2 Statements & Search Criteria Mission Rx Partnership is a public/private partnership which exists to increase access to medication for Virginia s vulnerable populations and serve as a resource to the organizations that support these populations. RxP accomplishes this as a free-standing nonprofit, tax-exempt organization which serves as a broker to access and distribute free prescription medications in bulk. RxP solicits free medications from five pharmaceutical companies and arranges for their distribution to 20 affiliate community-based free clinics with licensed pharmacies which it credentials, monitors and audits. RxP s unique bulk replacement process circumvents the burdensome, costly and time consuming individual Indigent Patient Drug Assistance Programs resulting in a streamlined, efficient and cost-effective process which delivers more drugs to a larger number of patients in need. Background In 2003, a group of concerned individuals representing health safety net providers in Virginia convened a group of pharmacists and pharmacy trade representatives to address medication access issues. As they knew, more than one in four uninsured Virginians (27%) go without needed medication because they could afford to pay for their prescriptions. The group identified several key elements that should be included in the design of a new program: 1.Maximize use of free medicine 2.Include all age groups (not just seniors) 3.Involve all appropriate health safety net providers 4.Enhance current efforts of groups like the Free Clinics, Community Health Centers and community coalitions 5.Ensure cost-effectiveness 6.Include evaluation component with measurable results 7.Develop a financing plan to ensure sustainability 8.Analyze and respond as necessary to changes in the arena of medication access Research has shown that other states had used variations of two models, a warehouse model and a central pharmacy model. In order to avoid the costly capital and operating expenses required by these models, and to build on Virginia s existing network of Free Clinics and Community Health Centers, the Virginia group created an innovative broker model. In this broker model, RxP is an independent third party that coordinates the ordering, reporting and communication between pharmaceutical manufacturers and health care organizations. Rx Partnership credentials Free Clinics, Community Health Centers and central fill pharmacy projects, assuring manufacturers that 1) the patients of these clinics have documented proof of eligibility based on income and lack of prescription drug coverage and 2) the clinics can establish a clear audit trail for drug distribution from the receipt of drugs to dispensing to the individual patient. The issue of accountability and controls and procedures to limit the risk of diversion are the greatest concerns of pharmacy manufacturers regarding the donation of free medications. Rx partnership's work has become more challenging in recent years due to uncertainties regarding health care reform and the changing pharmaceutical environment where more and more products are going off patent and, as a result, are no longer available through patient assistance programs. The increasing need for generic medication access and the rapidly rising prices for these medications led to the creation of Rx Partnership's new Access to Medication Program (AMP). Impact Rx Partnership provides a straightforward and effective solution to this growing problem of access to prescription medication for the uninsured. RxP was the first organization in the United States to develop and implement a broker model for medication distribution to free medical clinics. Through our Core Pharmaceutical Services program, RxP solicits bulk donations of brand-name medication from pharmaceutical partners. We then partner with affiliate free clinics throughout Virginia with on-site licensed pharmacies. RxP recently launched a the new Access to Medication Program (AMP), a revolutionary initiative that sources generic medications and distributes them to qualifying free clinics without licensed pharmacies throughout Virginia. Through both these programs, we provide uninsured patients with fast, efficient and low-cost access to vitally needed prescriptions they could not otherwise afford. Since our founding, we have provided more than 75,000 low-income and uninsured patients with over 701,000 prescriptions valued at approximately $175 million. 2
3 Needs 1. Professional volunteers willing to serve on committees, a task force or other special projects as needed in the areas of accounting, government relations, database technology, fundraising, marketing/video, media, strategic planning, or other areas of nonprofit capacity enhancement and expertise. 2. Video equipment and expertise to help produce YouTube marketing spots highlighting the health safety net and medication access in light of health care reform as well as other health-related topics. 3. Financial needs arising in response to our program s expansion as the health needs of the community escalate and we add more pharmaceutical partners, free clinics and community health centers. RxP is able to leverage $55 retail value of prescription medication for every $1 donated to our organization. CEO/Executive Director Statement Since its inception in 2003, Rx Partnership has developed a cost-effective and efficient response to the pharmacy needs of uninsured Virginians. Building on the network of established free clinics and community health centers across the state, Rx Partnership's innovative "broker" model successfully facilitates the flow of free medications from pharmaceutical companies to patients. The organization has received national recognition and serves a model for other states. Since the number of uninsured Virginians continues to remains significant and the future availability of affordable insurance is uncertain amid current healthcare reforms, Rx Partnership is committed to expanding services in the years ahead. Board Chair Statement As Executive Director of Lloyd Moss Free Clinic in Fredericksburg, VA, one of Rx Partnership s affiliate clinic partners, I see firsthand the impact that RxP has not only on the network of 20 free clinics throughout the state, but also on the individual patients receiving care at the clinics. Rx Partnership allows the free clinics to better leverage their resources in order to spend more time on the direct care of the patients. In so doing, Rx Partnership plays a key role in helping uninsured Virginians receive the medications they need to treat chronic conditions on a daily basis and stay healthy. 6 Programs Programs Rx Partnership - Accessing Free Medication for Uninsured Virginians Description Rx Partnership provides a straightforward and effective solution to the growing problem of access to prescription medication for the uninsured. To date, RxP has provided over $151 million retail value of medications to over 69,000 uninsured Virginians by partnering with free clinics and community health centers and leveraging resources to expand access to free medication to vulnerable people within our community. Budget $461, Long term Success Short Term Success Rx Partnership's vision is to be recognized as one of the premier pharmaceutical assistance programs in the nation characterized by providing access to medications necessary for optimal health, function and quality of life. Rx Partnership aspires to serve as a model for bulk medication assistance in the nation with the collaborative partnerships and relationships to successfully use innovative strategies to leverage limited resources and serve more patients in need. Long-term goals as detailed in the Strategic Plan: 1. Medication Access - Provide more access to medication to more patients in need. 2. Focus & Awareness - Maintain and increase the focus on medication access in the Commonwealth. 3. Engagement & Partnership - Promote Rx Partnership's value to increase engagement and encourage partnerships. 4. Organizational Sustainability - Ensure resources are available to successfully achieve organizational sustainability. By the end of the year, RxP will increase the number of unduplicated patients, prescriptions and dollar value of prescriptions provided to uninsured Virginians throughout the state, while providing training, resources and pharmacy best practices to the clinics that support patients receiving RxP medications. 6
