1 Fact Sheet 1.5 Eligibility rules fr Csts f mbility f persnnel This Fact Sheet shall serve the EUROfusin beneficiaries and linked third parties as a guideline. It shall neither cnstitute a legally binding dcument nr waive yur bligatin t investigate all relevant surces f infrmatin. Furthermre, the fllwing guidelines shall nt release the beneficiaries and linked third parties frm their individual respnsibility and liability fr sund financial administratin and reprting. If in dubt abut the eligibility f a cst, yu are welcme t cntact the EUROfusin Crdinatr at any time t receive clarificatin. The fllwing paper will prvide prject partners (Beneficiaries and their Linked Third Parties) with shrt infrmatin n the eligibility rules (general as well as specific cnditins) set ut in the EJP Cfund Mdel Grant Agreement fr the budget categry + Csts f mbility f persnnel. Detailed eligibility rules and examples are laid dwn in the Unit Cst Decisin C(2013) , in Annex 2a f the EUROfusin Grant Agreement, and in the AGA - Anntated Mdel Grant Agreement: H2020 General MGA: V Nvember 2016, pages General cnditins fr unit csts t be eligible The grant can nly reimburse eligible csts. If the Cmmissin/Agency finds ineligible csts, they will be rejected (see Article 42 GA). 2 + the number f units is identifiable and verifiable, in particular supprted by recrds and dcumentatin (the prject partner must be able t shw that the number f units declared was actually used fr the actin) Csts that d nt cmply with all f these general cnditins are t be cnsidered ineligible. Csts that are declared as a specific unit may nt be declared (a secnd time) under anther budget categry. Specific cnditins fr budget categry Mbility f persnnel (declared as unit csts) The implementatin f the fusin radmap requires that researchers that take part in the fusin jint prgramme shuld be able t participate actively in jint activities and experiments at the fusin research facilities. In additin, the scientific explitatin f the JET facilities requires the presence f researchers frm all the Member States and assciated third cuntries such as Switzerland t cme t Culham and stay during lng perids while the experiments take place. Furthermre, the fllw up f the jint prgramme requires setting up supprt units that will assist the prgramme manager. In this respect, a mbility scheme was set up fr persnnel f the EUROfusin prject partners that need t be sent t a lcatin different frm his/her place f emplyment. If missins are made t: + an rganisatin where the researcher takes part in experiments using a research infrastructure f that rganisatin; r + anther prject partner where the researcher carries ut research activities described in Annex 1 r 7, r + a jint supprt unit created by the beneficiaries under the actin (PMU), csts fr mbility f persnnel must be declared n the basis f unit csts fixed by Cmmissin Decisin C(2013) 8201 and set ut in Annexes 2 and 2a f the GA. Currently there are unit csts fixed fr: + a daily subsistence allwance t cver fr the additinal csts f living, + a mnthly subsistence allwance t cver fr the additinal csts f husing, + a mnthly family allwance t cver fr additinal tuitin fees (registratin and attendance fees at educatinal establishments) f dependent children (at the mment f secndment at least 5 years ld and n mre than 18 years ld) fllwing primary r secndary educatin curses. 3 Csts f mbility f persnnel declared as unit cst shall be eligible if: + they fulfil the general cnditins fr unit csts t be eligible (i. e. number f units necessary fr implementing the actin, identifiable and verifiable etc.) OK + the prject partner s emplyee 2 is secnded r n a missin t a lcatin ther than his r her nrmal place f emplyment and + the secndment is made t : an rganisatin where the researcher takes part in experiments using a research infrastructure f that rganisatin; anther beneficiary where the researcher carries ut research activities described in Annex 1 (Descriptin f the Actin) r 7 (Annual Wrk Plan), r a jint supprt unit created by the beneficiaries under the actin; + they are calculated by multiplying the number f actual units used [e. g. number f actual days and mnths f secndment (r individuals n missins), number f dependent children accmpanying secnded persnnel] with the amunt per unit set ut in Annex 2a + the csts have been fully incurred fr the benefit f the persnnel secnded r n missin fr daily and mnthly allwances: fully paid t the individuals (fr secnded persnnel including during annual leave, special leave, sick leave and hlidays) fr the family allwance: fully paid fr persnnel accmpanied during the secndment by dependent children (between five and 18 years f age), enrlled in regular full-time attendance at a primary r secndary schl that charges tuitin fees (registratin and attendance fees). Amunts per unit fixed by Cmmissin Decisin The csts must be declared n the basis f the unit csts fixed by Cmmissin Decisin C(2013) and set ut in Annexes 2 and 2a f the GA, currently: + fr the daily subsistence allwance: EUR , per individual per day + fr the mnthly subsistence allwance: between EUR 0 and per individual per mnth, depending n the distance between the place the emplyee f the prject partner has an emplyment cntract and the place f secndment r destinatin f missin: 2 This budget categry may als be used fr secndments f persnnel NOT emplyed by the beneficiary / linked third party but with a cntract with full scial security cverage. Furthermre, it may als be used fr secndments f persnnel prvided inkind by a third party free f charge. A full mnth can be ne f the fllwing tw: a calendar mnth (e.g. 1 t 31 July inclusive) r a mnth frm the date the secndment starts until the same date the fllwing mnth (excluding the last day, e.g. 3 July t 2 August). + fr the family allwance: Amunt per unit (EUR ) x number f mnths f secndment x number f dependent children = family allwance e. g. researcher with 2 dependent children secnded fr 6 mnths: EUR * 6 mnths * 2 children = EUR 3, The family allwance is paid fr each full mnth f secndment in which the dependent child (between five and 18 years f age) is enrlled in regular full-time attendance at a primary r secndary schl that charges tuitin fees (registratin and attendance fees).
