6 11th EDF Legal framewrk 2/ Overseas Assciatin Decisin (OAD) New Cuncil decisin 2013/755/EU adpted n 25/11/2013 Prvides legal basis fr the assciatin f the OCTs with the Eurpean Unin and establishes pririty areas (including inter alia envirnment, trade and reginal integratin) fr cperatin with OCTs. Main bjectives : establishment f a reciprcal relatinship between the Eurpean Unin and OCTs based n mutual interests and shared values supprt t the sustainable develpment f OCTs enhancement f OCTs' cmpetitiveness strengthening f OCTs' resilience and reductin f their vulnerability prmtin f cperatin f OCTs with ther partners prmtin f EU's values and standards in the wider wrld 6

7 Bridging Facility Freseen t allw cmmitting EDF funds between January 2014 until entry int frce f the 11th EDF. Cuncil decisin creating the Bridging Facility adpted n 12/12/2013 (OJ L335 f 14/12/2013, p.48). The Bridging Facility cnsists f funds de-cmmitted frm 8-9 th EDFs, uncmmitted funds f 10th EDF at 31/12/2013, and decmmitments frm the 10th EDF after Sunset Clause. These funds will be accunted fr under the 11th EDF. Limited resurces ( 1.4bn r lwer) => cver pririty needs, will be insufficient t cver full 2015 pipeline 7

8 11th EDF Prgramming: principles The principles f the ACP-EU Partnership (wnership, pivtal rle f dialgue) + new plicy with the Agenda fr change: Value added and greater impact, targeting ressurces where they are mst needed (differentiatin and cncentratin) Fcus n inclusive and sustainable grwth, gvernance, and human develpment Jint prgramming with Member States Cmplementarity exercise between the different instruments and levels f prgramming 8

9 11th EDF Prgramming: prcess (1) 3 level f prgramming : 1/ Natinal level: t supprt ACP nat. develpment plans 39 Natinal Indicative Prgrammes (NIPs) signed by EU and ACP sides (16 NIPs signed in Nairbi n 19/06/2014) r ready t be signed as sn as pssible Remaining NIPs t be finalized in the curse f 2014 Eurpean Parliament (EP) will exercise its demcratic scrutiny under new legislature (EP psitin t be taken int accunt during implementatin) Benchmarking fr Human Develpment (20%) and Climate Change (20%) n track, even if targets refer t the whle EU cperatin 9

10 11th EDF Prgramming: prcess (2) 2/ Reginal level: supprt reg. integratin & cperatin New apprach fr reginal prgramming: mre fcused (reginal ecnmic integratin, peace and security, natural resurces) supprt few key bjectives f reginal rganisatins + tackle bstacles f reginal integratin => supprt als rle f natinal authrities, specialised institutins, reginal develpment banks arund 1bn n blending (mixing EU grants +lans) fr infrastructure Reginal Indicative Prgrammes (RIPs) in preparatin, t be finalized end 2014/early / Intra-ACP level: adress cmmn challenges faced by ACP cuntries as a whle Intra ACP Strategy t be finalized by end 2014: increased cncentratin/fcus n key shared challenges where internatinal cperatin brings added value 10
