Reprt The seminar was divided int three parts, excluding the pening part : 1) In the pening speeches Liviu Ppescu (representative f GWP Rmania) and Elena Mateescu (representative f hsting institute NMA) welcmed the participants and infrmed them abut the bjectives f the seminar and expected main result f the prject: A Guideline fr Integrated Drught Management. Flrinela Gergescu (NMA) and Gherghe Stăncălie (NMA) have emphasized that indeed Rmania needs such a prject and needs t develp a Drught Integrated Management Plan in the future, because mre and mre results frm similar thematic prjects shws us that Rmania, especially in the Suth and Suth-East areas, suffers frm drught. 2) In the first part f the seminar Liviu Ppescu has intrduced the GWP /GWPCEE and GWP-Rmania as NGO institutins, structure and gvernance, type f activities, GWP Strategies, present, and new ne fr ready t be launched this days. Thrugh its presentatins were als intrduced the main infrmatin abut the prject. Mre detailed infrmatin was prvided n the activities in which Rmania had the respnsibilities; mainly in activity the aim f cllecting multiple types f data, with the harmnised reginal questinnaire supprt, frm all 10 CEE cuntries and infrmatin fr a future guidelines develpment ( activity 2.1.). Als scpe and main utcmes expected t be gathered within the Natinal Cnsultatin Dialgues held in each cuntry was presented. 3) The representatives f NMA presented the bserved changes in the climatic cnditin and the drught effects n agriculture in Rmania and ther life sectrs. Elena Mateescu underlined that fr this reprt NMA and ICPA wrked very well tgether and they managed t develp several cnclusins. It shwed up that Rmania s medium temperature grew in the last decade by 0.5 C cmpared t and fllwing years. Als, taking int accunt ther types f indicatrs like annual and seasnal rainfall amunt, sil misture reserves, etc. all these clearly shws that Rmania has a decreasing trend in water additins in cmparisn with decades befre Mst vulnerable t drught are suth and suth-eastern areas f

4 Rmania where the agriculture is ne f the main supprts t the peple living in this area. Cncerning the situatin f the current drught plicies in Rmania, Elena Mateescu presented that the Rmanian Gvernment is assisted in taking decisins n drught, land degradatin and desertificatin issues by the interdisciplinary Natinal Cmmittee t Cmbat Drught, Land Degradatin and Desertificatin, which is a cnsultative bdy. This Cmmittee is crdinated by The Ministry f Agriculture and Rural Develpment while sme ther ministers representatives are in its Steering Cmmittee. 4) In the secnd part f the seminar discussins were fcused n the Activity 1.2: Review f the current status f the implementatin f DM plans and measures within RBMP accrding t EU WFD. The questinnaire was presented including its cmpnents and main questins. Here the participants wanted t knw t whm the questinnaire was sent and wh answered the questins, what will happen and what will result frm it. Many f participants shws interests in having access t the final reprt. 5) Elena Mateescu presented the main results f the reprt prepared and submitted within the Activity Decisin Supprt System n Drught Management and measures identificatin fr preventin and mitigatin in agriculture. The reprt cntains an inventry f drught measures (indicatrs) that are applied t evaluate drught impacts and vulnerability t drught in Rmania and als in ther cuntries invlved in the prject. 6) In the third part f the seminar mre technical presentatins were held, with the rle f underlining at what level and hw bvius the impact f drught is in Rmania. S, Gherghe Stăncălie (NMA) presented the Indicatrs fr agriculture drught mnitring based n satellite techniques. Here were described a large list f indicatrs that are mnitred and used: Bradband structural vegetatin indices, Canpy Water Cntent and Misture Indices, Physically-based vegetatin state indicatrs, Indices btained frm the interpretatin f LST-NDVI space( satellite data and images), Sil misture indicatrs and Snw cver als cntaining data f snw water equivalent indicatrs based n ptical and active radar (SAR), passive micrwave (MW) satellite data. The multi-annual satellite data series allws the verlay and crsschecking f drughty, nrmal r rainy years. 7) With regard t infrmatin available in Rmania, ANM has listed fllwing indicatrs and the infrmatin supprt made n the bases f results: - Agrmeterlgical indicatrs: Sil misture reserve, heat waves, rainfall amunts, ETP, weekly/mnthly and seasnal agr-meterlgical bulletin (diagnsis/frecasts), dedicated agr-meterlgical reprts fr multiple categries f users - Climatlgical indicatrs: SPI - Indicatrs based n satellite technics: NDVI, fapar, NDDI, etc. These indicatrs are used in the Agr-meterlgical Bulletins which are develped weekly, mnthly r seasnally. The weekly Agr-meterlgical Bulletins includes the specific infrmatin (air and sil temperature, rainfall, ETP, sil misture, crp water requirement) and are needed fr assessment f drught ccurrence. These data which are cllected frm the Natinal Observatin Netwrk (158 meterlgical statins and 55 agr-meterlgical statins) are analyzed and cmpared with the critical threshlds in rder t evaluate the threat and make recmmendatins t decisin-makers and farmers. The agr-meterlgical bulletin is disseminated t Presidency, Gvernment, Ministry f Envirnment and Climate Change (MECC), Ministry f Agriculture and Rural Develpment (MARD) fr infrmatinal and decisinal purpse. Fr the general public the infrmatin is disseminated thrugh mass-media. Peridical bradcasts (i.e. Village Life ) are made at the public radi and thrugh televisin which is having natinwide cverage and targeting rural audience. Articles fr specialized publicatins and magazines are disseminated weekly and mnthly in electrnic frmat (

5 The uses f all indicatrs have as results: - maps at natinal/reginal level with the Pint values - maps with the sil misture which are delivered weekly and cntaining agr-meterlgical infrmatin and seasnal frecasts which are updated daily accrding with the flw peratinal activity and can be fund free n the NMA web-page ( 8) ICPA representative presented the Eurpean Reginal and Natinal Drught Management Plitics. Sme f the indicatrs used fr the implementatin f agricultural and envirnmental plicies in Eurpe are: Bagnuls-Gaussen Index, Length f Grwing Perid Index, Crp Yields Index and Water Deficit Index. As a final cnclusin f the presentatin is that the decisin makers shuld nt use nly ne type f indexes, they shuld cmbine the results fr all f them and nly then be used as criteria in designating areas affected by water scarcity. 9) NIHWM representative presented the Impact f Climate Changes n Hydrlgical Regime in Rmania Dbrgea case study, which is a suth-east territry between the Danube and Black Sea. Final cnclusins f the presentatin were: - the frequency f mderate drught in the perid cmpared t the first perid f analysis ( ), is much larger and prevailing at the statins in nrthern and nrth-eastern Dbrgea area - tempral variatin f piezmetric levels f grund waters shwed an increase in levels between the perid , under the influence f intensive irrigatin, after which there is a gradual decrease in their amplitude. In the perids and in all f them, there have been recrded the lwest depths f piezmetric levels. Additinal infrmatin was prvided n the prject activities and future steps during the discussins als. The stress was put n the invlvement f ther key stakehlders (nature prtectin institutins, NGO). Als sme recmmendatins fr data cllectin were prvided by the participants. 4. Cnclusins Outcme f the public cnsultatin: - The participants welcmed the initiative f GWP CEE fcused n drught, activities included in IDMP and intentins t identify diversified slutins n hw t slve these prblems, n the bases f cperatins between the Central and Eastern Eurpe cuntries. - The representatives f the participated institutins expressed their supprt fr the prject activities and prmised t prvide an expert assistance (cnsultatins, data and cmments). - On the basis f presented data, the drught is cnsidered as a relevant issue in ur regin. Therefre the drught shuld be included int the planning prcess with the aim t prepare Drught Management Plans as additinal cmpnents plans t the cmplex River Basin Management Plans which is als in accrdance with Water Framewrk Directive and its special recmmendatins fr the secnd develpment cycle presently under develpment. - It is nt s clear what is happening with transbundary areas, hw will drught be managed

6 there? This prject shuld have sme recmmendatins fr this type f areas. There are transbundary acting institutins fr climate like Drught Management Centre fr Suth Eastern Eurpe lcated in Slvenia, ICPDR fr Danube basin, etc and they can successfully cperate fr the whle mentined regin. - A special attentin shuld be given t the water quality because drught has a high impact n that als; fr example nitrates and nitrites cncentratins reaching extremely high values mainly in rural areas that were identified, but in many cases the measures fr reductin are nt taken at lcal level which is mainly due t the lack f finances and /r weak decisins frm gvernments. - A special attentin shuld be drawn t the intercnnectin f water quality and human health. It is envisaged t invlve in the future dialgues, representatives frm the Ministry f Health and sme representatives f lcal municipalities as well. Prpsals fr further steps: - t take int accunt drught impact n water quality and lcal water users - t send written applicatin t the Ministry f Health asking them t prpse representative fr future dialgues - t arrange the next seminar when prjects results will be prduced - they need t be first shared with all affected sectrs and als with the decisin makers t implement the recmmended prpsed slutins
