3 Chapter 1 RFP Notice Industrial Extension Bureau Udhyog Bhavan, Gandhinagar Industrial Extension Bureau (indextb) invites bid from Agencies/ firms for Supply of USB Drives. Following shall be applicable for bidding: (i) Processing Fee (Non-Refundable) (ii) Earnest Money Deposit (iii) Issue of RFP Document (iv) Pre-bid meeting (v) Submission of Financial Proposal: Online Submission (vi)submission of Proposal: Offline Submission (Physical) (v) Opening of quotation Rs.2,500/- (Rs. Two Thousand Five Hundred only) Rs. 2,00,000 /- (Rupees Two Lacs Only) The RFP document can be downloaded from websites and or from to at 1200 hrs Up to 1200 hours strictly on on the website Bidders have to submit their Financial proposal as per the prescribed format online. Price bids should be submitted online only. 4 Chapter 2 INTRODUCTION Quotations are invited from interested Manufacturers/Suppliers/Venders/Dealers for supplying following items. USB Drives of 8 GB & 16 GB with branding of VG 2019 Summit Logo (as per the sample image attached at Annexure) Note: All the USB drives should be of USB 2.0 version or higher. All the USB drives should be of good quality and should have warranty of at least 1 year. Manufacturers/Suppliers/Venders/Dealers should submit their proposal duly filled in indicating rates latest by at 1200 hrs in the following format in their letterheads. The Quotations will be opened on at 1600 hrs in the presence of Manufacturers/Suppliers/Vendors/Dealers (whosoever present at that time at 1600 hrs). Products USB Drive* - Metal Body- 8 GB (With Vibrant Gujarat branding (metal marking) and loaded data) Total Approximate Quantity Rate unit** per *As per the image of the sample attached at Annexure II. Note: The sample will be displayed at the time of pre-bid meetings. 5 CHAPTER 3 GENERAL CONDITIONS OF CONTRACT 1. The contract should be valid for one full year from the date of award of the contract. The financial bid quoted for partial validity period would not be considered. However, the contract can be further extended for one more year on mutual consent. 2. The address for submission of the tender / quotation is as under The Managing Director Industrial Extension Bureau (indextb) Block No.18, 2nd Floor Udyog Bhavan, Sector 11, Gandhinagar The agency will have to compulsorily provide the sample along with the required documents through offline mode and the price bid only through online mode on the website 4. The filled RFP document as described herein should reach us by the last date and time of submission to our office. The RFP document received beyond the stipulated time would not be accepted. Further, indextb would not be liable for any delay occurred due to courier / messenger / post for submission of the quotations. The onus lies on the bidder to ensure the submission within stipulated date and time. 5. At any time before the submission of Proposals, indextb may amend this document by issuing an addendum, which shall be binding on the agencies. 6. The filled RFP document along with the EMD and processing fee DD, samples, etc should be provided in the sealed envelope superscribed as Proposal for selection of agency for supply of USB drives. 7. Details of both the Demand drafts of EMD and processing fee need to be submitted online also. 8. Quotations received without EMD and processing fee would be treated as rejected and would not be considered for further evaluation. 9. The firm should have its permanent establishment at Gandhinagar/Ahmedabad that will be verified by the indextb officers. Selected firm should assign a person to deal with indextb exclusively. 10. INDEXTb reserves the right to accept or reject all the quotes / bids / tenders, without assigning any reasons. 11. Selected Manufacturers/Suppliers/Venders/Dealers have to provide the maximum 5000 number of USB Drives at a time in single order within 7 days of having provided the approved design/logo at a time. However, if the lot 5
6 is of smaller size, the company should be able to provide it on urgent basis. 12. The order will be given to the selected agency in different lots. Whether the order is for 100 nos. or 1000 nos. or nos. and so on, the selected agency will have to supply the USB drives at the same rate mentioned at the time of bid. 13. Data to be loaded in the USB drives will be provided by indextb. Vibrant Gujarat Logo and design of VG logo will also be provided for branding by indextb. 14. An EMD of Rs.2,00,000/- (Rupees Two Lakh only) and Processing Fee of Rs. 2,500/- (Rupees Two Thousand Five Hundred only) by demand draft in favour of Industrial Extension Bureau, payable at Gandhinagar should be deposited in separate envelopes marked on the envelope. 15. EMD and processing fee in the form of cheque/cash shall not be accepted. 16. Agencies may seek clarifications on the RFP document, if any, up to the date of Pre-bid briefing meeting. Any clarification must be asked during the pre-bid meeting. No clarifications will be entertained after the Pre-bid meeting. 17. The quantities indicated are only for the purpose of evaluation and may vary significantly. 18. Sample should be produced for evaluation, which would be returned back. 19. Sample meeting the specification and desired quality only will be considered for further evaluation. Financial bids of the bidders whose samples are not found meeting the specification and quality will not be considered. 20. Indemnity: Successful Bidder will indemnify indextb against any claims that allege that Bidder s supplied product(s) under this contract infringes the intellectual property rights of a third party. It will be bidder s responsibility to ensure that it does not infringe into any third party s Intellectual Property Rights in supplying the products under this contract. 21. If the party does not supply quality material as per the specification and/or within the stipulated time, the supplier would be treated as defaulter and would be liable to forfeit the EMD/Security Deposit and damages/ losses caused and such parties shall not be considered for any future requirements of indextb. 22. In case of the received USB drives which are not matching the specification or are of poor quality and if more than 20% of the pieces are found corrupted, the decision of rejection/ payment will be made by indextb. 23. The hike in price will only be considered to the extent of the rates increased 6
7 in terms of local Govt. levies/tax or Central Govt. levies/tax declared and implemented by Central/State Governments/local municipality (applicable if any) during the currency of the contract. The same will however be considered, only if the supplier produces the authentic documents. 24. Repeat orders will be placed as and when required. The materials should be supplied within the specified time as mentioned in the purchase order. 25. Rates quoted should be inclusive of delivery charges at indextb office in Gandhinagar and shall include GST, if applicable. 26. The competent authority reserves the right to accept or reject any tender or all tenders in full or part without assigning any reasons thereof. 27. Change(s) in any of the terms and conditions by bidder stipulated as above shall not be acceptable to indextb. 28. In case of any dispute arising in relation to interpretation of any of the terms and conditions of the contract in tender in part/full, the decision of Managing Director, indextb shall be final and binding to all. 29. The competent authority reserves the right to terminate the contract at any point of time during the currency of the contract, if any of the above terms and conditions is found to have been violated. 30. Conditional acceptance would not be considered as an acceptance. 31. Methodology for Selection of Agency: The selection will be done by lowest cost basis. The lowest quoted bid would be accepted for award for purchase order. Financial bid of only those bidders would be opened whose samples are approved by the selection committee. 7
8 CHAPTER 4 Financial Proposal Submission to be made online on the website in the prescribed format therein: Products USB Drive - Metal Body- 8 GB (With Vibrant Gujarat branding (metal marking) and loaded data) Total Approximate Quantity (A) Rate unit per Total The above quote submitted is inclusive of GST. The agencies are required to fill the financial proposal online only at as per the prescribed format (Financial Proposal). The proposal should be indicated in the Indian Rupees. Proposal in any other currency would not be accepted and is liable to be rejected. The fees quoted would be inclusive of all out of pocket expenses incurred for travel to attend meeting in Ahmedabad / Gandhinagar, and for client servicing. Financial Proposal submitted other than online mode will not be considered. 8
