7 Intrductin Purpse f the Plan PROJECT BACKGROUND Cultivating Places is the 2016 update fr the City f Stevens Pint s Cmprehensive Plan, a citizen-driven effrt t shape Stevens Pint s future by cultivating distinct, identifiable places that define the cmmunity. The planning prcess began in the fall f 2014, and included significant input frm citizens and stakehlders. Their input, cmbined with an analysis f Stevens Pint tday, frm the visin fr the City s future and the basis fr the Actin Plan. WHAT IS A COMPREHENSIVE PLAN? Since the last Cmprehensive Plan in 2006, much has changed in the City, including revitalizing prtins f the dwntwn, the creatin f a majr industrial park, significant business grwth, a stable grwth in the City s ppulatin, and quality f life enhancements. While significant change has ccurred, there is still a lt t d t create and maintain a livable, cnnected, resilient, and sustainable cmmunity. In rder t achieve this, this is where a cmprehensive plan cmes in. A cmprehensive plan is a State-mandated dcument that is t serve as a guide t the physical, scial, and ecnmic develpment f a lcal gvernmental unit (state statues ). The Wiscnsin State Statutes Page 7 f 11 require a minimum f nine elements t be included within a cmprehensive plan. These elements include: 1. Issues and pprtunities, 2. Husing, 3. Transprtatin, 4. Utilities and cmmunity facilities, 5. Agricultural, natural and cultural resurces, 6. Ecnmic develpment, 7. Intergvernmental cperatin, 8. Land use, and 9. Implementatin. Updating the cmprehensive plan prvides the pprtunity t build n the psitive initiatives already in full swing while practively tackling new challenges and pprtunities. The Cmprehensive Plan, invlving extensive cmmunity utreach, als prvides a framewrk fr the develpment f prgrammatic gals and capital imprvement planning. PLANNING PROCESS Cultivating Places is the culminatin f a multi-year planning prcess that sught t invlve everyne with a stake in the City f Stevens Pint. The Cultivating Places planning prcess fllwed an eleven step planning prcess, which is based n the Internatinal Ecnmic Develpment Cuncil s Ecnmic Develpment Strategic Planning Mdel: 1. Organizing and Pre-Planning - Initiate and rganize the cmprehensive planning prcess. Identify and begin t recruit the

9 PUBLIC INVOLVEMENT The verarching gal f Cultivating Places was that this update t ur City s Cmprehensive Plan wuld be a cmmunity-driven effrt t mve ur City frward tgether, s public invlvement was a critical cmpnent f each Prtage Cunty Arts Alliance, Prtage Cunty Business Cuncil, Rtary Club f Stevens Pint, Stevens Pint Area Schl District, Page 9 f 11 step in the planning prcess. We cmmitted t a thrugh public prcess, seeking ut residents in every aldermanic district, businesses, cmmunity rganizatins, and ther stakehlders. Stevens Pint Area Senir High Student Gvernment, Stevens Pint Nn Optimist Club, and University f Wiscnsin-Stevens Pint. Hundreds f peple wh live, wrk, learn, and play in Stevens Pint participated in the planning prcess between Fall 2014 and Spring 2016, making time t share their visins, hpes, and dreams fr the next decade Prject Website ( that catalgued the planning prcess, public events, results, and findings and invited input and interactin thrugh an nline survey. in the life f ur City. Many thanks t each and every ne f yu. Opprtunities fr Public Invlvement T fster a citizen-driven plan, Cultivating Places engaged a range f strategies t meet the peple f ur City, learn frm their unique perspectives and experiences, and use their knwledge t create the basis fr the plan. Opprtunities fr learning and sharing included: Traditinal Meetings with the public via the Plan Cmmissin cnvened t guide and versee the prcess. Neighbrhd District Meetings with residents f each aldermanic district. Interviews, Presentatins, and Fcus Grups with stakehlders and cmmunity rganizatins. These grups included: Assciatin f Dwntwn Businesses, Eastside Business Assciatin, Kiwanis Club f Stevens Pint,

10 Visin and Plan Organizatin VISION The fundatin fr Cultivating Places revlves arund the idea f Placemaking. Accrding t the Prject fr Public Spaces, Placemaking is bth an verarching idea and a hands-n tl fr imprving a neighbrhd, city r regin. It has the ptential t be ne f the mst transfrmative ideas f this century (Prject fr Public Spaces). While Placemaking is nt a new idea, it is becming a significant mvement as cmmunities try t find ways t imprve their cmpetitive advantages. Cmmunities are discvering that it takes a place t create a cmmunity, and a cmmunity t create a place (Prject fr Public Spaces). Ultimately, it is peple wh create places. Therefre, ver the curse f the planning prcess, hundreds f residents and stakehlders wh live, wrk, learn, and play in Stevens Pint tk the time t share their visins fr the next tw decades f life f the City. Thrughut the public input prcess, several cmmn themes were heard. These themes led t the creatin f the fllwing visin statement, with fur Guiding Principles 1 : Actively engage cmmunity partners t cultivate distinct, identifiable places within the cmmunity t create a Livable, Cnnected, Resilient, and Sustainable city. The Guiding Principles: Livable, Cnnected, Resilient, and Sustainable will be incrprated thrughut the Plan t establish gals, bjectives, and strategies that strive t achieve this visin. GUIDING PRINCIPLES Guiding Principles describe the City s aspiratins n what is desirable fr the cmmunity thrughut the planning future. The creatin f gals, bjectives, and strategies/plicies/prgrams within the Plan will fllw the fur Guiding Principles: Livable, Cnnected, Resilient, and Sustainable. The specifics f the fur Guiding Principles are further clarified belw: Livable This principle cvers many aspects f achieving a desired cmmunity where ne wuld chse t live. Specifically, Livable fcuses n: Quality f Life attributes such as safe and well-maintained neighbrhds with cnvenient access t parks, recreatinal pprtunities, the waterfrnt, cmmunity gathering places, quality schls, and nearby services. Diverse and Affrdable neighbrhds that meet husing, recreatinal, and business needs fr a variety f incmes, ages, and life styles. Cmmunity Design and Aesthetics that prmte high quality and attractive site and building design, and the preservatin f histric buildings and sites. Accessible safe, well-maintained, and extensive systems f rads, bicycle rutes, pedestrian paths, and transit crridrs fr all users that intercnnect neighbrhds and cnnect t the regin. Technlgy that is reliable, efficient, and cmplete systems fr residents and businesses t be cnnected, infrmed, and invlved. Resilient This principle fcuses n the cmmunity s capacity respnd t, withstand, and recver frm adverse situatins, thrugh the fllwing: Sustainable This principle fcuses n the ability t undertake sustainable develpment, which meets the needs f the present withut cmprmising the ability f future generatins t meet their wn needs. fcuses n the fllwing elements: Specifically, Sustainable Envirnmental natural systems and built structures that prtect and enhance habitats, create a healthy envirnment, address climate change, and prmte energy efficiency. Ecnmic plicies that prmte a vibrant ecnmy ffering chices in living wage jbs, businesses, services, and entertainment thrughut the cmmunity. Scial services that fulfill the basic needs f all peple withut regard t incme, age, race, gender, r ability.
