verview technical training curses, r refresher curses, are ptinal befre writing an MMAH exam. Qualificatin registratin with the Ministry is the minimum requirement fr the right t practice in Ontari. NOTE: the OBOA ffers an Internship Prgram fr thse nt fully MMAH qualified (see the OBOA website fr details). E.2 Educatin The educatin prtin f each stream, as shwn in Schedule B, is separated int three subcategries. These subcategries are pst secndary educatin, technical skills training ccupatinal skills training. These are further detailed belw. E.2.1 Pst Secndary Educatin The required level f pst secndary educatin can be achieved thrugh the cmpletin f a prgram f at least three years in length in a field related t building design /r cnstructin. If an applicant des nt have the required level f pst secndary educatin r it is in a field nt clsely related t building design /r cnstructin, their academic backgrund may be assessed by the CEC thrugh a Prir Learning Assessment Review t determine whether it is equivalent t the established stards. The CEC may assign additinal educatin /r experience t supplement the individual s current level f building cde knwledge bridge any identified deficiencies. E.2.2 Technical Skills Training Technical Skills Training curses are the detailed technical training curses that are specific t the Building Official prfessin. All required Technical Skills Training curses are as listed in Schedule B fr the crrespnding stream(s) being applied fr. Other related curses taken by an applicant may be evaluated by the CEC fr prir learning assessment recgnitin. Once a particular curse is cmpleted in supprt f certificatin in a certain stream it des nt have t be repeated by the applicant fr credit in additinal streams where the same curse is a requirement. E.2.3 Occupatinal Skills Training Occupatinal Skills Training curses cntain training specific t the Building Official prfessin in areas such as cmmunicatin skills (bth verbal written), reprt writing, cnflict reslutin, inspectin techniques, legislatin enfrcement Building Cde administratin. The Building Official the Law curse is seen as essential learning fr all Building Officials is included in Occupatinal Skills Training as a required curse fr all streams. All streams require a minimum f 12 hurs f ccupatinal skills training, with the exceptin f the Administratr stream which requires a minimum f 18 hurs. 10 E.2.4 Prir Learning Assessment Review Upn request, the CEC will review evaluate an applicant s prir educatin t determine if there is any equivalency t the required levels f educatin fr the applied stream(s). Applicatins fr PLAR must be accmpanied by a detailed curse utline identifying the number f hurs directly related t each specific stream. A gap analysis will be perfrmed the results cnveyed t the applicant. This may include a recmmendatin made in rder t satisfy any identified gaps. E.3 Experience The practical experience requirements fr an individual are three years as a municipal Building Official perfrming inspectins, plans review /r administrative duties. Individuals participating in an Internship r Mentrship Prgram will be given recgnitin fr their enrllment time. Applicatins fr multiple streams will still nly require three years f experience as a Building Official. The exceptin is the Administratr stream; in this instance, three years f experience as a Building Official, supervising ther Building Officials, is required. A sample emplyment letter can be fund in Schedule D. EXISTING CERTIFIED MEMBERS Members hlding CBCO r BCQ designatins n January 1, 2014 will nt be affected. Existing certified members are nt required t cmplete any paperwrk as their current designatin will cntinue t be certified. The designatins will be preserved. Any existing certified member may pt int this revised prgram by filing an applicatin in the relevant stream(s) shuld they decide. TRANSITION This revised Certificatin Prgram is effective as f March 1, OBOA members are eligible t apply fr certificatin thrugh the previus prgram until December 31, This transitin will allw thse members currently wrking twards their certificatin t cmplete their certificatin withut disruptin. 13 SCHEDULE A DEFINITIONS Member means a persn wh is a Gvernment Member, Assciate Member, Life Member, Student Member r Retired Member, as the case may be, Membership shall have a crrespnding meaning. Gvernment Member The Bard may grant a Gvernment Membership t individuals wh develp, administer, apply, interpret /r enfrce building cde related statutes fr r n behalf f a gvernmental r regulatry bdy, including ne f the fllwing: (a) a duly legislated municipality, including thse f cuntries ther than Canada, (b) the Gvernment f Ontari r its ministries, departments r agencies, (c) the Gvernment f Canada r its ministries, departments r agencies, (d) Canada Mrtgage & Husing Crpratin (r its successr ministry, department r agency). Assciate Member The Bard may grant an Assciate Membership t thse individuals wh are directly r indirectly interested in the applicatin f Building Cde regulatins are nt therwise entitled t status as a Gvernment Member r ther categry f Membership. Life Member The Bard may award a Life Membership t an individual wh has cnsistently thrugh the years rendered meritrius service t the Assciatin. All Past Presidents f the Assciatin shall be awarded Life Memberships. Student Member The Bard may grant a Student Membership t an individual wh is: (a) enrlled full time in a prgram f study in Canada relating t the cnstructin f buildings at a recgnized pst secndary institutin, (b) enrlled at a recgnized pst secndary institutin in Canada in a prgram f study relating t building cnstructin, r (c) enrlled at a recgnized pst secndary institutin in Canada in a prgram that wuld assist such persn in the administratin r enfrcement f building stards.
