1 West Mediterranean Mtrways f the Sea Master Plan Call fr MS Prpsals In the framewrk f the TEN-T prject West Med Crridrs, the Steering Cmmittee cnsisting f representatives frm the Ministry f Infrastructures and Transprts f the Italian Republic, Ministère de l Eclgie, de l Energie du Dévelppement Durable et de l Aménagement du Territrie f The French Republic and the Malta Maritime Authrity launch the first call fr prpsals cncerning the MS in the West Mediterranean area. The call is addressed t cnsrtia cnsisting f at least tw prts/prt terminals frm tw different Member States (ne f which shuld be ne f the three participant cuntries, Italy, France and Malta) and maritime transprt peratrs. They are invited t submit Mtrways f the Sea prject prpsals, as defined in the pririty prject N 21 f the TEN-T Guidelines 1. Prject prpsals shuld be submitted t the Ministries r Authrities invlved in this prject (cntact details are given in Appendix I) and will be evaluated jintly by the Steering Cmmittee f the prject, accrding t the criteria described in this ntificatin, which are mainly based n the evaluatin criteria included in the TEN-T 2009 Call fr Prpsals. This call is intended fr MS t be evaluated and if psitively apprved, included in the West Mediterranean Master Plan. Thus, the MS prjects that will be cnsidered mature can be further submitted by the respective cuntries fr TEN-T c-funding, in ne f the TEN-T call fr prpsals. Objective f this call The Ministries and Authrities f the Western Mediterranean regin issuing this call envisin it as part f an ambitius plan t develp viable Mtrways f the Sea rutes in the regin and as a methd t receive valuable feedback regarding prspective MS rutes and infrastructure interventins and imprvements in the inter-mdal-lgistics chain. The present initiative is clearly distinct frm the initiative Unin fr the Mediterranean, launched in Paris, July 13, 2008 in rder t develp and tighten the relatinships between the nrth and suth bunds f the Mediterranean Sea, which als cnsiders the develpment f MOS as ne f the pririty issues. The main bjectives f this call are three: 1 Decisin N 1692/96/EC f the Eurpean Parliament and f the Cuncil f 23 July 1996 n Cmmunity guidelines fr the develpment f the trans-eurpean transprt netwrk, as last amended by Decisin N 884/2004/EC f the Eurpean Parliament and f the Cuncil f 29 April Prject c-funded by the Eurpean Cmmissin within the Trans-Eurpean Netwrks budget (TEN-T) 1

2 a) identify MS prjects that will and becme part f the MS Master Plan f the West Mediterranean and cntribute t the develpment f the trans-eurpean transprt netwrk 2 b) psitively evaluated MS prpsals, can be further submitted t the TEN-T and Marc Pl Call fr Prpsals fr c-financing c) recrd the needs f the market (bttm up apprach) and thus develp the Master Plan f the MS accrding t these needs Fr the abve reasns the purpse f the call is t receive prpsals fr Mtrways f the Sea prjects that if psitively evaluated will be included in the West Mediterranean Master Plan and thus, if supprted by the respective Member States, they culd be submitted under ne f the TEN-T Call fr Prpsals. Supprt frm Member States cncerned hwever is nt a guarantee t receive financing frm the EU budget as the utcme f the evaluatin by the Eurpean Cmmissin cannt be prejudged. The prpsers culd request relevant dcumentatin fr their prpsals, which are prduced by the study West Med Crridrs prject. Surces f funding f MS prjects MS prject prpsals that will be psitively evaluated will be supprted t receive c-financing by a number f public surces. The fllwing instruments can prvide investment financial supprt: TEN-T financing: The TEN-T prgramme can prvide financial supprt fr infrastructure and facilities fr Mtrways f the Sea actins (c-financed up t 30% fr crss-brder sectins) and can als prvide start-up aid (limited t 2 years) and supprt fr preparatry studies (c-financed up t 50%), thrugh the multi-annual prgramme 3 and the Eurpean Ecnmic Recvery Plan wrk prgramme 4. Marc Pl II prgramme 5 : The Marc Pl II prgramme can prvide financial supprt fr Mtrways f the Sea actin, including expenses n preparatry measures and ancillary infrastructure, c-financed up t 35% f ttal eligible csts. 3 It shuld be stressed that fr receiving such financial supprt, a separate submissin fr each prpsal shuld be made, accrding t each prgramme guidelines. The West Med Crridrs will facilitate in the identificatin f investments related t MS, s that they culd receive funding frm the TEN-T. Mre specifically, cncerning TEN-T financial supprt, accrding t Article 12a f the TEN-T Guidelines, the fllwing categries f items can receive investment financial supprt under the TEN financial regulatins 10 : Infrastructure Facilities Start-up aid Wider benefit actins Prpsal Requirements The prpsed MS prjects shuld be f Eurpean interest 11 and fcus n the develpment f infrastructure, facilities and services thrughut the transprt crridr in rder t: imprve existing maritime links r establish new viable, regular and frequent maritime links fr the transprt f gds reduce cngestin, imprve access t peripheral and island regins and States streamline freight flws, facilitate efficient exchange f infrmatin and encurage interperability and c-mdality in the lgistic chain. facilitate smther integratin f Shrt Sea Shipping in the lgistic chain encurage interperability and c-mdality in the lgistic chain Mtrways f the Sea prjects shuld fcus n achieving a dr-t-dr service, which shift freight frm lng rad distances t a cmbinatin f shrt sea shipping and ther mdes f transprt. Furthermre, prject prpsals shuld be able t demnstrate hw they will cntribute t the achievement f the bjectives and pririties f the trans-eurpean transprt netwrk. Accrding t the guidelines fr the develpment f the trans-eurpean transprt netwrk (Decisin N dwn general rules fr the granting f Cmmunity financial aid in the field f the trans-eurpean transprt and energy netwrks 10 Regulatin (EC) N 680/2007 f the Eurpean Parliament and the Cuncil specifying general rules fr the granting f Cmmunity aid in the field f trans-eurpean netwrks, (Regulatin (EC) N 807/2004 f the Eurpean Parliament and f the Cuncil f 21 April 2004, amending Cuncil Regulatin (EC) N 2236/95). 11 Article 19 f Decisin N 884/2004/EC f the Eurpean Parliament and f the Cuncil f 29 April 2004, amending Decisin N 1692/96/EC n Cmmunity guidelines fr the develpment f the trans-eurpean netwrk. 4 1692/96/EC f the Eurpean Parliament and f the Cuncil) the fllwing pririties have been set: 1. Establishment and develpment f the cnnectins, key links and intercnnectins needed t eliminate bttlenecks, fill in missing sectins and cmplete majr rutes; 2. Establishment and develpment f infrastructure fr access t the netwrk, making it pssible t link island, int at least tw different States, landlcked and peripheral regins with the central regins f the Cmmunity; 3. The ptimum cmbinatin and integratin f the varius mdes f transprt; 4. Integratin f envirnmental cncerns int the design and develpment f the netwrk; 5. Gradual achievement f interperability f netwrk cmpnents; 6. Optimizatin f the capacity and efficiency f existing infrastructure; 7. Establishment f and imprvement in intercnnectin pints and intermdal platfrms; 8. Imprved safety and netwrk reliability; 9. The develpment and establishment f systems fr the management and cntrl f netwrk traffic and user infrmatin with a view t ptimizing use f the infrastructures; 10. Studies cntributing t imprved design and better implementatin f the trans-eurpean transprt netwrk. Wh can apply Mtrways f the sea prject prpsals shuld be jintly submitted by a cnsrtium bringing tgether at least prts and maritime transprt peratrs. The prts shuld be lcated in at least tw different Member States, ne (r mre) f which shuld be lcated in the three participants cuntries, Italy, France and Malta. It is encuraged that the cnsrtium partnership includes a brad range f partners invlved in the dr-t-dr lgistic chain, including prts, shipping cmpanies, terminal peratrs, rad haulers, rail peratrs, lgistics peratrs, ship brkers, lcal and/r reginal public authrities and infrastructure wners, ther transprt infrastructure managers, etc. It is als encuraged that prject prpsals include partners frm neighbring third cuntries t prvide the extensin f the prpsed MS t these cuntries. Cntent and structure fr MS prject prpsals The cntent f the MS prject prpsals is separated int tw main categries: Sectin I: Administrative Infrmatin, Sectin II: Technical and Financial Infrmatin. These are mainly based n the requirements f the TEN-T 2009 Call fr Prpsals, s that the prpsal, if psitively evaluated by the Steering Cmmittee f the prject, it wuld be prepared in the apprpriate frm t be submitted t ne f the TEN-T call fr prpsals. Thus, it is recmmended that the applicants use the submissin frms prvided in Appendix II, as have been presented in the TEN-T 2009 call fr prpsals. All eligible prpsals will be jintly evaluated by the representatives f the cmpetent ministries and authrities f the Member States directly cncerned by the prpsals, based n the criteria utlined belw. The prpsals must be in cnfrmity with regard t the TEN-T guidelines. They will be evaluated accrding t the criteria belw, which are mainly based n the evaluatin criteria included in the TEN-T 2009 Call fr Prpsals: 1. Relevance The prpsal belngs t ne f the 30 pririty prjects as defined in Annex III f the TEN Guidelines The prpsal addresses TEN-T pririties as identified in Art. 5 f the TEN Guidelines. The prpsal addresses the bjectives, pririties and expected results f the Call fr prpsals The prpsal cntributes t the internal market, the chesin plicy and the Lisbn strategy. The prpsal generates sci-ecnmic benefits (e.g. cmpetitin, jbs, scial integratin) at macr level (EU level). The prpsal develps a new r upgrade f existing maritime transprt links predminantly fcusing n freight transprt. The prpsal integrates cnstituent parts f the MS prject f cmmn interest int the dr-t-dr intermdal transprt chain. The prpsal cntributes t the reductin f rad cngestin. The prpsal cntributes t the ecnmic and scial cuntries f the cuntries cncerned. 2. Maturity The prpsal has received frmal apprval at gvernmental, reginal, lcal level. Plitical cmmitments have been given t the prpsal. The prject is ready t start frm a technical pint f view. Prcurement prcedures are defined and well advanced. 7 There are risks and factrs f uncertainty f legal/administrative/technical/ther nature which remain t be settled befre activities can start. The necessary financial resurces have been cmmitted. The prpsal presents the viability f (the upgrade f) the transprt services. The prpsal describes the whle dr-t-dr lgistics chain. The prpsal indicates in detail hw its actins will help t vercme the existing and ptential future bttlenecks. 3. Impact Sci-ecnmic effects (reflected in the results f ex-ante evaluatin(s), sciecnmic and/r cst/benefit analyses), and in particular the extent t which: The prpsal wuld have psitive direct and indirect sci-ecnmic effects The prpsal wuld have a psitive impact n traffic grwth, multimdal split, interperability, reginal r natinal cmpetitin, service quality, safety and security. The prpsal wuld have a psitive impact n reginal and / r lcal develpment and land use. The prpsal wuld have a psitive impact n cmpetitin. Envirnmental cnsequences, and in particular the extent t which: The prpsal wuld cntribute t the re-balancing f transprt mdes in favur f the mst envirnmentally friendly nes The prpsal wuld have psitive and negative effects n the envirnment The prpsal, in case f pssible envirnmental negative effects, has freseen adequate measures f preventin, mnitring and mitigatin. Effects n cmpetitin: based upn an exhaustive analysis f the impact f the actin n existing maritime and inland transprt peratins servicing similar hinterlands and n inter-prt cmpetitin. The prpsal describes the yearly rad freight that is expected t be shifted as a result f the implementatin f the prpsed actins until 2025 (mdal shift). The prpsal calculates the reductin f external csts acrss the entire lgistics chain assciated with the actin as cmpared t alternative transprt means. 4. Quality The prpsed activities are cherent with the prpsal s bjectives and are adequate t achieve them. The prpsal is realistic and cnsistent frm a technical pint f view. The prpsal has secured r is in the prcess f securing adequate financial resurces t implement the planned activities, and the revenues freseen are realistic. The csts budgeted fr each activity are realistic and reasnable. The rganisatinal structure and the prject management plan put in place fr the Actin are sund. A sund risk management plan has been prvided. The verall prpsal is f gd quality in terms f its lgic, cmpleteness and clarity. 8 The prpsal describes clearly and in detail the cnsrtium and the rle f each actr (including bth the public and private sectrs) in the cnsrtium and their cmmitment is explicit, firm and credible. The prpsal presents the degree t which fresees mnitring f bth the prgress f implementatin and the effects f the actin. The prpsal cnsiders issues such as the efficiency f prt services, transprt services, custmer services and lgistics services.
