The interested bidders may inspect the above said items, before quoting their bid in Auction platform. No dispute shall be entertained after finalization of the Auction. 1. ELIGIBILITY CRITERIA:- a) The applicant shall be a proprietary / partnership firm / Pvt Ltd Company / Public Ltd Company and invariably be Income Tax Assessee during the last two financial years viz & (Income Tax assessed for the financial year , financial year copy of the Return filed shall be provided). 2. LOCATION, QUANTITY AND SPECIFICATION OF MATERIAL:- Location Material Quantity offered for sale EMD RS (i) STATE BOARD OF TECHNICAL EDUCATION ( Under Deptt. of Higher & Tech. Education, Govt. of Jharkhand ) Science & Technology Campus, Sirkha Toli, Tupudana Road, Namkom, Ranchi OLD USED ANSWERBOOKLETS/D RAWING SHEETS/OMR COVER PAGE, OLD USED FORMATS/ WASTE COVERS and WASTE WRAPPERS (approx) 50,000 Kg Rs.50,000/-. 3. SUPPLY TERMS AND CONDITIONS:- (i) Material will be supplied on as is where is basis against full payment in form of Demand Draft inclusive of all taxes.

3 (ii) Supply will be made as per the supply terms and conditions of the Department and supply terms indicated herein are not negotiable. (iii) The successful bidder should pulp the purchased VALUED OLD ANSWER BOOKLETS, DRAWING SHEETS, OLD USED FORMAT, WASTE COVERS and WASTE WRAPPERS in Paper mills, for the same, bidder should submit affidavit to the Secretary, State Board of Technical Education, Jharkhand. (iv) Successful bidder must provide an affidavit in which they will take oath that purchased VALUED OLD and USED ANSWER BOOKLETS, DRAWING SHEETS, OLD USED FORMAT, WASTE COVERS and WASTE WRAPPERS will be re-cycled. (v) The successful bidder before lifting the Material with in a stipulated period of 15 days from the date of issuing order for the same, should weigh empty trucks and then material filled trucks in Electronic weigh bridge in the presence of the officers deputed from SBTE. (vi) The successful bidder should transport the material intact to the paper mill at their own cost. 4. EARNEST MONEY DEPOSIT [EMD]:- (a) EMD needs to be paid by the bidder through DEMAND DRAFT. (b) The refund of EMD for unsuccessful bidders will be as per procedure of Auction. 5. REQUIREMENT OF BIDDER S CREDENTIALS / ELIGIBILITY DOCUMENTS (i) The bidder shall SUBMIT the following documents in Auction Platform for the purpose of Pre-Qualification to Auctions. Income Tax Assessed for the past two assessment years viz and Copies of Assessment Order / copy of Returns filed PAN registration certificate Bidder Details in Annexure-1 of this Document 6. SUBMISSION OF ORIGINAL DOCUMENTS:- The bidder shall submit the originals documents in case needed for verification, at The State Board of Technical Education, Jharkhand at the time of Pre-Qualification scrutiny. 7. PRE-QUALIFICATION SCRUTINY:- a. The Pre-Bid meeting will be held in SBTE on at PM b. The Pre-Qualification documents shall be evaluated by Auction Scrutiny Committee constituted by the Secretary, State Board of Technical Education, Jharkhand, for confirming eligibility criteria of the applicants. c. Thereafter, in respect of confirming bidders, the pre-qualified bidders eligible for participation in Auctions would be informed by SBTE. d. SBTE reserves the right to reject all / any of the bids without assigning any reasons whatsoever. e. Interested Bidders are also invited.

4 8. CRITERIA TO CONSIDER BIDS INVITED FOR AUCTIONS:- The sale award of Auctions will be decided as under:- (a) The highest bidder for ITEM WIL BE CONSIDERD AS SUCCESSFUL BIDDER. No sale quantity of part-lot will be considered. (b) The EMD amount will be forfeited, if the successful bidder fails to make the payment within specified period as mentioned in Letter of Intent. (c) SBTE reserves the right to reject all / any of the bids without assigning any reasons whatsoever. 9. LIFTING 0F MATERIAL: The successful bidder shall lift and transport the entire material within fifteen days from the date of issue of delivery order at their own cost. 10. RESERVE PRICE: * The SBTE has fixed a reserve price * Rs.14/- (Rupees Fourteen only) per Kg for OLD USED ANSWERBOOKLETS/DRAWING SHEETS/OMR COVER PAGE/ OLD USED FORMATS/ WASTE COVERS and WASTE WRAPPERS. The bidder shall quote a price over and above the reserve price. Bids equal to or less than the reserve price will not be accepted by Auction platform of SBTE. Note : Reserve Price is the SBTE fixed minimum basic material price as per prevailing market condition. It is excluding royalty, loading charges and other applicable taxes, which shall be paid separately and additionally by the successful bidder at the time of lifting of the material. Quotes equal to or less than reserve price will not be accepted by the Auction platform. 11. SALE AWARD:- The successful bidder shall remit the full value of material before lifting the material. Payment shall be made through by DD s from Nationalised Bank, electronic transfer of money (RTGS) from the allottee s own bank account. to the SBTE account at RANCHI. Also the successful bidder has to remit Sales Tax and all other Taxes for full value of the material to the cash section of DTE by cash. The EMD of the successful bidder will be adjusted towards part of the sale value payable. 12. FORCE MAJEURE CLAUSE: - In case, the contract could not be fulfilled / cancelled / terminated for any reason arising out of the laws//regulations / restrictions governing natural calamities, war/ hostility, military operation of any character, civil commotions, sabotage, quarantine restriction, acts of Government embargoes, the successful bidder shall not be entitled for any compensation.

5 13. ARBITRATION:- Dispute that may arise between the parties, shall be settled through mutual discussion in good faith. The Secretary, SBTE or his designated nominee shall be the sole Arbitrator for the purpose. 14. NON ASSIGNABILITY:- The Sale Award / Letter of Intent issued to the successful bidder is not transferable or assignable in whatsoever manner. The awardee shall remit value of the material and lift the allotted material himself by following the due procedure prescribed. SBTE will not entertain any third party nominee / assignee in what so ever manner on behalf of the awardee. 15. TERMINATION OF THE AGREEMENT:- a) In the event of any breach of any of the tender terms and conditions by the successful bidder and of the sale award or against the interest of. The SBTE shall be free to cancel the Sale Award / Delivery Order, but without prejudice to the claims of The State Board of Technical Education. The successful bidder shall have no claim against The State Board of Technical Education and the decision of the Secretary, SBTE in this regard shall be final. b) If the successful bidder do not lift the material within the specified period or in Extended period either in part or in full, 25% of the value of the un-lifted quantity will be forfeited. 16. PERIOD OF SALE:- The allotted quantity out of approx. 50,000 Kgs. (VALUED OLD ANSWER BOOKLETS/DRAWING SHEETS/OLD USED FORMAT / WASTE COVERS/ WASTE WRAPPERS) as the case may be shall be lifted within stipulated period (15 days) from the date of issue of delivery order or the extended period as notified by the SBTE. In the event of failure to lift the material, within the originally allowed or extended time as the case may be, then 1% of the sale value of the un-lifted material will be charged as ground rent for every month. a) SBTE will have the powers to extend the delivery period due to unforeseen circumstances at its discretion. b) The responsibility of SBTE ends once the material is made available to the successful bidder. 17. COMPENSATION TOWARDS NEGLIGENT ACTIONS/DAMAGES AT THE GODOWN:- Successful bidder / Sale awardee shall be responsible for any claims arising out of negligent actions/ damages on the part of sale awardee on any property belonging to the Company and to their personnel, or in an accident involving any personnel or labour, during loading, transportation and unloading. 18. DISCRETION:- a) The SECRETARY,SBTE reserves the right of rejection of all or any of the bids without assigning any reasons thereof. b) The SECRETARY,SBTE reserves the right to cancel the bid even after acceptance or during performance of the contract. -Sd- SECRETARY
