1 Attachment 17 TRAINING AND SUPPORT SERVICE PAYMENT POLICY E 420 Purpse. The Wrkfrce Innvatin and Opprtunity Act (WIOA) and cgnizant regulatins require Wrkfrce Develpment Bards (WDBs) t develp plicies fr the payment f training and supprt services applicable t the lcal area. WDB s may als establish limits n the prvisin f training and supprtive services, including a maximum amunt f funding and maximum length f time supprtive services are available t participants. This dcument establishes the training and supprt service plicy fr the Suthwest Wiscnsin Wrkfrce Develpment Bard (SWWDB). Plicy. The SWWDB shall allcate WIOA and ther prgram funds t pay training and supprt service csts fr eligible participants wh are invlved in Title I career services and/r training activities and wh are unable t btain such payments thrugh ther prgrams. All training and supprt service payments must be dcumented and vuchered thrugh the SWWDB Payment Authrizatin System (PAS) r as described in the WIOA Service Prvider Cntract(s). Since WIOA prgrams are nt an entitlement, participant need fr training and/r supprtive services must be established and dcumented thrugh the assessment prcess and indicated n the participant s Individual Emplyability Plan (IEP) r Individual Service Strategy (ISS). The guidelines and limits listed in this plicy apply t WIOA Title 1 adults, dislcated wrker (including Special respnse and Natinal Emergency Grant), and yuth participants. Participants must be determined eligible fr and in need f assistance in rder t secure emplyment that leads t self sufficiency. Training Services A prgram f training services is ne r mre curses r classes, r a structured regimen, that upn successful cmpletin, leads t (1) a certificate, assciate degree, r baccalaureate degree; r (2) the skills r cmpetencies needed fr a specific jb r jbs, an ccupatin, ccupatinal grup, r generally, fr many types f jbs r ccupatins, as recgnized by emplyers and determined prir t training. Fr this expenditure requirement, training services may include: Occupatinal skills training, including training fr nn traditinal emplyment; On the jb training; Prgrams that cmbine wrkplace training with related instructin, which may include cperative educatin prgrams; Training prgrams perated by the private sectr; Skill upgrading and retraining; Entrepreneurial training; Jb readiness training: Jb readiness training includes services that teach skills needed t be successful in the wrkplace, rather than skills needed t get int the wrkplace. 2 readiness training teaches skills such as ffice cmmunicatin, punctuality, and hw t cnduct neself with supervisrs and c wrkers; hwever, it des nt teach skills such as jb searching, interviewing, r resume writing; Adult educatin and literacy activities prvided in cnjunctin with ne r mre f the ther training services listed abve; Custmized training cnducted with a cmmitment by an emplyer r grup f emplyers t emply an individual upn successful cmpletin f the training; Services that meet the requirements specified in Title 20 CFR Sectin ; and/r Other services that wuld be defined as a training expense include thse that: Are specific t the training the participant is receiving; Are necessary in rder t participate in and graduate frm the training; Are required fr every student in the training; Are benefit t the individual nly if they are in the apprved training; Are dcumented in writing by the training prvider as required. (Acceptable dcumentatin includes a supply list fr the curse, an frm the training prvider, r any ther dcumentatin that verifies the items are required fr the curse.) Examples include: bks, licenses, tls, equipment, safety gear, drug testing, testing fees, certificatin fees, student assciatin fees, backgrund checks, and unifrms. Services that d nt meet this criteria include, but are nt limited t, grceries, child care, dependent care, transprtatin, parking, husing, clthing, health care, financial cunseling, and needs related payments. With the exceptin f certain types f custmized and On the Jb training, and the alternatives t traditinal ITA training prgrams described in the Alternative Training Prgrams Plicy, nly training prviders thrugh their training prgrams listed n the ETP are eligible t receive WIOA funds. Training Payment Guidelines The participant pssesses the basic skills needed t cmplete the selected prgram r is receiving basic/remedial instructin prir r cncurrent t ccupatinal skills training. The participant has cmpleted a SWWDB apprved career interest assessment and the identified training prgram aligns with the assessment results. Wrk based training amunts, including but nt limited t, n the Jb training, custmized training, and yuth wrk experience, will be negtiated written agreements based n the type f jb and the starting wages paid t the wrker and are subject t the lifetime limit.. 3 Eligible training shall cmply with the Wiscnsin Department f Wrkfrce Develpment (DWD) Apprved Training Prgram guidelines and Eligible Training Prvider (ETP) list. Eligible training shall als meet DWD and SWWDB guidelines fr high wage/high grwth jbs. Fllw up Services: Individuals engaged in fllw up services can receive training services if apprpriate t the IEP r ISS and if need is established. Payment fr pst exit training services during fllw up are rare ccurrences and require authrizatin frm the SWWDB Wrkfrce Operatins Manager. Shrt term training which is 18 weeks r less will be capped at $5,000 per participant. (Remedial and basic skills educatin including GED/HSED cursewrk and testing is cnsidered an Individualized Career Service unless such educatin is required by an eligible training prgram.) Lng term training, which is defined lnger than 18 weeks and up t 2 years in duratin, shall be eligible fr the full $10,000 payment. Training assistance is t be crdinated with ther funding surces. Supprtive Services Supprt services are participant services that are necessary t enable WIOA eligible individuals, wh cannt affrd t pay fr such services, t participate in authrized WIOA activities. Fr Yuth participants, such activities must crrespnd t the Furteen WIOA Elements fr Yuth Prgrams. SWWDB limits supprtive service payments as fllws: Supprtive services are nly t be prvided t clients wh: are participating in WIOA individualized career r training services r wh are participating in the yuth prgram; unable t btain the supprtive service thrugh themselves, a persnal supprt netwrk r thrugh ther prgrams including cmmunity agencies; and demnstrate a need fr assistance t enable participatin in designated WIOA Title 1 activities as established thrugh assessment. The cst f supprtive services must demnstrate a direct cnnectin t participatin in emplyment and/r training activities which will build skills needed t succeed and advance in the wrkplace and will result in emplyment leading t self sufficiency. Apprval f supprtive services shall be made n a case by case basis nly when it is determined that the assistance is necessary and reasnable, and: when need is established and alternate assistance is nt available; when need and lack f alternative resurces have been dcumented, and; services are necessary fr the custmer t achieve the gals utlined in the IEP r ISS. 4 Case managers shall ensure that determinatin f need is fair, cnsistent, and equitable, and that similarly situated participants have access t similar supprtive services. Case managers shall ensure that supprt services csts are reasnable and necessary. A cst is reasnable if, in its nature r amunt, it des nt exceed that which wuld be incurred by a prudent persn under the circumstances prevailing at the time the decisin was made t incur the csts. Funds designated fr supprtive services will be reserved at the beginning f the prgram year. If funds becme depleted during the year, SWWDB administratin will cnsider ptins fr making additinal supprtive service funds available. Supprt service csts shall be limited t a lifetime maximum f $2, per participant, and are eligible in the fllwing categries: Childcare: Childcare csts are defined as payments made t certified r licensed prviders fr child care prvided t a dependent child r children in the legal custdy f the participant. Childcare shall nly be paid fr the time the client is invlved in training r ther apprved prgram activities. Transprtatin: Transprtatin csts include gasline, bus passes, and/r vehicle repairs that enable an individual t travel t and frm apprved prgram activities. SWWDB further requires that: Payment fr gasline will be limited t $.30 per mile using the mst direct rute frm the participant's hme t the place f apprved prgram activities. Payment fr vehicle repairs must be limited t essential repairs that result in a safe mde f transprtatin, that are perfrmed by a certified repair dealer wh pssesses a Federal Emplyer Identificatin Number (FEIN) and based n tw (2) written estimates if the repairs exceed $ Apprval fr vehicle repairs must be btained prir t the repairs being made. Payment f legal fees, fines, and ther csts assciated with revcatin r suspensin f a participant s driver s license is nt permitted. SWWDB reserves the right t direct the type f transprtatin that shall be used when mre than ne methd f transprtatin is available. Jb Related: Jb related csts are defined as ccupatin specific tls, unifrms, r prtective clthing, ccupatinal testing fr certificatin purpses, and cmmercial driver's license (CDL) related fees required as a cnditin f emplyment. Educatin Related: Applicatin fees paid t determine a participant s eligibility and acceptance at an educatinal institutin and which will allw the clients t btain infrmatin n financial aid awards. 5 Medical Exams/glasses: Medical exams needed fr training r emplyment; drug testing; fingerprinting; visin exam; eye glasses r prtective eyewear. Wrap arund Services fr WIOA C Enrlled TAA Participants: TAA participants shwn t have n surce f needed supprtive services can request assistance thrugh the WIOA dislcated wrkers prgram. Fllw up Services: individuals engaged in fllw up services can receive supprtive services if apprpriate t the Individual Emplyment Plan r Service Strategy and if need is established. Payment fr pst exit supprtive services during fllw up are rare ccurrences and require authrizatin frm the SWWDB Wrkfrce Operatins Manager. Other supprtive services include, but are nt limited t: testing/certificatin fees; supplies t cmplete a yuth prgram activity; clthing fr a jb interview, if needed; standard driver s license and vehicle registratin fees if needed fr prgram participatin r emplyment; Birth Certificate fee when needed fr emplyment r prgram participatin, and; basic hygiene prducts t ensure successful participatin in a designated prgram activity. Payment fr any f the fllwing is prhibited and WIOA funds cannt be used fr these csts: payment f legal fees, fines, and ther csts assciated with revcatin r suspensin f a participant s driver s license. Business Capitalizatin: WIOA funds cannt be used t capitalize a business. Fr example, the purchasing f tls as a pst emplyment fllw up service fr a participant wh is r will becme self emplyed. Medical services and prcedures, including transprtatin t medical appintments. Depsits: WIOA funds cannt be used t pay r reimburse fr any type f depsits, e.g. rental, lease, etc. Csts fr services, events r ther expenses that were incurred befre participant s WIOA enrllment r withut case manager cnsent. Authrizatin Limits SWWDB reserves the right t establish a lifetime maximum authrizatin limit that will effectively cap the ttal amunt f SWWDB funding a participant can receive and t change this limit at any time withut prir ntice t prgram peratrs and/r clients. The maximum authrizatin limits shall apply t all WIOA prgrams perated by SWWDB and all funds issued t r n behalf f the client. The lifetime maximum authrizatin amunt, fr all types f training and supprt services, is $12,500 per individual. 6 The lifetime maximum authrized training limit is $10,000. The lifetime maximum authrized supprt service limit is $2,500. Sublimit: Shrt term training, which is 18 weeks r less, is capped at $5,000 per participant. Remedial and basic skills educatin including GED/HSED cursewrk and testing is cnsidered an individualized career service unless such educatin is required by an eligible training prgram. Lng term training, which is defined lnger than 18 weeks and up t 2 years in duratin, can be eligible fr the full $10,000 payment. Training and Supprt Service Guidelines: The full scpe f training and supprt assistance must be clearly defined in the IEP r ISS and authrized by establishing an Individual Training Accunt (ITA). Payments f training and supprt services will nrmally be made directly t the vendr prviding the services(s). Direct reimbursement t individuals, t cmpensate the individual fr expensed already incurred and/r paid, will nt be apprved withut the written pre authrizatin f the Wrkfrce Operatins Manager. Payment f training and supprt services will be crdinated with all ther available resurces and services within the lcal area. Clients will be referred t ther agencies fr services as a first pririty and prir t using WIOA funds. Prgram peratrs wh encunter a client with a unique r extenuating circumstance related t this plicy may apply fr a waiver f the authrizatin limit(s) by presenting written dcumentatin t the Wrkfrce Operatins Manager citing the facts f the situatin and why the waiver is necessary. SWWDB has sle authrity n whether t grant a waiver. Obligatin f funds fr training and supprtive services is limited t available funding. The Bard directs the Chief Executive Officer t implement this plicy, and t develp and maintain prcedures that will guide the expenditure f training and supprt service payments in a manner that is practical, unifrm, and cmplies with applicable federal and state laws and regulatins. The Wrkfrce Operatins Manager is peratinally respnsible fr management f training and supprt service payments in crdinatin with SWWDB s Finance Department. Prgram peratrs are expected t adhere t the maximum authrizatin limits set frth in this plicy and have a respnsibility t explain training and supprt service payment limitatins t clients. Prgram peratrs shall be required t btain and place in the participant's file dcumentatin verifying that the persn was unable t btain services thrugh ther prgrams and that the payment f training and supprt service csts was necessary t enable an individual t participate in prgram activities. Prgram peratr cmpliance with this plicy will be reviewed during the annual SWWDB mnitring and will be a factr in SWWDB s evaluatin f prgram peratr perfrmance. Any disallwed csts assciated with failure f the prgram peratr r its staff t cmply with this plicy will be the respnsibility f the prgram peratr.
