2 SECTION 1 NOTICE INVITING E-TENDER TO ASCERTAIN THE RATE OF SCHOOL SHOES PER PAIR FOR PROCUREMENT OF APPROXIMATELY 60,00,000 SCHOOL BLACK SHOES FOR STUDENTS STUDYING IN CLASSES I TO IV IN THE STATE OF WEST BENGAL. Road, Kolkata , West Bengal, has been mandated by the department of School Education, Govt of West Bengal to ascertain the rate to procure approximately 60,00,000 (Sixty Lakhs only) black school shoes for students (both boys and girls) studying in Classes I to IV in Government/ Government Aided/ Government Sponsored schools including Madrasahs and Sishu Siksha Kendras (SSKs) in West Bengal. An approximate number of 60,00,000 (Sixty Lakhs only) school shoes are proposed to be procured. The shoes to be procured by the Corporation will be of sizes as have been specified in Section IV (Schedule of Requirements). 2. In terms thereof, WBTBC hereby invites bids through e-tendering from eligible and qualified Indian manufacturers To ascertain the rate for Procurement of 60,00,000 (approx.) black school shoes for students studying in Classes I to IV in the State of West Bengal at different locations across the State. The tender will comprise of the Technical Bid and the Financial Bid. Bidders shall submit only the Technical Bid through e-tendering while the Financial Bid in the form of the Bill of Quantities (BoQ) given in the e-tendering portal will have to be submitted in respect of at least 6,00,000 (six lacs) quantity of the black school shoes. 3. Cost of Bidding Documents shall be Rs. 5,000/- (Rupees Five Thousand Only), which has to be paid by way of Demand Draft/ Pay Order issued by any scheduled bank in favour of West Bengal Text Book Corporation Ltd. Payable at Kolkata. The original Demand Draft/ Pay Order is to be submitted physically at the office of the Corporation in a sealed cover within the prescribed date and time stated in Sl. 15 of this e-nit. A scanned copy of the receipt issued by the Corporation against payment of cost of Bidding Documents shall have to be uploaded with other documents. Earnest Money / Bid Security, however, shall be Rs. 50,00,000/- (Rupees Fifty Lacs only) to be deposited by way of a Demand Draft or a Pay Order in favour of West Bengal Text Book Corporation Limited drawn on any scheduled bank Payable at Kolkata.

The Selected Bidder in respect of awarded quantity of black school shoes shall have to complete supply of entire quantity of school shoes at such locations, manner and tranches as specified in the General Conditions of Contract (GCC), upon the issue of the Notification of Award / Work Order by the Corporation, unless otherwise extended by the Corporation in terms of the GCC. Such supply is to be made (unless otherwise directed) at specified locations at the 726 Circle Level Resource Centres (CLRCs) in 341 Blocks and 129 Municipal Bodies all over the State of West Bengal. 5. Intending bidders may download the Bidding Documents from the website and also the website of the Corporation, Earnest Money Deposit (EMD)/ Bid Security of an amount of Rs. 50,00,000/- (Rupees Fifty Lacs only) is to be paid to the Corporation by way of a Demand Draft or a Pay Order Payable at Kolkata. A copy of Demand Draft or a Pay Order is to be uploaded electronically along with the bid. Original instrument of EMD / Bid Security can be submitted physically or sent through registered post at the office of West Bengal Text Book Corporation Ltd., 11, B. T. Road, Kolktata in a sealed cover within the prescribed date and time stated in Sl. 15 of this e-nit. The Corporation will not be responsible in any manner for late delivery or loss of the Demand Draft or a Pay Order if sent by post/courier. 6. The Technical Bid and Financial Bid(s) duly digitally signed will have to be submitted simultaneously by uploading the same in the website in the prescribed manner for the same. Technical Bid and Financial Bid(s) must be submitted within the date and time stated in Sl. 15 of the e-nit. 7. All documents submitted by bidders should be properly indexed and digitally signed. Both Technical Bid and Financial Bid(s), in respect of such number of shoes for for which a bidder intend to submit its bids, duly digitally signed are to be submitted in the respective folders viz., technical (statutory & non- statutory) folder and financial folder simultaneously in the website 8. Financial Bids will be considered only if the Technical Bid (both statutory and non-statutory) of a bidder is found qualified by the Tender Evaluation Committee of the Corporation. The decision of the Tender Evaluation Committee will be final and absolute in this respect. The list of responsive / technically qualified and non-responsive bidders will be uploaded in the website and also in the Notice Board at the office of the Corporation, on the scheduled date and time, unless otherwise changed. 9. Only actual manufacturing company limited by shares (Private or Public) registered under the appropriate laws of India may participate in the bid. 10. Eligibility criteria for participation (i) Bidders shall have to meet the minimum eligibility criteria in respect of all of the following:

4 (a) Financial Capacity (b) Technical Capability including Experience/Credentials (ii) The eligibility of a bidder will be ascertained on the basis of the digitally signed documents in support of the eligibility criteria as mentioned in (a) and (b) above. If any document submitted by a bidder is found at any stage to be manufactured or false or untrue in any material respect, the bid of the bidder will be rejected outright without any prejudice to any right of the Corporation including to forfeit the EMD/ Bid Security or invoke the Performance Security. (iii) Financial capacity requirement is as follows: - (a) A bidder must have average annual turnover of at least Rs. 75 Crores in the last 3 (three) financial years (i.e , and ). (b) A bidder shall have an average minimum Net Worth of Rs. 5 Crores in last three financial years (i.e , and ). (iv)technical capacity requirements are as follows: - (a) The bidder shall be a company Limited by shares (Private or Public) registered under the appropriate laws of India. (b) The bidder shall be a manufacturer of school shoes having its own manufacturing facilities in India registered under the Factories Act, 1948; (c) A bidder shall produce records satisfactorily evidencing: - i) Production capacity of at least 5,00,000 pairs of school shoes per annum; ii) Having done bulk supply of at least 5,00,000 pairs of shoes by single order, in any of the last 3(three) financial years ( , and ); iii) Experience of delivery of goods to at least 250 locations in a single order in any of the last 3 (three) financial years ( , and ) or 100 locations in the State of West Bengal in any of the last 3(three) financial years ( , and ) iv) Self-certification of the bidder as to the submission of sample and subsequent delivery of the shoes as per the specifications laid down in Section IV (Schedule of Requirements), if awarded and undertaking to obtain certificate from National Test House/ Central Leather Research Institute with regards to the quality of the shoes supplied being as per the specifications. 11. Upon opening of the Financial Bids, the lowest bidder (L1) will be determined. The Purchase Committee reserves the right to negotiate with L1 bidder to fix the lowest rate (herein after referred as L1 rate). The Purchase Committee will be entitled to award the contract to the lowest

5 bidder for the entire offered quantity or 20% of the total quantity whichever is lower subject to capacity. In case two or more bidders quoted the same L1 price, the purchase committee will divide the order equally among the L1 bidders subject to their capacity. Remaining quantity will be divided equally among the L2, L3, L4, L5 and L6 bidders subject to their agreeing to supply the school Shoes at L1 rate and their production capacity as well. If the quantity still remains to be allotted the above process will be repeated for the next lowest bidders till the entire quantity is allotted. 12. Financial Bids to be quoted in the Bill of Quantity in respect of rate per pair of shoe s quoted by the bidder. The rates may be quoted based on an average size of pair of shoes and such rate will be applicable to all shoes to be supplied in respect of such awarded tender quantity irrespective of the sizes of the shoes. The rates quoted by the bidder shall be deemed to include cost of packing of each pair of shoe in a shoe Shoes / box and supply to such locations and in such batches as per supply programme to be fixed by the Corporation from time to time. Apart from the rates in the Financial Bid, nothing extra or additional, on any head or account including GST (tax, cess, duty, octroi, levy or service tax) shall be payable by the corporation or the beneficiaries to whom such shoes will be distributed. To clarify, the rates should be inclusive and nothing on any head or amount shall be payable extra by the Corporation. 13. Apart from the EMD/ Bid Security, a bidder must supply to the Corporation, free of cost, six pairs of shoes (three pairs each for boys and girls), six soles (three pairs each for boys and girls) and three pieces of ½ sq. m of PVC coated upper fabric, conforming to standards and specifications as set out in Section - IV (Schedule of Requirements) as sample within the prescribed date and time stated in Sl. 15 of this e-nit. A receipt will be issued to the bidders against supply of such sample shoes, soles and fabrics, which receipt will have to be uploaded along with the bid. The sample shoes, soles and fabrics will be tested by National Test House/ Central Leather Research Institute at the discretion the Corporation against the specifications mentioned in Section - IV (Schedule of Requirements) of the Bidding Documents. In the event, the sample shoes, sole and fabrics do not match such specifications, the bidder will be disqualified and its Financial Bid will not be considered. Only six pairs of shoes (three pairs each for boys and girls), six soles (three pairs each for boys and girls) and three pieces of ½ sq. m of PVC coated upper fabric are required to be provided irrespective of the number of tender quantities the bidder intends to bid for on the basis that the supply will conform to the sample. 14. Bids are to remain valid for a period not less than 180 days after the last date for bid submission as specified in Sl. 15 of this e-nit. Bids valid for a shorter period shall be rejected as nonresponsive.
