Address spillver cncerns G R O U P 15 Wrking Grup Adpted 6 Principles In the first ne, the Wrking Grup recgnized that the cnnectin between the cst f building parking and the cst f building husing fr peple f all incme levels. Secnd, the Wrking Grup recgnized that supply fr parking is nt ne-size fits all. Third, the Wrking Grup wanted t create a develpment review plicy that clearly and predictably implements the brad transprtatin plicies that I mentined earlier. Principle 4: When yu build mre parking, yu get mre residents wh have cars, and wh will then drive them, increasing traffic n the rads In principle five, the Wrking Grup recgnized that reducing parking and driving will reduce impacts n the rads. Finally, the Wrking Grup was especially cnscius f the ptential fr spillver as a result f the plicy. Page 13 f 23

15 LOWER MINIMUM REQUIREMENTS FOR EACH COMMITTED-AFFORDABLE UNIT G R O U P 17 Parking Rati Reductins fr Affrdable Husing Allw builders t build less parking fr affrdable units than fr market-rate units. The deeper affrdability cmmitment fr each unit, the fewer parking spaces that builders will be required t build fr each unit. Data frm a variety f Arlingtn surces shw us that husehlds with lwer incmes generally wn fewer cars. Expressly called fr the in Master Transprtatin Plan and the Affrdable Husing Master Plan. Benefit: Will encurage mre affrdable husing develpment. Benefit: Will reduce the burden n the Cunty s Affrdable Husing Investment Fund n prjects that tap this public funding. Page 15 f 23

16 OPTION TO EXCHANGE VEHICLE PARKING FOR BIKE, BIKE-SHARING, AND CAR-SHARING AMENITIES AT THE BUILDING G R O U P 18 A builder culd substitute 10 extra bike parking spaces fr tw car-parking spaces. Full spnsrship f a Bikeshare statin culd als reduce car-parking requirement. Up t 4 spaces fr the largest statin. A car-share space with a guarantee f service fr at least three years wuld allw fr up t 5 parking spaces. Benefit: Prmtes biking and car-sharing, tw efficient mdes f transprtatin that reduce vehicle travel. Master Transprtatin Plan expressly calls fr reductins in parking requirements with exemplary access by nn-mtrized travel mdes and car-sharing vehicles. Page 16 f 23

17 OPTION FOR SOME PARKING TO BE SHARED BETWEEN USES IN A MIXED-USE BUILDING D E D I C A T E D P A R K I N G S H A R E D P A R K I N G Residential Office Requires analysis frm ULI Shared Parking Mdel OR ther mdel that meets Cunty specificatins G R O U P 19 The same parking space culd be used by mre than ne use different times f the day, allwing the same number f peple t park using less space. Fr example, in a mixed-use prject, certain kinds f retail and residential, r residential and ffice. Benefit: Allws builders the ptin t increase the efficiency f their garages. Called fr in the Master Transprtatin Plan and multiple sectr plans. Sme ffice prjects already apprved with shared parking like this, but we recmmend that the Cunty clearly lay ut hw shared parking wuld be apprved. Page 17 f 23

18 ALLOW DEVELOPERS TO OFFER PARKING IN NEARBY BUILDINGS INSTEAD OF ON THE PROPERTY Same wnership r 10+ year lease 800 ft. maximum G R O U P 20 Instead f building new parking, a develper prvides surplus parking smewhere else nearby fr residents t use. If the tw buildings are wned by the same cmpany, then the builder just needs t shw where residents frm the new building will be able t park. Or, the builder can get a lease f 10 r mre years. The ther lt wuld need t be within 800 ft. The building wuld need t keep renewing leases. If, at sme pint in the future, a building wner wishes t change the number f parking spaces leased ff site, then the wner wuld need t apply fr a Minr Site Plan Amendment. Benefit: Many f ur ffice buildings have an versupply f parking. This is a way t use thse resurces mre efficiently. Called fr in the Master Transprtatin Plan and multiple sectr plans. Page 18 f 23

19 CONDITIONS IMPOSED IF A DEVELOPER CONSTRUCTS EXCESS PARKING Mitigatin fee OR Place parking in Tandem cnfiguratin 1.65 spaces / unit Stackers Phts carstackers.c.nz jelgdrich.cm G R O U P 21 If a builder prpses t cnstruct mre than 1.65 spaces per unit (abut 1.5 x the current zning minimum), then they wuld be required t pay a mitigatin fee t the Cunty r put thse spaces in tandem r stackers. Why? If a building has a lt f parking, then it s likely t attract residents with lts f cars, cars that they will drive. Benefit: Cunty wants t minimize traffic, s this payment will discurage excess parking cnstructin and will allw the Cunty t recup the cst f increased driving. Or, if the excess parking is put in tandem r stacker spaces, then thse cars will be less cnvenient t use n a daily basis, reducing driving. Page 19 f 23

Develpers wuld be able t ask fr reductins n a case-by-case basis when these cnditins are present, but nly after explring ff-site shared parking and ther elements like building bike parking in lieu f car parking.
