See the attached Cunty staff reprt fr infrmatin n the Transient Occupancy Tax (TOT) and implementatin f the Turism Master Plan in eastern Placer Cunty. The reprt als describes the CAP Cmmittee s 13 member representatin structure, eligible rganizatins, terms, and appinting rganizatins. Cunty staff presented data frm public meetings c cnvened by Placer Cunty and the Nrth Lake Tahe Resrt Assciatin n Turism Master Plan pririties at the Bard f Supervisrs Meeting n December 12 th. DISCUSSION There are tw seats n the CAP Cmmittee representing Special Districts and Public Utility Districts (PUDs) in eastern Placer Cunty. The five eligible Districts are: Squaw Valley Public Service District Nrthstar Cmmunity Services District Nrth Tahe Public Utility District Tahe City Public Utility District Truckee Tahe Airprt District 305 Squaw Valley Rad P.O. 2 The Cunty is expected t send a letter in mid December t these agencies requesting tw nminatins thrugh a prcess that s yet t be determined. Cunty staff indicated that nminatins may be accepted and the Cmmittee frmed by the end f January There is a ptential that the CAP Cmmittee will be selected befre ur next Bard f Directrs Meeting n January 30, ALTERNATIVES: Due t the tight timeline, the Bard can authrize the General Manager, a Bard member, r a cmmittee f the Bard, that can meet as needed, t participate in the appintment prcess with the ther fur Special Districts t select tw representatives t serve in the seats designated fr Special Districts / PUDs. The Bard, a cmmittee f the Bard, r the General Manager can nminate a representative fr the Squaw Valley PSD fr cnsideratin by the grup f Special Districts fr appintment t the CAP Cmmittee. The representative can be a Bard, staff, r cmmunity member. Alternatively, the Squaw Valley PSD can defer representatin n the CAP Cmmittee until later. Representatin by individual Special Districts is expected t alternate between the five Districts which will serve staggered tw year terms. One f the tw CAP Cmmittee members may serve a three year term t establish the staggered schedule. FISCAL/RESOURCE IMPACTS: N direct fiscal impacts are expected frm participating in the appintment prcess r frm a District representative serving n the CAP Cmmittee. There wuld be a labr resurce impact if staff represents the District n the CAP Cmmittee insmuch that the time cnsumed t perfrm wrk required t serve n the Cmmittee reduces the time available t perfrm ther District duties and respnsibilities. RECOMMENDATION: 1. Direct the General Manager, a Bard member, r a Cmmittee f the Bard t participate in the appintment prcess. 2. ACTION REQUESTED 1. Receive an update n public meetings c-cnvened with the Nrth Lake Tahe Resrt Assciatin (Resrt Assciatin) n Turism Master Plan pririties, the prpsed Capital Prjects Advisry Cmmittee and revenue strategies t supprt Turism Master Plan implementatin in eastern Placer Cunty, and; 2. Apprve the frmatin f a Capital Prjects Advisry Cmmittee including cmmittee seats, eligible rganizatins, terms and appinting rganizatins. BACKGROUND Transient Occupancy Tax (TOT) is cllected cuntywide n vernight ldging ccupancy f 30 nights r less at a rate f eight percent. On March 26, 1996, vters apprved an increase in TOT frm eight percent t 10 percent fr the prtin f Placer Cunty described as the Nrth Lake Tahe Cllectin Area (Attachment 1 Map f the Cllectin Area) t fund capital prject develpment in supprt f a sustainable turism ecnmy in Nrth Lake Tahe. Vters reauthrized the 10 percent Nrth Lake Tahe Transient Occupancy Tax in 2002 and again in 2012 t further supprt cmmunity pririties T define pririties fr allcatin f Transient Occupancy Tax in eastern Placer Cunty, yur Bard engaged the cmmunity t develp the Turism Develpment Master Plan (TDMP) which was apprved by yur Bard in Cmmunity pririties identified in the TDMP were included in ballt language fr the 1996 measure. One utcme f the TDMP was the creatin f a cmmunity based rganizatin t prvide marketing and visitr infrmatin services and advise yur Bard n visitr-serving capital prjects. The Resrt Assciatin was frmed in 1995 t prvide these services. The TDMP was updated in 2004 and again in 2015 in respnse t a changing turism industry. Bth updates were infrmed by a rbust cmmunity engagement prcess facilitated by yur Bard in partnership with the Resrt Assciatin. The 2015 update is referred t as the Turism Master Plan (TMP) and emphasizes cmmunity pririties including visitr-serving amenities like trails, expanded transprtatin service, visitr serving facilities and destinatin marketing services. T supprt TMP implementatin, Placer Cunty cntracted with the Resrt Assciatin t manage a cmmittee t review and recmmend capital prjects t yur Bard. The cmmittee was referred t as the Capital Infrastructure and Transprtatin cmmittee (CIT Cmmittee) and

ISSUE This year, Cunty staff prpsed changes t the partnership with the Resrt Assciatin including the cmpsitin f the CIT cmmittee and the Cunty s rle in managing the cmmittee. The Resrt Assciatin was nt in agreement with sme f the prpsed changes. Bth rganizatins agreed t facilitated sessins t discuss cncerns and identify areas f alignment. A mediatr was identified and sessins were held n June 23, 2017 and August 31, Several items were discussed during these sessins including a new cmmittee. Participants defined cmmittee bjectives which included the fllwing: Recmmend capital prjects t yur Bard cnsistent with the TMP Insure the cmmunity vice is represented Insure brad gegraphic cmmunity participatin and representatin Engage the cmmunity t review TMP pririties t insure cnsistency with changing cmmunity needs T achieve these bjectives, Placer Cunty and the Resrt Assciatin agreed t c-chair the new cmmittee referred t as the Capital Prjects Advisry Cmmittee (CAP Cmmittee). Bth rganizatins als agreed t c-cnvene public meetings t review Turism Master Plan pririties and slicit feedback n the prpsed CAP Cmmittee including prpsed cmmittee seats, representative rganizatins, term limits and appinting rganizatins. Placer Cunty and the Resrt Assciatin c-cnvened three public meetings t supprt these agreed t next steps. They were held in Kings Beach, Tahe City and Dnner Summit t insure brad public participatin. Over 100 cmmunity members attended and dzens mre prvided feedback by and phne. Meeting bjectives included: Update the cmmunity n the status f Turism Master Plan pririties Prvide infrmatin n the recently apprved Transient Occupancy Tax Plicy Share details abut the partnership between Placer Cunty and the Resrt Assciatin Slicit feedback n Turism Master Plan pririties, the prpsed capital prjects advisry cmmittee and revenue strategies t fund Turism Master Plan pririties The meetings started with a jint PwerPint presentatin given by Cunty and Resrt Assciatin staff fllwed with three statins staffed with representatives frm bth rganizatins. Visual aids included a list f TMP pririties, an infgraphic with the prpsed CAP Cmmittee and a list f ptential revenue strategies. Feedback sheets and cmment cards were als prvided. Cunty staff will prvide an update n meeting utcmes including themes identified in the feedback sheets and cmment cards. This cmmittee is t recmmend t yur Bard thrugh the Cunty Executive Office n Turism Master Plan (TMP) pririties including Transient Occupancy Tax (TOT) grant funds t visitrserving capital prjects t implement the Turism Master Plan and Transient Occupancy Tax Plicy in eastern Placer Cunty. Eligible Business Assciatins represent the business cmmunity and supprt implementatin f the Turism Master Plan thrugh ecnmic develpment, business develpment and marketing initiatives. The Assciatins must be incrprated, have a bard f directrs and meet minimum meeting requirements as defined by the rganizatin s bylaws t be cnsidered eligible fr nging participatin in the Capital Prjects Advisry Cmmittee prcess.

Tahe City Dwntwn Assciatin (Tahe City) Eligible Special Districts include thse that implement prjects and prvide services cnsistent with the Turism Master Plan such as trails, recreatin and transprtatin. Member Terms Cmmittee member terms will be staggered between tw and three years t ensure cmmittee stability. After the first three years, all terms will be tw year terms. Member Appintments Members will be appinted t the cmmittee by identified rganizatins. Applicatins and appintments fr seats will be received by Placer Cunty and the Nrth Lake Tahe Resrt Assciatin. The Bard f Supervisrs will apprve appinted members t the cmmittee. Cmmittee Meetings The cmmittee will rtate meeting lcatins t ensure brad cmmunity participatin and engagement.
