Als included is a brief intrductin t the CO2MPARE tl that has been develped t allw interested parties t calculate the carbn ftprint f activities that have been set ut by funding authrities in EU funds peratinal prgrammes. These new envirnmental requirements shuld be the building blcks n which significantly greater quality EU spending is delivered ver the next seven years, spending that needs t d mre fr cmmunities acrss Eurpe and ur lcal and cllective envirnment. At least 20% (mre develped), 15% (transitin regins) r 12% (15% if measures under Chesin Fund are cunted in) (less develped regins) t lw carbn ecnmy. The Chesin Fund can cntribute t ERDF thematic cncentratin requirements fr the lw carbn ecnmy. In case f less develped regins, this will increase the requirement frm 12 % t 15%. Fr the purpses f thematic cncentratin NUTS 2 regins cnsisting slely f island MS r f islands in MS which receive supprt frm the CF, r which are utermst regins, shall be cnsidered less develped regins. 5

Tls fr envirnmental mainstreaming a) Mainstreaming f sustainable develpment (art. 8 CPR) hrizntal principle Mandate frm the EU Treaty regarding sustainable develpment and preserving, prtecting and imprving the envirnment: - The bjectives f the ESI Funds shall be pursued in the framewrk f sustainable develpment and (.) preserving, prtecting and imprving the envirnment, ( ) taking int accunt the plluter pays principle. - MSs and the Cmmissin shall ensure that envirnmental prtectin requirements, resurce efficiency, climate change mitigatin and adaptatin, bidiversity, disaster resilience and risk preventin and management are prmted in the preparatin and implementatin f PAs and OPs. - Applicatin f hrizntal principles shall be described in the PA (art. 14, CPR). - Each OP shall include a descriptin f hw envirnmental prtectin requirements, resurce efficiency, climate change mitigatin and adaptatin, disaster resilience and risk preventin and management are taken int accunt. - Mnitring cmmittees shall examine the actins t prmte SD (art. 100, CPR). - Implementatin reprts t be prepared as f 2016, shall describe the actins taken t prmte SD (art, 101, CPR). - Specific tracking the financial supprt fr climate change bjectives via Ri Markers applied t the categries f interventin. 6

8 - Financial allcatins fr climate actin will cntribute t reaching the verall EU target that 20 % f EU expenditures shuld be climate related. They must respect the defined minimum allcatins fr TO4. - effective implementatin requires an apprpriate indicatr framewrk fr perfrmance mnitring c) CO2MPARE Carbn Tracking Tl fr OPs CO2MPARE is an EXCEL tl calculating the carbn impact f OPs based n the allcatins t the varius categries f interventin. Each categry f interventin has a typical carbn ftprint. By assessing the emissin impact per eur spent fr a given type f activity in this categry and multiplying this by the amunt spent n the activity, the CO2 emissins f different spending scenaris fr an OP can be cmpared. The tl as such is quite easy t handle, yu just enter the amunts fr each categry f interventin, and EXCEL autmatically calculates CO2 emissins. Hwever, the default carbn impact value f a specific categry f interventin is based n "Standardized Investment Cmpnents" (SICs). These are different frm cuntry t cuntry, and needed t be adjusted cuntry specific t give an ABSOLUT evidence f estimated CO2 emissins. Natinal experts wuld need t create the apprpriate SICs fr yur cuntry. But still yu can use CO2MPARE t make a RELATIVE assessment f the OP, i.e. if EUR 200 mi wuld be shifted frm rads t rail, we culd decrease the CO2 impact f that OP by 20%. Get the tl and guidance here: d) Cmmn Strategic Framewrk (CSF) (ANNEX 1 CPR) The Cmmn Strategic Framewrk shall prvide strategic guiding principles in rder t achieve an integrated develpment apprach using the Eurpean Structural and Investment Funds crdinated with ther Unin instruments and plicies, in line with the plicy bjectives and headline targets f the Eurpe 2020 strategy and, where apprpriate, the flagship initiatives, while taking int accunt the key territrial challenges and specific natinal, reginal and lcal cntexts. LIFE and the envirnmental acquis 1. Member States and the Cmmissin shall, thrugh the applicatin f the principle f sustainable develpment in accrdance with Article 8, seek t explit synergies with Unin plicy instruments (bth funding and nn-funding instruments) serving climate change mitigatin and adaptatin, envirnmental prtectin and resurce efficiency. 2. Member States shall prmte and, ensure cmplementarity and crdinatin with LIFE, in particular with integrated prjects in the areas f nature, bidiversity, water, waste, air, climate change mitigatin and climate change adaptatin... thrugh integrated prjects under the LIFE Prgramme as well as by prmting the use f slutins, methds and appraches validated under the LIFE Prgramme, inter alia, including investments in green infrastructure, energy efficiency, ec-innvatin, ecsystem-based slutins, and the adptin f related innvative technlgies. 8
9 3. The relevant sectral plans, prgrammes r strategies (including the Priritised Actin Framewrk, the River Basin Management Plan, the Waste Management Plan, the mitigatin plan r adaptatin strategy) may serve as the crdinatin framewrk, where supprt is freseen fr these areas. Transprt and the Cnnecting Eurpe Facility Member States shall fcus n sustainable frms f transprt and sustainable urban mbility, taking int accunt the need t imprve the quality, accessibility and reliability f transprt services t prmte public transprt. Once identified, investments shall be priritised accrding t their cntributin t mbility, sustainability, t reducing greenhuse gas emissins, and t the Single Eurpean Transprt Area, in accrdance with the visin set ut in the Cmmissin s White Paper n Transprt fr a cmpetitive and resurce-efficient transprt system, highlighting that a significant reductin in greenhuse gases is required in the transprt sectr. The cntributin f prjects t sustainable Eurpean freight transprt netwrks thrugh the develpment f inland waterways shuld be prmted n the basis f a prir assessment f their envirnmental impact. Sustainable develpment Member States and managing authrities shall, in all phases f implementatin, ensure the full mainstreaming f sustainable develpment int the Eurpean Structural and Investment Funds, respecting the principle f sustainable develpment as laid dwn in Article 3(3) f the Treaty n Eurpean Unin, as well as the bligatin t integrate envirnmental prtectin requirements accrding t Article 11 and the plluter pays principle as set ut in Article 191(2) f the Treaty n the Functining f the Eurpean Unin. Managing authrities shall undertake actins thrughut the prgramme lifecycle, t avid r reduce envirnmentally harmful effects f interventins and ensure results in net scial, envirnmental and climate benefits. Actins t be undertaken may include the fllwing: (a) directing investments twards the mst resurce-efficient and sustainable ptins, (b) aviding investments that may have a significant negative envirnmental r climate impact, and supprting actins t mitigate any remaining impacts, (c) taking a lng-term perspective when life-cycle csts f alternative ptins fr investment are cmpared, (d) increasing the use f green public prcurement. Member States shall take int cnsideratin the climate change mitigatin and adaptatin ptential f investments made with the supprt f the Eurpean Structural and Investment Funds, in accrdance with Article 8 f this Regulatin, and ensure that they are resilient t the impact f climate change and natural disasters such as increased risks f flding, drughts, heat waves, frest fires and extreme weather events. Investments shall be cnsistent with the water management hierarchy (in line with the EU Water Framewrk Directive), with a fcus n demand management ptins. Alternative supply ptins shall nly be cnsidered when the ptential fr water savings and efficiency has been exhausted. Public interventin in the waste management sectr shall cmplement effrts by the private sectr, in particular in relatin t prducer respnsibility. Investments shall encurage innvative appraches that prmte high levels f recycling. Investments shall be cnsistent with the waste hierarchy established under Directive 2008/98/EC (Waste Framewrk Directive). Expenditure related t bidiversity and the prtectin f natural resurces shall be cnsistent with the Habitats Directive (92/43/EEC). 9
10 Climate change mitigatin and adaptatin In accrdance with Article 8 f this Regulatin climate change mitigatin and adaptatin and risk preventin shall be integrated in the preparatin and implementatin f Partnership Agreements and prgrammes. e) Envirnmental ex-ante cnditinalities (EACs) One general EAC: effective applicatin f the EIA-SEA legislatin. Tw thematic EAC fr envirnment: water sectr (adequate water pricing plicy and adptin f river basin management plans; Waste sectr (implementatin reprt, waste management plans, waste preventin prgrammes and necessary measures t achieve the recycling targets fr 2020). EAC fr energy: current EE and RES regulatins, Buildings Perfrmance, Energy Efficiency, Renewables measures t ensure minimum requirements are in place related t the energy perfrmance f buildings; measures necessary t establish a system f certificatin f the energy perfrmance f buildings; measures t ensure strategic planning n energy efficiency; Transparent supprt schemes, pririty in grid access r guaranteed access and pririty in dispatching, as well as standard rules relating t the bearing and sharing f csts f technical adaptatins which have been made public are in place; A Member State has adpted a natinal renewable energy actin plan; EAC fr transprt: existence f a cmprehensive transprt plan which fulfills legal requirements fr SEA f) Ex ante evaluatin f prgrammes The ex-ante evaluatin f the OPs shall appraise the adequacy f planned measures t prmte sustainable develpment (art. 48(3)(m)) Ex-ante evaluatins shall incrprate, where apprpriate, the requirements fr Strategic Envirnmental Assessment set ut in implementatin f Directive 2001/42/EC. 10

At least 5% f the ERDF resurces shall be allcated at natinal level: Member States shuld earmark at least 5% f ERDF resurces fr integrated sustainable urban develpment with a degree f management delegated t urban authrity level (level f delegatin depends n administrative structure and capacity but there is a minimum requirement =selectin f prjects) Including many envirnment-related urban investment pririties energy efficiency in husing sectr, sustainable urban mbility, climate change adaptatin, actin t imprve the urban envirnment and regenerate brwnfield sites etc. Envirnmental challenges will als be tackled thrugh Urban Innvative Actins and Cmmunity-Led Lcal Develpment b) Investment pririties targeted at urban areas Article 5 f the ERDF regulatin 4(e) prmting lw-carbn strategies fr all types f territries, in particular fr urban areas, including the prmtin f sustainable multi-mdal urban mbility and mitigatin relevant adaptatin measures; 6(e) actin t imprve the urban envirnment, revitalisatin f cities, [ ] regeneratin and decntaminatin f brwnfield sites (including cnversin areas), reductin f air pllutin and prmtin f nise-reductin measures; 11
