1 [REPORT TASK P-III.2.1] COLLECTION AN ANALYSIS OF FURTHER DATA NEEDS TO INFORM THE POLICY-MAKERS EXECUTIVE SUMMARY The Task III.2.1 deal with the Cllectin and analysis f further data needs t prvide plicy makers feedback abut the prject activities. The cnsultatin meetings will help t explain the prject in mre detailed and clarify whether new adjustments are needed in the n-ging wrk and final readiness framewrk. It can, in parallel be seen as prmtin activity. The prject team has cnducted presentatins t get participants aware f the fllwing tpics: Presentatin f the Baseline and Optin Study Presentatin f the Preliminary Readiness Plan Presentatin f the findings f reprt n assessment f financial surces ptentially fr NAMA Intrductin f the MRV tl fr cement plants. The Cnsultant team has analyzed and fund sme activities f the Readiness Stage can be dne in parallel with Cnsultatin Stage. They include: III.2.1 Cllectin and analysis f further data needs t infrm the plicy-makers III.2.6 Supprting stakehlder crdinatin and pssible set-up f intermediary institutins such as energy service cmpanies (ESCOs) These activities belng t the Task III.2: Prviding supprt fr plicy-makers in Vietnam. The cnsultant team analyzed and selected 05 cement plants fr cllectin and analysis f further data needs t infrm the plicymakers. The meetings will help t explain the prject in mre detailed and clarify whether new adjustments are needed in the n-ging wrk and final readiness framewrk. The Cnsultant team has dne several visits t cement plants in the Nrthern area as well as rganized sme wrkshps in Hani. With respect t prmtin prject activities, the Cnsultant team and MOC agree that the 05 cement plants selected fr this missin shuld 1

2 be lcated in the Suthern area t ensure the balance f the gegraphy. The selected cement plants shuld als cver different crprate structure such as: state wned, jin-venture with freign cmpanies, private wned t ensure that the data cllected t supprt plicy maker cver all stakehlders f the market. The selectin shuld mainly fcus n the plants with clinker prductin facilities because f the ptential f GHG reductin ptins. Hwever, representatin f the cement grinding plant shuld be welcme t get different angle view. The five selected cement plants are: 1) VICEM Ha Tien (in Kien Giang prvince) 2) Hlcim (in Kien Giang prvince) 3) VICEM Ha Tien (in Binh Phuc prvince) 4) FICO (in Tay Ninh prvince) 5) Tay D cement (in Can Th prvince) In rder t buy-in these cement plants, the Cnsultant shall prepare the fllwing cntents fr the rundtable: Presentatin f the Baseline and Optin Study Presentatin f the Preliminary Readiness Plan Presentatin f the findings f reprt n assessment f financial surces ptentially fr NAMA Intrductin f the MRV tl fr cement plants Shrt reprts fr prviding feedback t the selected cement plant wh has participated in prviding infrmatin t the develpment f the database. The Cnsultant shall send a shrt nte in a standard reprt; 1-2 pages infrm the cement plant abut their psitin f energy cnsumptin/ghg emissin in the verall benchmarking befre the wrkshp. Sme suggestin fr the cntent: The benchmarking curve with highlight f the target enterprises KPIs such as thermal SEC, electrical SEC, relative GHG emissin. MOC als infrm the participants that there will be new plicies/legal dcument fllwing the result f the NDF prject. These will be cmmunicated t the sectr accrdingly. The requirement f cement plants fr technical supprts will be cnsidered. MOC wuld like the cement plant cntinue supprting the prject especially in the MRV activities at plant level. 2

The participants interact better with Cnsultant and share with each ther s. The cnversatin and discussin were cnducted in Vietnamese and actually it turns t be very efficient. Therefre, the rle f the lcal Cnsultant is imprtant. If the WS wuld have been dne in English and translated int Vietnamese and vice versa, it wuld be time cnsuming and inefficient. 4

5 The participant f Hlcim and/r Vicem hlding persnnel has real gd impact t the WS because these plants have mre experiences and advance practices than thers. When they participate, they share their experiences and the cncerns frm ther plant are cleared easily. Regarding NAMA prject prmtin, the wrkshp very well serve this purpse, the participants feel much cnfident in participating in future MRV and ther activities than befre The reprt was develped under the framewrk f the Nrdic Partnership Initiative Pilt Prgamme fr Supprting Up-scaled Climate Change Mitigatin Actin in Vietnam s Cement Sectr. The Nrdic Partnership Initiative (NPI) established in December 2011 t supprt climate change mitigatin effrts in develping cuntries and funded by Denmark, Finland, Iceland, Nrway and Sweden. The budget f the NPI Prgramme in Vietnam is 1.6 millin, and it is financed by Nrdic Develpment Fund (NDF) and the Ministry f Cnstructin f Vietnam. The implementatin f the Vietnam cement sectr Pilt Prgramme started in March 2014, by a cnsrtium led by NIRAS A/S (Denmark) in cllabratin with Perspectives GmbH, Suth Ple Grup, VNEEC JSC and NIRAS Vietnam.
