Synchrnisatin between receivers at different lcatins can be established and maintained using GNSS reference time. In additin, a master clck synchrnises itself using the time prvided by GNSS and redistribute this time t slave clcks disseminated within systems. Precise Timing & Synchrnisatin is crucial t a range f strategic activities such as Critical Infrastructure (CI), a system r asset essential fr maintaining such vital scietal functins as health, safety, ecnmic and scial well-being f peple. This infrastructure ften relies n GNSS precise time in rder t synchrnise their netwrks and mnitr sites, depending strngly n the time accuracy requirements. Applicatins f GNSS timing include but are nt limited t aviatin, telecmmunicatins and cmputer netwrks, energy generatin and distributin, finance r ther gvernment functinality. Fr example, finance transactins need a lw accuracy requirement (rder f micrsecnds), medium accuracy is needed fr energy and mst f Telecm applicatins (rder f micrsecnds), whereas Satcm services need high accuracy (nansecnds). In this cntext, the Fundamental Elements prjects has the bjective t develp a lw cst Galile receiver able t determine the timing with high accuracy in bias and drifts. Objectives pursued and freseen results: Objectives f the prjects: Develpment and testing f a Galile-based time receiver; The essentaial requirements fr such a receiver are: Rbust anti-jamming receiver slutins and lw verall csts f the receiver; Such receiver shall use the Galile System Time as time reference and shall be cnfigurable t use a single frequency r a multiple frequency slutin;

2 The interfaces t be implemented are: PTP, NTP, SyncE, PPS, 10 MHz, and IRIG-B. Additinal interfaces can be prpsed by the applicants. Descriptin f the activities t be funded under the call fr prpsals: The call fr prpsals is intended t fund up t tw (2) prjects with the fllwing activities: Develpment, testing and demnstratin f a Galile-enable timing receiver. Demnstratin phase f at least 6 (six) mnths in a real applicatin scenari. Essential eligibility, selectin and award criteria: 1. Eligibility - The prpsal may be submitted by entities fulfilling all the criteria belw: Legal persns established 1 in and/r natural persn(s) wh is natinal f ne f the fllwing cuntries, are eligible: EU Member States Switzerland, Nrway, Applicants must crrespnd t the definitin f the fllwing target rganisatins: active in the develpment, integratin and/r manufacturing f GNSS cmpnents, receivers, antennas and/r expert in the field f GNSS Research and develpment (R&D) 2. Nn-exclusin criteria Accrding t Article 131(4) f the Financial Regulatin the exclusin criteria (paragraphs 1 t 4, 6 and 7, except pint (b) f the first subparagraph and the secnd subparagraph f that paragraph, paragraphs 8, 9, 11 and 13 t 17 f Article 106) shall be applied als fr grants. 3. The applicants must fulfil the fllwing selectin criteria: - The financial capacity f the applicant t perfrm the prpsed activities - The technical capacity f the applicant t perfrm the prpsed activities 4. Main award criteria: - Relevance f the prpsal t achieve the bjectives f the call, credibility f the prpsed apprach, and innvatin f the slutins prpsed; - Impact in terms f ecnmic and public benefits derived frm the prpsal including but nt limited t a cherent business plan fr the explitatin f the results f the grant; - Credible and effective disseminatin plan fr the results in the best interest f the Eurpean Unin; - Quality f the implementatin: cherence and effectiveness f the wrk plan, including apprpriateness f the allcatin f tasks and resurces. Cnsequently the GNSS technlgy faces challenges t increase psitining accuracy, making use f the upcming GNSS multi-frequency and multi-cnstellatin envirnment, achieving tighter hybridisatin with a wide spectrum f ther sensrs, etc., while maintaining a cmpetitive pricing scheme. Dual-frequency receivers fr mass-market devices (such as smartphnes, IT devices, wearable equipments, etc.) are currently being develped thus enabling high accurate psitining and navigatin fr lw-end users. Applicatins include persnal devices (smartphnes, tablets, wearable equipment, etc.), IT devices, healthcare equipment fr persnalised hme-care, crwd-surcing, self-learning enabled equipment, etc. Cst efficient duble-frequency receivers fr mass market applicatins are currently being develped thus enabling higher precisin psitining and navigatin fr users gds. In this cntext it is necessary t invest further in cst-efficient Galile-ready innvative technlgies t further enable mass market applicatins. Objectives pursued and freseen results: The call fr prpsals is intended t fund up t five (5) prjects. Each prject shall reach these bjectives: Develpment, integratin, testing and demnstratin f hardware (HW) cmpnent(s) and/r algrithm(s) filling technlgy gaps fr mass-market GNSS chipsets and devices (e.g. duble- r multi-frequency lw-cst GNSS antenna, pwer ptimisatin algrithms, carrier phase measurements fr mass-market receivers etc.). The HW cmpnent(s) and/r algrithms shall leverage Galile differentiatrs. The HW cmpnent(s) and/r algrithms shall be be cst efficient, cmmercial grade, cmpliant with specific mass-market cnstraints and ready t be integrated int a massmarket device.

Cnsequently the GNSS technlgy faces challenges t increase psitining accuracy, achieve tighter hybridisatin and miniaturisatin with a wide spectrum f ther sensrs, etc., while maintaining a cmpetitive pricing scheme. Applicatins include husehld devices and healthcare equipment fr persnalised hmecare, smart-city devices, crwd-surcing, self-learning enabled equipment, etc. In this cntext it is necessary t invest further in cst-efficient Galile-GPS minituarised receiver fr mass internet f things (IT) applicatins Objectives pursued and freseen results: The call fr prpsals is intended t fund up t three (3) prjects. Each prject shall reach these bjectives: Develpment and test IT graded single-cnstellatin r duble-cnstellatin Galileenabled GNSS-based device fr mass-market. The GNSS device shall leverage Galile differentiatrs featuring single- (Galile) r dublecnstellatin (Galile/GPS), being tightly integrated with ther sensrs. The GNSS device shall be cst efficient, clse-t-market, cmpliant with specific massmarket IT cnstraints and ready t be cmmercialised. This cncept can be applied fr advanced interference detectin techniques capable t cllect data t be prvided bth t the service centres f GNSS prviders and the frequency authrity able supprt in remving bth intentinal and unintential surces f interference. In this cntext, it is necessary t invest in technlgy t leverage new mechanisms f interference detectin at the receiver level including sharing in a crwd surced way. Objectives pursued and freseen results: The call fr prpsals is intended t fund up t tw (2) prjects. Each prject shall reach these bjectives: Leverage innvative mechanisms t detect interference at receiver level and sharing this infrmatin in a crwd surcing based netwrk fr mass market and/r prfessinal receivers (registered/nn registered users); Rbustness imprvements at receiver level, in additin t detectin; The resulting GNSS device shall be cst efficient, clse-t-market and ready t be cmmercialised. 13 1.2 Member States supprt Supprt fr PRS Navigatin Mnitring by EU Member States LEGAL BASIS: Regulatin (EU) N 1285/2013 f the Eurpean Parliament and f the Cuncil f 11 December 2013 n the implementatin and explitatin f Eurpean satellite navigatin systems and repealing Cuncil Regulatin (EC) N 876/2002 and Regulatin (EC) N 683/2008 f the Eurpean Parliament and f the Cuncil and Delegatin Agreement between the Eurpean Unin, represented by the Eurpean Cmmissin and the Eurpean GNSS Agency n the Explitatin Phase f the Galile Prgramme signed n 2 Octber Decisin N 1104/2011/EU f the Eurpean Parliament and the Cuncil f 25 Octber 2011 n the rules fr access t the public regulated service applies and will cnstrain the participatin t these activities. Call fr prpsals BUDGET LINE: GEX.0162 BACKGROUND: GSA will perate the Galile Reference Centre (GRC) in Nrdwijk, the Netherlands, fr the purpse f independent perfrmance mnitring f the Galile services. The GRC undertakes the fllwing missins (frm Missin Requirement Dcument 7.2): Perfrm independent mnitring and assessment f Open Service (OS) service prvisin; Perfrm independent mnitring and assessment f Cmmercial Service (CS) data disseminatin; Cntribute t the independent mnitring and assessment f Public Regulated Service (PRS) service prvisin, in particular fr navigatin perfrmance 5 ; Althugh the GRC Cre Facility will have stand-alne capability t fulfil its main missin with a minimum required level f perfrmance, achieving full perfrmance and capabilities relies n the integratin f the Eurpean Unin Member States (MS) cntributins. These cntributins may supprt everyday peratins and specific campaigns. 5 The rle f GRC will be established by the prgramme, based n an analysis t be perfrmed taking als int accunt functinalities planned in the GSMC

14 While the precise rle f the GRC fr PRS navigatin perfrmance mnitring is under definitin, in any case the GSA is expecting t be granted access t perfrmance assessments cnducted by the Member States. Pririties f the call, bjectives pursued and expected results: Pririties f the call: - t btain MS supprt in relatin t PRS navigatin mnitring (see als activities sectin belw); - Benefit frm existing capacities at MS level, built n past public investments; Objectives pursued Thrugh this call fr prpsals the GSA intends t establish lng-term cperatin with the selected beneficiaries in the frm f Framewrk Partnership Agreements (hereafter FPA ) in supprt f the implementatin f MS cntributins t the PRS navigatin perfrmance mnitring. The activities f the FPA(s) shall be implemented thrugh Specific Grants (hereafter SG ). In particular, the purpse f the FPA and the subsequent SGs are t prvide access t data and expertise available at MS level fr PRS navigatin perfrmance mnitring, taking int accunt that: (1) Supprt frm MS must be independent frm the Galile system; (2) GSA shuld benefit frm but als cntribute t maintaining the lng term cmpetence and expertise at the level f MS; (3) MS cntributins shuld cmply with the defined Interfaces (i.e. data frmats, electrnic interfaces); Descriptin f the activities t be funded under the call fr prpsals: The anticipated supprt activities are: (1) PRS navigatin data prvisin: PRS navigatin data (bservables and/r navigatin messages cllected with static receivers situated inside MS r its territries shuld be regularly prvided; (2) Prvisin f navigatin related prducts: Prducts such as navigatin KPIs (including PVT (Psitin Velcity Time) and reference rbits and clcks (which culd be based n a cmbinatin f OS and PRS data) generated by the MS, accrding t agreements n a case-by-case basis; (3) PRS navigatin perfrmance mbile campaign: Campaign-based PRS navigatin perfrmance investigatins using mbile equipment; (4) Supprting Activities: Activities fr the definitin and analysis f the PRS navigatin prducts: Wrkshps and studies fr the definitin f PRS navigatin related prducts and different prducts cmparisn. 15 - Eligibility The prpsal may be submitted by entities fulfilling all the criteria belw: Public bdies and/r legal persns established in ne f the EU Member States which has a designated Cmpetent PRS Authrity (CPA) in accrdance with Article 5(1) f Decisin N 1104/2011/EU, are eligible; The applicant shall be frmally authrised by the designated CPA f the MS t carry ut the activities prpsed in its answer t the Call fr Prpsals.
