Please call or Statements Mission Oklahoma Project Woman is dedicated to providing access to breast health care that will facilitate the early diagnosis of breast cancer and decrease the mortality rate for uninsured women and men with limited income. Background According to reports released by the U.S. Census Bureau in September, 2011, One in six Oklahomans (616,610) live on incomes below the poverty level and one in five (700,000) Oklahomans do not have health insurance. According to the results of two studies published in the journal Cancer, patients who have no health insurance or limited health insurance tend to be diagnosed with more advanced stages of breast cancer. A lack of health insurance has been linked with less access to preventive care, less timely receipt of care, and a lower likelihood of receiving recommended treatment. Breast cancer is quite treatable when caught early. Early detection, however, requires access to screening and follow-up as well as timely and appropriate evaluation of symptoms. Impact Oklahoma Project Woman provided free breast healthcare for more than 4,300 uninsured Oklahomans during were diagnosed with breast cancer. Since 1998, Oklahoma Project Woman has provided access to breast health care for more than 43,000 uninsured Oklahomans. 658 have been diagnosed with breast cancer. CEO/Executive Director Statement The Oklahoma Project Woman program is built on the premise that early detection of breast cancer requires access to screening and follow up as well as timely and appropriate evaluation of symptoms. Our organization is the only one in the state of Oklahoma that provides the complete continum of care from patient navigation, clinical breast exam, screening mammogram, diagnostic procedure, surgery and navigation to treatment for the unisured segment of the population. OPW is able to provide this service because of long time contracts with numerous health care providers throughout the state. They include 95 clinics and 45 hospitals as well as the corresponding radiology, surgical anesthesia and pathology groups for each hospital. Clinics are the access point into the OPW program and ultimately become the medical home for the patient. The patient receives a clinical breast exam at the clinic, which determines the type of mammogram they will need. They are then given a coupon which acts as their form of payment for the mammogram and any other breast health procedure they might need. If a patient has an abnormal breast findings on the initial breast imaging test, the patient navigators in the OPW office immediately facilitate a 3
4 care coordination plan between the clinic, the breast center or surgeon performing the biopsy and the patient. The patient navigator makes sure that the patient knows the date and time of all scheduled appointments and is always available to answer any questions. Medical partners are reimbursed a contracted rate for each procedure done. These rates are slightly less than Medicaid rates. The medical partner agrees to write off the remainder of the procedure cost so the patient is billed nothing. If a patient is diagnosed with breast cancer, OPW navigates the patient into a state and federally funded program called the BCCP (Breast and Cervical Cancer Program) which pays for treatment such as chemotherapy and radiation.
