3 IDBI Bank Limited Notice Inviting Tender for Annual Maintenance Contract (AMC) of Electrical Installation at IDBI Tower Applications are invited in the prescribed format for the Annual Maintenance Contract (AMC) for Electrical Installations at IDBI Tower, Cuffe Parade, Mumbai. Contractors who fulfill the following requirements shall be eligible to apply: 1) Only the bids received from contractors who satisfy the following criteria shall be considered: a) The bidder should have satisfactorily carried out at least one AMC work for Substation (11 KV HT/LT Panels, Transformers etc.) and Electrical Installation for a single building in Banks, financial institutions, major hotels or multistoried office buildings with minimum connected load of 3000 KVA OR, carried out two similar jobs of minimum connected load of 2500 KVA each OR, three similar jobs of minimum connected load of 1800 KVA each during the last 03 years in Mumbai. Please note that the details furnished shall be for the maintenance jobs & not for the installation works. b) Annual turnover of the bidder during the last 03 years ending March 31, 2015 shall be at least Rs.10 Lakh. c) The bidder should have an office based in Mumbai & Navi Mumbai with technically qualified staff to render the said services. 2) The bidder should also furnish the following information in Cover 1 (Pre-qualification Bid). a) The details as required at item no.1 above. b) Company profile c) Name and address of the clients for whom the jobs were executed. d) Copies of the Certificates from the Clients for satisfactory service. e) The Price Bid (Annexure III) shall be submitted in separate Sealed Cover -2. 3) The Bidders are requested to inspect the site, if required, with prior approval of the Bank before submitting the offer. 4) Bidders may download the document from Bank s website ( / Completed applications duly filled in Annexure (I & II) and receipt of Earnest Money Deposit (EMD) of Rs.25, 000/- paid to IDBI Bank Ltd. in the form of RTGS shall be enclosed in a Sealed Cover- 1. Also, separate receipt of Tender fee of Rs.5, 000/- paid to IDBI Bank Ltd. in the form of RTGS shall be enclosed in a Sealed Cover- 1. The total AMOUNT as per the format (Annexure III) duly signed shall be enclosed in a sealed envelope marked as COVER- 2 (Price Bid). Page 3 of 12

4 5) The Cover-1 & Cover 2 shall be enclosed in a separate cover and addressed to The General Manager (FIMD), IDBI, 4th floor, IDBI Tower, Cuffe Parade, Mumbai This cover should be dropped in the tender box placed on 4th floor of IDBI Tower on or before hrs of May 22, ) Bidders shall note that Cover-1 (Pre-qualification Bid) shall be opened at hrs on May 22, The date and time of opening the Cover-2 (Price Bid) of the pre-qualified vendors would be intimated separately. The price bids (Cover-2) of the prequalified vendors will only be considered for the opening and further processing. 7) A receipt of Earnest Money Deposit (EMD), amounting to Rs. 25,000/- (Rupees Twenty five thousand only), must accompany each tender. The EMDs has to be deposited to IDBI s current account No , IFS code IBKL (Cuffe Parade Branch). Tender not accompanied by an EMD shall be summarily rejected. EMD shall not bear any interest and this amount shall be forfeited in the event of refusal or delay on the part of the tenderer to sign and execute the contract, in case his tender is accepted. The EMD of unsuccessful bidders shall be returned within three months after the last date fixed for receiving tenders or such earlier time as the tender may have been accepted by IDBI Bank Ltd. 8) A receipt of Tender fee, amounting to Rs. 5,000/- (Rupees Five thousand only), must accompany each tender. The Tender fee has to be deposited to IDBI s current account No , IFS code IBKL (Cuffe Parade Branch). Tender not accompanied by Tender fee shall be summarily rejected. 9) The rates quoted shall be valid for 60 days from the date of submission of tender. 10) The rate for providing the maintenance services shall be quoted as per the enclosed format (Annexure III) & shall be inclusive of all taxes, duties, works contract tax etc. However, Service Tax / VAT will be payable extra at actual. 11) The quoted rate shall include minimum wages payable to the employees to be deployed at IDBI Tower as per Central Govt. Minimum Wage Act. prescribed by Ministry of Labour & Employment, Govt. of India. 12) The bidder shall keep all mandatory records like PF, ESI, Bonus etc. of his employees deployed at IDBI Tower as per requirement of the labour enforcement inspector from time to time. 13) The contractor shall also submit the monthly staff payment register to the Bank every 6 months for its verification as and when required. 14) The amount quoted shall be written in both words as well as in figures. 5 15) Conditional tenders will not be accepted and be summarily rejected. 16) The contractor should make monthly staff payment through pay slip. 17) If any information furnished by the applicant is found to be incorrect at a later date, the bidder shall liable to be debarred from tendering / taking up the work in IDBI Bank Ltd. The Bank reserves the right to verify the particulars furnished by the applicant independently. 18) The Bank reserves the right to reject any application without assigning any reason and to restrict the list to any number deemed suitable by it, if too many applications are received satisfying the basic pre-qualification criteria. 8 General Conditions of Contract Terms & conditions of Annual Maintenance Contract for Electrical Installations at IDBI Tower, Cuffe Parade, Mumbai A. General terms and conditions: 1. The contractor would depute one Maintenance Engineer, 4 electricians and 4 helpers for the operation and maintenance of electrical installation in IDBI Tower. Maintenance Engineer would be having minimum qualification of Diploma in Electrical Engineering. 2. The persons shall be deployed on round the clock basis including Saturdays, Sundays and other holidays. Maintenance Engineer, 2 electricians and 2 helpers will report in the general shift from 9 a.m. to 6 p.m. from Monday to Saturday. One electrician and 1 helper on shift basis shall be available for the remaining 2 shifts during the day including Sundays and other holidays. 3. In case of emergency, for emergency repairs whenever required, prior permission from the engineer in-charge of IDBI Bank shall be obtained to engage the personnel on overtime, however no over time shall be payable. 4. All preventive maintenance of transformers, HT panel, MV panel and rising main panels will have to be carried out on holidays for which no overtime will be payable. 5. Major overhauls for HT- OCB panels, relay testing on HT/MV panels, etc. would be carried out with the help of any reputed agency experienced in HT maintenance work by the contractor, once in two years. The charges towards such works would be payable by the Bank directly to the agency, however the contractor will coordinate all such maintenance work. 6. All necessary tools and tackles viz. megger, multimeter, crimping tools, screw drivers, pliers, ladders, etc. for the maintenance shall be provided by the contractor. One complete set of all the tools and tackles will always be maintained in IDBI Tower. 7. All consumables like cotton waste, greases, vaseline, fuses, tube rods, bulbs, chokes, starters, etc. would be supplied by the Bank. The contractor will be responsible to receive material and maintain proper inventory of the stock. Page 8 of 12

9 8. Suitable space in the MV panel room at the basement of IDBI Tower and a telephone having intercom facility shall be provided. The contractor shall keep the area allotted in habitable and clean condition and would not allow storage of any unauthorized material. 9. The service charges would be payable on the completion of one month service and on submission of the bills. The contract is liable for termination by giving 1 month notice by the Bank and 3 months notice by the contractor. However, if the services are found to be unsatisfactory the contract will be terminated by the Bank without allowing any notice period. 10. The contractor will coordinate the annual inspection by electrical inspector of Government of Maharashtra or any other statutory authorities as may be required. Any fees payable towards the inspection will directly be paid by the Bank. 11. The maintenance contract is for a period of one year. The rate should be valid for one year from the award of the contract. In case the services by the contractor are found to be satisfactory the contract shall be extended by the Bank at its discretion by allowing increase as per the minimum wages act. 12. The contractor will provide workmen compensation insurance to the staff and the copy of insurance receipts would be submitted to IDBI Bank once in a year. 13. The contractor will be responsible for any act of negligence on his part or on part of his employees due to any mishap or accident occurred in the system/premises. 14. The contract shall be awarded to licensed Electrical Contractor only. A copy of the valid electrical license shall be submitted along with the offer in Cover We have capacitor bank panels connected to the electrical system. These are sufficient to provide power factor as stipulated by the local electricity supply authority. A proportionate amount will be deducted from the monthly bill submitted by the contractor, in case the power factor falls below the minimum stipulated level due to any negligence in maintenance by the contractor. 16. The contractor should issue proper uniform to the employees engaged in IDBI Tower with the agency name indicated clearly on the uniform. 17. The contractor should provide Mobile Phones to Maintenance Engineer and all 4 Electricians engaged in IDBI Tower. Page 9 of 12

The rate for providing the maintenance services shall be quoted as per the enclosed format (Annexure III) & shall be inclusive of all taxes, duties, works contract tax, sales tax, service tax, VAT etc. The Bidder shall ensure minimum wage to all his employees deputed in IDBI Tower satisfying the minimum wage Act. Also, the bidder shall keep all mandatory records like PF, ESI, and Bonus etc. of his employees deputed in IDBI Tower as per requirement of the labour enforcement inspector. 11 SCOPE OF WORK 1. Preventive and corrective maintenance six panel 11 KV HT MOCB Board. 2. Preventive and corrective maintenance of battery and battery charger for the trip circuit of the above. 3. Preventive and corrective maintenance of 11/0.415 KV air-cooled, 1500 KVA transformers 3 nos. 4. Preventive and corrective maintenance of MV panel board in the basement including the emergency panel. 5. Preventive and corrective maintenance of rising main panel. 6. Preventive and corrective maintenance of capacitor banks and automatic power factor correction equipment. 7. Preventive and corrective maintenance of water supply panels & sump pumps. 8. Preventive and corrective maintenance of lighting, power and distribution boards in all the floors of IDBI Tower, the Residential Flats at JMA I, II, III & Basant,Cuffe parade and Dormitory at Rajesh Mansion at Churchgate (Total 38 Flats). 9. Changing of bulbs, tubes, chokes, halogen lamps, call bells, etc. in all the floors of IDBI Tower, the Residential Flats at JMA I, II, III & Basant, Cuffe parade and Dormitory at Rajesh Mansion at Churchgate. The maintenance of light fixtures in lift lobbies, cross passages and staircases of IDBI Tower. 10. Cleaning of luminaries including pedestal fans, switch plates, etc. on monthly basis in the areas covered under item no. 9 above. 11. Maintenance of earth pits, including watering them at regular intervals and measuring the earth resistance. 12. Operation of standby DG Set (500 KVA) along with change over panel on routine basis & in case of power failure. 13. Coordination with MVIRDC for running the DG Set in the presence of MVIRDC in case of power failure. 14. Any other work assigned by the Engineer in-charge of the Bank related to the electrical work but not covered above. 15. In case the Contractor supplies any material for the electrical work, the cost of the material will be paid at actual cost plus 10% profit towards the overhead. Page 11 of 12
