4 Purpse This plicy has been develped t ensure cmpliance with the Australian Qualificatins Framewrk (AQF) and the Standards fr RTO s 2015 in relatin t the issuance f qualificatins and statements f attainment fr successful and partial cmpletin f Zarah Institute f Educatin (ZIE) s training prgrams. Objective The bjective f this Plicy and Prcedure fr Zarah Institute f Educatin (RTO) is t ensure that RTO: This plicy applies t all current, prspective and previus students f RTO and all staff invlved in the issuance f qualificatins and statements f attainment and t ensure that: a.) RTO nly issue AQF Certificates and Statements f Attainment when all criteria have been met and t accurately recrd the issuance f these dcuments and be able t trace the delivery. b.) RTO will ensure all Certificates and Statement f Attainments that are issued frm RTO are within its Scpe f Registratin and meet the requirements as stipulated in the relevant natinally endrsed Training Packages, qualificatins, cmpetency standards r units specified in accredited curses. The issue f these Certificates and Statements f Attainment will als meet AQF requirements. c.) RTO will issue a Statement f Attainment free f charge t all students wh d nt cmplete all units in a qualificatin (including thse wh withdraw, cancel r transfer prir t cmpleting the qualificatin). d.) RTO cmply with the requirements set under federal gvernment s initiative fr natinal Unique Student Identifier (USI) fr all students in Australia. Fr the purpses f this plicy, the term RTO refers t Zarah Institute f Educatin. Scpe This plicy applies t all current, prspective and previus students f ZIE and all staff invlved in the issuance f qualificatins and statements f attainment. Terms and definitins Certificatin/Testamur Certificatin is the verificatin and authenticatin f a student's entitlement t a qualificatin. Curse When discussing VET qualificatins, the term 'curse' refers t a state-based curriculum curse (nt assciated with a Training Package) which is accredited under the AQF. A RTO curse is an apprved plan f study (cllectin f apprved units) with specific award rules leading t an award f RTO. Enrlment Each prgram f study is made up f multiple individual units f study (subjects). Enrlment is the prcess whereby the students wh are admitted t a prgram f study select and cnfirm the units they will study in a particular study perid. Learning A prcess by which a persn assimilates infrmatin, ideas, actins and values and thus acquires knwledge, skills and/r the applicatin f the knwledge and skills. Learning utcmes The expressin f the set f knwledge, skills and the applicatin f the knwledge and skills a persn has acquired and is able t demnstrate as a result f learning. Victrian Student Number (VSN) This is a unique number allcated t every student in Victria that are belw 25 years f age upn enrlment. This number is recrded in the Student Management System (SMS) (VETtrak at RTO). Unique Student Identifier (USI) A natinal student identifier (r number) fr vcatinal educatinal educatin and training (VET) students with the capability f being fully integrated with the entire educatin and training system and, ptentially, als cvering early childhd educatin. A USI wuld enable all training activity t be linked, facilitating electrnic training recrds f learner attainment (e-prtflis), irrespective f where the training tk place. Plicy statement: Our cmmitment RTO is cmmitted t maintaining cmpliance with all regulatry, legislative and cntractual requirements. In nrmal day t day activities, Principal Executive Officer (PEO) r the cmpliance manager f RTO signs all Certificates, Cmpletin Letters and Statements f Attainment. b.) In the absence f the PEO f RTO r their nminee (under the Management Substitutin Plicy) cmpliance manager will be authrised t carry ut this rle. a.) If frmer students request the reissuance f a Certificate, Statement f Attainment r Cmpletin Letter, then RTO must be satisfied that the requestr is the persn t whm the riginal certificate was issued and then $20 will be the fees fr Re-issue these things. b.) Befre the dcument is issued, a pht ID is required t verify the student. a.) Qualificatin Issuance register is maintained by RTO s administratin. This register is signed by the student/ persn cllecting qualificatin dcument frm RTO. b.) The SMS is able t print a reprt f the certificate generatin register at any time. This register is the recrd f qualificatin generatin/ issuance frm the system. RTO mechanisms include: Limiting access in the SMS s nly authrised staff can generate the dcument. Limiting the staff wh have the authrity t prduce Certificates r SA s Cmpleted Certificates and SOAs are printed n special paper. ZIE embssed seal fr RTO Qualificatin dcuments. printed paper which includes the RTO lg and unique Certificate / SA number. Master templates are securely stred by Cmpliance Manager and are prtected as authrised access nly. 8 Prcedures Prcedure Steps Respnsibility Reference (1) At the cnclusin f training, the Training Department sends Administratin staff all the cmpleted student paperwrk as and when decisin is made, and the cnfirmatin f cmpletin f the Qualificatin r unit in accrdance with the timetable / training plan assigned t student. Students are required t fill in Qualificatin Issuance Frm fr recrd and checks. (2) Student file is checked against checklist in Qualificatin Issuance Frm t reflect the Qualificatin requirements against the Training Package. The Cmpleted student file includes: Enrlment paperwrk (Electrnically). Timetable (fr internatinal students in particular. Attendance Rll. Wrk placement agreement, if applicable. Assessment requirements as per student file checklist. Training Department, Administratin, Administratin Qualificatin Issuance Frm (3) Administratin ensures that unit f cmpetency start and end dates, and the Scheduled Cntact Hurs are recrded accurately. Accunts Department checks the fee status. Certificates are printed nly when the file has been audited and fund cmpliant. Certificates will be issued within 30 days f the student cmpleting all required units in the Qualificatin. The units cmpleted will be included n the back f r separate sheet with the certificate as Recrd f Results. (4) Prir t signing the Certificates r Statement f Attainment, a cpy f the enrlment reprt frm SMS is sighted t verify cmpletin. Certificates r Statements f Attainment are sealed and signed by the PEO r nminees. The nminee s authrisatin is recrded in writing. (5) The student r nminated persn cllects the Qualificatin Dcument (Certificate/Recrd f Results alng with Cmpletin Letter, r Statement f Attainment) frm RTO and signs receipt in frm f Qualificatin Issuance Frm and Qualificatin Issuance Register. The riginal Certificate r Statement f Attainment is sent t the student tgether with a Cmpletin letter if request f pst is made with submissin f pst charges. A cpy f the Certificate r Statement f Attainment is placed in the student file. Accunts Department PEO Student Supprt Officer, Recrds Officer Qualificatin Issuance Frm, Qualificatins Issuance Register (6) The cmpleted cmpliant student file is archived in Recrd Rm. Archiving Plicy and Prcedure (7) If a student requests a duplicate Qualificatin r Statement f Attainment, a request in writing shuld be submitted. All duplicates are t be issued within 2 weeks frm receipt f payment. $20 will be the fees fr the re-issuance. The written request and cpy f duplicate Qualificatin r Statement f Attainment will be filed with the riginal client recrd. What is a Statement f Attainment (SA)? A Statement f Attainment (SA) is a frmal dcument issued t a student wh has cmpleted ne r mre Units f Cmpetency but has nt cmpleted a full qualificatin. What is a Curse Cmpletin Letter? Curse cmpletin letter is issued t students upn cmpletin f a qualificatin and cnfirms that the student has successfully cmpleted the qualificatin. What is a Statement f results r Recrd f results? A recrd f all learning leading t an AQF qualificatin r an accredited unit in which a student is enrlled and is issued by The RTO. In Australia this may be called a 'transcript f results', 'academic transcript', 'academic recrd', 'and recrd f achievement r statement f results'. Hw lng will it take frm curse cmpletin t receive my certificate/statement f attainment? If yu have met all the cnditins fr issuance f dcuments, certificate will be issued within 30 days.
