2 Essentials f Financial Instruments General infrmatin Overview The plicy framewrk fr Eurpean Structural and Investment Funds emphasises the need fr a mre significant use f financial instruments (FIs) in the prgramming perid FIs are nt limited t specific bjectives anymre, but can be implemented within all funds and pririties. The verall gal is t imprve the quality f prjects supprted with FIs, as the financial supprt must be repaid. The Cmmissin supprts the use f FIs by prviding ff-the-shelf financial instruments with standard terms and cnditins, which are cmpatible with ESI Funds regulatin and State Aid rules and seek t cmbine public and private resurces (Cmmissin Implementing Regulatin 964/2014). The managing authrities can als get invlved in the centrallymanaged FIs such as Hrizn 2020, COSME and the SME Initiative. With the grwing imprtance f FIs it is f majr relevance that all fficials invlved in their set-up and implementatin - bth the managing bdies and the beneficiaries - are aware f the applicable regulatin and prcedures applying t credits, guarantees and equity.
