3 The rates offered by the Contractor will be valid for period of 90 days from the date of opening of the tender. The University reserves the rights to reject the lowest or any or all tenders without assigning any reason thereof. The Earnest money shall be paid on line only via e-payment get way mode, payable to The Finance & Account Officer, Nagpur University, Nagpur Conditional & incomplete tenders are liable to be rejected. Note: 1). Rates quoted by the contractor shall be inclusive of G.S.T., Royalty, Cess for labour welfare, insurance of contract work, Service tax, Income tax, Turn over tax & all Central Govt. taxes, and all State Govt. taxes, & all local taxes, also transportation and labour charges etc. for work (1) to (8) 2). Submission of online tender document in Envelope No. 1 The Envelope No. 1 shall contain the following documents in the form of scanned copies of original/true copy certified by the competent authority. Please upload document as prescribed below for works at Sr.No.(1) to (4) & (6) to (8). i) Valid Registration certificate in appropriate class & 20% solvency certificate. ii) Income tax clearance certificate/ Income tax return of last year with PAN No. iii) Valid GST registration certificate. from component authority. iv) The certificate from appropriate authority of State Govt., Central Govt., or Semi Govt. department or University that the Contractor has satisfactorily completed the similar nature of work & its same magnitudes carried out by the tenderers. 3) The Envelope No. 1 shall contain the following documents in the form of scanned copies of original/true copy certified by the competent authority. Please upload document as prescribed below for works at Sr.No.(5). i) Valid Registration certificate of establishments of as per Bombay Shop establishment Act & 20% solvency certificate. ii) Income tax clearance certificate/ Income tax return of last year with PAN No. iii) Valid GST registration certificate iv) Certificates from appropriate authority of State Govt.,/ Central Govt.,/ or Semi Govt. department,/banks And Companies/ Factories or University that the Contractor has satisfactorily completed the similar type work and its same magnitudes carried out by the tenderers. 4) The contractor will have to deposit additional Performance security deposit for imbalanced tendering. i) Offer to be submitted Online. ii) If the tenderer quotes his offer below more then 1% up to 10% below the cost put to tender, he shall submit the demand draft of Schedule Bank or Nationalized Bank the amount equal to 1% of cost put to tender as Performance Security in the envelope 2 of tender in the name of Finance & Accounts Officer Nagpur University, Nagpur payable at Nagpur. (Scanned copy sealed envelope of Demand Draft shall be submitted along with e- tender) iii) If the offer quoted is more than 10% below the cost put to tender, the tenderer shall submit the demand draft of Schedule Bank or Nationalized Bank of the cumulative amount which is equal to the amount by which offer is more than 10% below plus the amount as per(ii)above in Envelop no.2 of tender in the name of Finance & Accounts Officer Nagpur University, Nagpur payable at Nagpur. (Scanned copy sealed envelope of Demand Draft shall be submitted alongwith e-tender ) ( For example, for 14% below rate : 1% + (14%- 10%)i.e.4% thus total 5%) iv) The offer in envelope 2 without the demand draft of appropriate amount of performance security deposit shall be treated as invalid offer. CONDITION REGARDING PERFORMANCE SECURITY. Following action shall be taken about making available demand draft of performance security deposit/ Returning demand draft. Demand draft shall be drawn in the name of Finance & Accounts Officer, Nagpur University, Nagpur payable at Nagpur. (a) Demand draft shall be drawn from Nationalised bank/scheduled bank. (b) Validity of Demand draft shall be minimum three months from date of submission of tender. (c) The scan copy of sealed envelope of Demand Draft shall be uploaded by contractor/tenderer at the time of submission of e- tender. (d) Contractor shall submit the demand draft in sealed envelope at the office of University Engineer, Nagpur University, Nagpur for work at Sr. No. (1) to (6) and (8) on or before dated 20/09/2017 upto 12:00 noon & for work at Sr. No (7) on or before dated 16/09/2017 upto Noon. It is essential to have banks MICR and IFSC code no. on Demand Draft on opening of tender, if paper in envelope 1 don t fulfil the essential qualification requirements, then University Engineer shall return the envelope of Demand Draft to the concerned contractor within 30 days from the opening of tender. (f) The offer in envelope 2 shall be opened of those contractors whose documents in envelope 1 fulfil the essential qualification requirements. envelope of Demand Draft of those contractor except approved contractor by competent authority, shall be returned within 30 days from the opening of tender. (g) The offer in envelope 2 without Demand Draft of appropriate amount of performance security shall be treated as invalid offer

4 --3-- (i) EMD of the contractor submitting false documents /demand Draft in above process shall be forfeited. (ii) University Engineer shall issue the work order only after incashing the Demand Draft of the approved tenderer. (iii) University Engineer shall return the Performance Security deposit to Contractor within 3 months, after completion of work. 5). Goods and Service Tax will be recovered from the contractor as per the prevailing rules and provisions in GST Act 2017 amended from time to time. The Tax will be deducted from the gross bill of amount of every bill of the contractor for measured work or Advance payments/ Secured advances if any. 6). The tender rates are inclusive of all taxes, rates, cess and are also inclusive of the enviable tax in respect if sale by transfer of property in goods involved in the execution of a work contract. Conditions 1. The detailed tender notice published along with E-tender is applicable. 2. Price variation Clause 54 mentioned in B1-form (Percentage rate) tender papers is not applicable for Sr.No.1 to 8 3.
