2 3 RESERVE BANK OF INDIA ESTATE DEPARTMENT LUCKNOW TENDER FOR SUPPLY OF LED LIGHT FITTINGS FOR BANK'S MAIN OFFICE BUILDING AT LUCKNOW Instructions laid down hereunder shall be signed by the tenderers in token of having accepted them and must be enclosed with their respective tenders without which their tenders will not be considered. Incomplete Tenders not complying with the requirement are liable for rejection. Each page of the Tender is required to be signed by the person or persons submitting the Tender. Any Tender not signed will be rejected. 1. Sealed Tenders are invited for supply of LED Light Fittings for the Bank's Main Office Building at Lucknow. The Tenders will be issued only to the manufacturers of LED (Bank s specified make) and their authorized dealers having their setup in Lucknow. Tenders can also be downloaded from the Bank s website under the link Tenders. The tenders for the above work shall be submitted in two parts. [Part-I & Part-II]. Part-I containing commercial condition of fittings and the terms and conditions (Rates and amounts of items shall not appear any where in this part) and Part-II containing only rates of the items stated in figures and words and amounts in figures shall be submitted (Part I and Part II in two separate sealed envelopes) super-scribed Tender For Supply of LED light fittings for Bank s Main Office Building at Lucknow Part-I & Tender For Supply of LED light fittings for Bank s Main Office Building at Lucknow Part-II in separate sealed covers addressed to The Regional Director, Reserve Bank of India, 8-9, Vipin Khand, Gomati Nagar, Lucknow shall be dropped in the Tender Box kept in Estate Department, third Floor on or before 1400 hrs on February 17, The Tenders will be opened at 1500 hrs on February 17, 2016 in the presence of the tenderers or their authorized representatives who may choose to be present. Part II of the tender will be opened at a subsequent day which will be intimated to all the eligible tenderers after scrutiny of Part I. 2. The rates quoted by the tenderer shall be firm and shall not be subjected to variations in exchange rate, rate of taxes, duties, levies imposed by Central/State Government/Local Bodies of variation in labour rates/ Transport rates. The rates shall be quoted for supply of the fittings at Main Office Building, Lucknow and shall include charges for all taxes, octroi, duties, levies, packing, labour, transport, insurance for transit unloading and stacking etc. at a specified site. 3. Intending tenderers shall deposit an earnest money of Rs.26,000/- only (Rupees fifty three thousand only) by way of cash or Demand Draft in favour of Reserve Bank of India, Lucknow, drawn on Scheduled Bank which amount shall be held by the Bank as security for the execution and fulfillment of the contract. No interest shall be paid on the said deposit. A quotation, which is not accompanied by such earnest money, will not be considered. The amount of unsuccessful tenderers will be returned to them after award of work to the successful tenderer. EMD of the successful tenderer will be refunded after supplying of all electrical materials in good condition to Bank. 4. Terms of Payment: 95% of the Cost of fittings shall be paid after delivery and inspection of fittings by the Bank's engineer and balance of 5% shall be payable on expiry of the warranty period of 360 days (i.e. 1 year) from the date of handing
3 4 over the fittings to the Bank. All payments are subjected to statutory deductions as applicable. 5. Time is the essence of the contract. The period of completion of the entire work will be 45 days from the 10 th day of issue of the work order. In case of delay in completing the work beyond the stipulated date of completion, the contractor is liable to be penalized at the rate of 0.25% of the contract value per week subject to maximum 10% of contract value for the period during which the work remains incomplete. For the purpose of this clause contract value is the value of items which are not supplied by the firm to Bank. 6. Tenderers have to submit at least one sample each of the fittings and its leaflet (as mentioned in part II) along with their tender Part-I. These fittings shall be returned to tenderers after finalizing the contract i.e. award of work to the successful tenderer. Bank will evaluate the fittings as per the Bank s specification /site requirements and selected fittings /models will only be taken for further tendering process. 7. Tenderers are advised to use only the forms supplied by the Bank and not to use any other forms on their own letterhead or otherwise for furnishing any information/rates/amount etc. The information called for shall be complete in all respects. Information furnished on sheets other than those supplied may not be considered. However the Firms can submit only the relevant catalogues/leaflets/brochures of the manufacturers of the fittings offered giving technical specifications and details in separate envelop super-scribed as Brochures of quoted fittings. 8. No terms and conditions or any other information shall be included in Price Bid. Conditional discounts will not be considered. Rates/amounts to be filled in for all items. 9. Quotation forms must be filled in Hindi or English and all articles must be written by hand and written in ink. Amounts must be written both in words and figures. All erasures, alterations made while filling the quotation must be authenticated by the tenderer. Overwriting of the figures is not permitted. Failure to comply with either of these conditions will render the tender invalid. 10. The quotation shall be accompanied by leaflets/literatures giving complete technical and constructional details of each fitting offered in separate cover in the same envelope in which there are envelopes of Part I and Part II. 11. The Schedule of quantity is attached. The quantities mentioned in the Schedule of quantities are only indicative, which are liable to alterations, deductions or additions at the discretion of the Bank. 12. The fittings supplied shall be guaranteed against all types of defects for at least a period of one year from the date of handing over of all the fittings to the Bank. Any defects in the fittings found within the guarantee period, shall be rectified/replaced by the tenderer free of cost in 48 hours after lodging the complaint over telephone, etc. 13. The Quotations shall be valid for acceptance by the Bank for 90 days from the opening of price bids and shall be extended by such period as may be mutually agreed to. 14. Immediately on receipt of the intimation of the acceptance of his/their quotation, the successful tenderer shall be bound to implement the contract within time specified and the written acceptance by the Reserve Bank of India of a quotation will constitute a binding agreement between them the Reserve Bank of India and the person so tendering.

The contractor shall indemnify the Bank against any expenses arising from any injury or loss to persons or property and also in respect of any claim made in respect of injury or damage under any Act of Government or otherwise and also in respect of any Award of compensation or damage consequent upon such claim. 16. Any damage to the Bank's property caused by the contractor will have to be made good by the contractor at his cost. 17. Payment for the value of work done by the contractor will be made by the Bank on the basis of the certificate issued by the Bank's officer. 18. Right of Technical Scrutiny of Final Bill - The Bank shall have a right to cause a technical examination of the works and the final bill of the contractor including all supporting vouchers, abstracts, etc. to be made at the time of payment of the final bill. If as a result of this examination or otherwise, any sum is found to have been overpaid or over certified, it shall be lawful for the Bank to recover the same. 19. The value of interim bill is Rs.6 lakh per bill and bill will be settled within one month after the certification of Bank s officer. Interest at the rate of 3% per annum shall be paid in the event of the delay in payment of the bill. 20. In all matters of dispute arising on the work, the Bank's decision will be final and binding on the contractors. 21. The security deposit of the successful contractor will be forfeited if he fails to comply with any of the conditions of the tender. 22. The Bank reserves right to accept the tender in part and split the order amongst various vendors who have submitted the tender, as per Bank's convenience. 23. The Bank does not bind itself to accept the lowest or any tender. The Bank reserves the right to accept or reject any or all the quotations either in full or in part without assigning any reasons thereof. 24.
