The EBRD Turkey MSME Lending Prgramme cmbines lng term lans by the Eurpean Bank fr Recnstructin Develpment (EBRD) with advisry training cmpnents (Technical Assistance, TA) t a number f selected Turkish partner banks. The TA cmpnent f the prgramme was launched in Nvember The verall bjective f the Prgramme is t help Partner Banks (PBs) participating in the EBRD MSME Finance Facility in Turkey intrduce /r further accelerate Micr- Small Medium Sized Enterprise (MSME) lending techniques t the least ecnmically develped regins f the cuntry, thereby increasing funding t MSME brrwers, specifically t agricultural brrwers. Besides the measures supprting MSME lending, the prgramme cnsists f specific technical assistance measures t increase credit t the agriculture sectr enable PBs t lend at stable levels in the agriculture market. Fr the time being, Akbank, DenizBank, Garanti Bank, Isbank, TEB, TSKB, Vakifbank Yapi Kredi Bank are the eight partner banks f the Technical Assistance prgramme. End f Phase II with utsting results As f end-octber 201, the secnd phase f the technical assistance prgramme within the EBRD MSME Finance Facility has been cmpleted. The last 18 mnths have been a very successful perid fr all parties invlved. EBRD is als pleased t have cntributed t the agricultural MSME lending capacity f its partner banks in Turkey by means f the technical assistance services prvided in the facility. In this perid, sme new partner banks als decided t base their agricultural lan assessment mdels n CAP (Client Assessment Prgramme), which was develped in Phase I. The Value Chain Finance (VCF) scheme fr agriculture has been intrduced 6 different examples f value chain have been develped successfully with tw partner banks. The Evlving Agricultural Finance Wrkshp has been rganized n May 9, 201 in Istanbul. Wmen Entrepreneurs in Turkey Their Banking Relatinships research has been cmpleted. The agriculture study tur fr TSKB, the first privately wned develpment bank in Turkey tk place in early June 201 in Germany. Training prgrammes n MSME agricultural lending have cntinued. Ttal number f bankers trained in varius classrm n-the-jb trainings reached 2,299 bank staff with an average satisfactin rate maintained at 94.6%. T ensure sustainability f trainings, training f trainers prgrammes have als been cmpleted at partner banks with adequate internal trainer capacity. The technical assistance cmpnent f the prject in Phase II (May 2012 Octber 201) Phase III (Nvember 201 Octber 2015) is funded by the Eurpean Unin. This prject is funded by the EBRD. The technical assistance cmpnent f the prject in Phase I (Nvember 2010 April 2012) was funded by the USAID. The technical assistance cmpnent f the prject is prvided by Frankfurt Schl f Finance & Management. EBRD lks frward t cntinuing its cperatin with partner institutins & prgramme clients as well as sustaining the technical assistance activities in Phase III f the Facility. In Phase III f the facility, the selected partner banks will cntinue t receive technical assistance services fr a perid f 24 mnths. With regards t sustainability f CAP, the tl is planned t be reprgrammed fr KKB, the Credit Registratin Bureau in Turkey in rder t prvide a centralized supprt fr prvisin f agricultural data t partner banks t the whle Turkish banking sectr thrugh time. 2 Client Assessment Prgramme (CAP Tl) CAP Tl is a system establishing the necessary link between farmers / agricultural entreprises financial institutins. It is designed as a cmprehensive risk assessment mdel, but is tailr-made frm ne partner bank t anther, depending n the risk appetite lending strategies f each partner bank. CAP tl is a unique agrcredit assessment tl designed t supprt PBs staff with little r n agricultural knwledge in the decisin making prcess. EBRD Turkey MSME Finance Facility Success Stries Vide EBRD Turkey MSME Finance Facility Vide has been bradcasted as f end-june 201 n MSME Turkey website. The vide starts with an pening speech by Michael Davey, EBRD Directr fr Turkey, referring t the strng grwth in agriculture that is ging thrugh in Turkey. Mr. Davey als stated that EBRD is cmmitted t help the banks in Turkey t develp appraches in rder t mitigate the risks in agricultural lending. CAP Tl its integratin int KKB Driven by the requirement f having a sund agri-lending mechanism at partner banks reflecting the real financing need f each agricultural prducer as well as mitigating the risks invlved in agri-lending prcess; an innvative scring mdel Client Assessment Prgramme (CAP Tl) has been develped in the previus phase. CAP tl establishes the necessary link between farmers / agricultural enterprises financial institutins increases access t finance within agriculture sectr while securing the risk cntrl mnitring. CAP has been prgrammed as an excel web-based tl tailred t the needs f each interested partner bank. It is currently being used by Yapi Kredi Bank, Isbank, Akbank Vakifbank. In rder t ensure sustainability f CAP tl enable current CAP-user partner banks as well as ther Turkish banks t cntinue / launch agricultural lending activities, the tl is planned t be transferred t Credit Bureau f Turkey (KKB). Training Prgrammes In rder t increase agricultural MSME lending capacity f the partner banks, varius classrm n-the-jb trainings cntinued t be delivered as part f the Technical Assistance cmpnent f the EBRD MSME Finance Facility. The ttal number f bankers trained in varius classrm training prgrammes reached 2,251 bank staff (22 f which between July - Octber). 94.6% f the participants rated the training as excellent r gd, denting the high quality relevance f the prgrammes. Fllwing the suggestins f the cnsultant team, the training sessins were reginally perfrmed with a training cntent differed accrding t characteristics f agricultural activity in each regin. Wmen Entrepreneurs in Turkey The EBRD MSME Lending Prgramme is seeking t increase the number f wmen in business in Turkey by prviding trainings cnsultancy t the banking sectr. Yu culd see the details f reginal wmen entrepreneurs seminars delivered previusly n ur website Their Banking The cnsultant team has cnducted the largest market survey ever realized in Turkey t reveal the wnership structure f wmen-wned enterprises in the cuntry. The research als aimed at identifying the prfile f Turkish wmen entrepreneurs, as well as uncvering their needs, pririties their existing relatins with the Turkish banking industry in rder t help the banks t develp a rbust Wmen Entrepreneur Value Prpsitin. The research reprt is prepared based n the utcmes f tw separate, but clsely related market surveys, as well as a number f fcus grup meetings. The first survey was designed t btain a baseline data n female wnership structure in the MSME segment in Turkey check whether wmen sharehlders have an authrity in decisin making prcess. It is cnducted with,420 rmly selected enterprises acrss 81 prvinces in Turkey in rder t make the ttal result statistically significant fr the entire target grup. The secnd survey elabrated further n the scial identity f wmen entrepreneurs in Turkey their expectatins with a special fcus n financing, training cnsultancy needs. It als aimed at prviding guidance t financial institutins t better target this specific segment. The selected sample size fr the secnd survey was 1,54 wmen wned enterprises. The research results will sn be published shared with interested partner banks. Value Chain Finance (VCF) scheme fr sustainable agriculture Value Chain Finance Value chain finance (VCF) fr agriculture is an apprach f grwing interest t financial institutins t stakehlders invlved in value chains. Value chain finance can cntribute t meeting the grwing need fr agricultural finance investment in a structured manner, respnding t the needs f farmers, suppliers prducers f prcessed r value added prducts. At the beginning f Phase II, the cnsultant team had rganized an intrductry seminar/meeting with all partner banks t intrduce the pssible ways f implementing Value Chain Finance (VCF) in Turkey t identify cperatin areas. The team has als initiated 22 pssible VCF schemes in several regins, 6 f which have been established implemented successfully: Bilge Tarım in Çan Çanakkale, Içtenler Tarım in Bafra Samsun, Kaya Gıda (Bafira) in Bafra Samsun, Çakır Ekljik in Muğla, Çalcalar Gıda in Muğla (all Isbank clients) Gedik Piliç in Uşak (a Yapi Kredi Bank client). On the ther h, cperatin pprtunities with TEB n VCF implementatin have been explred in the last quarter f Phase II. TEB the cnsultant team agreed t test the cncept in a pilt regin (the Thrace Regin) in Phase III then, based n the results f pilt implementatin, decide n the next steps. The cnsultant team has already started t investigate apprpriate VCF cidate firms in the Thrace regin plans t launch jint VCF visits with TEB after mid-december 201.
