1 E-Procurement NOTICE INVITING TENDERS (e-nit) Sealed E-tenders from reputed and experienced firms are invited in two-bid system for Provision of Printing Facility Inside HSL. 1 Tender Number OS/998/Printing/147/ Description of Provision of Printing Facility Inside HSL work 3 Date of Pre- bid 10:00 hrs. on 18 Jul 17 4 meeting Due date for Up to 14:00 hrs. on 27 Jul 17 submission of bid 5 Date of opening 14:00 hrs. on 28 Jul 17 of T- bids 6 Opening of Price Price bids of technically qualified parties after technical bid evaluation would be opened under advance intimation. 7 Tender Fee Rs. 500/- by way of demand draft in favour of Hindustan 8 EMD Shipyard Limited, Visakhapatnam to be submitted along with Technical Bid. a. Rs. 24,000/- by way of demand draft in favour of Hindustan 9 Solvency Shipyard Limited, Visakhapatnam to be submitted along with Technical Bid. b. Firms having valid HSL registration for Similar works with a financial limit equal to or more than the estimated cost of the work are exempted from payment of EMD. All such firms who intend to avail EMD exemption shall invariably enclose a copy of their valid HSL registration certificate along with technical bid. c. No pending bill adjustments towards EMD amount are permitted. d. The EMD amounts of unsuccessful bidders will be returned after finalization of the order. EMD amount of successful bidder will be released after submission of PBG. e. Firms having valid SSI/NSIC registration for Similar works are exempted from payment of EMD. All such firms shall invariably enclose copy of valid SSI/NSIC registration certificate to claim EMD exemption. Latest Solvency Certificate for an amount of Rs 4.5 lakh from 10 Turnover any Nationalized / Scheduled Bank to be submitted along with the Techno-Commercial Bid. Average annual financial turnover during the last 3 years, ending 31st March of the previous financial year, should be at least Rs 08 lakh. Documentary proof, i.e. Income Tax TDS Certificates/Form 26AS for the relevant financial year may be

Documentary proof of execution of similar works to be furnished. 13 Payment terms Also details of manpower and machinery to be indicated. Monthly payment will be released for the completed part of work on submission of the invoice together with work done duly certified by Planning department. 14 Performance Bank Guarantee 15 Rejection Criteria Bank Guarantee for 10% of the contract value shall be submitted as per the prescribed format within 15 days from a Nationalized Bank / Scheduled Bank from the date of award of contract. Validity of the PBG shall be till completion of guarantee period. PBG shall be submitted by successful bidder with in the time stipulated in the contract/order. In case the successful bidder delay the submission of PBG beyond the time stipulated in the contract/order, Interest is to be charged for such delay at the prevailing rate which is charged by our bankers on Cash Credit. Offers of the bidders not fulfilling the tender conditions are liable for rejection. 16 Validity of Rates Rates going to be finalized against this tender shall be valid for a period of TWO years from the date of finalization. Extendable for one more year on mutual consent / agreement. 17. L-1 is to be established on overall L-1 basis against rates and quantities. However, order will be finalized per unit. Quantities indicated in BoQ are approximate. However, contractors are required to make number of prints as necessary. Payment will be made for actual quantity of work completed 18. Taxes and Duties: (i) Changes or Amendment or Introduction of any Law/Act. a) In the event of introduction of any new legislation like Goods & Service Tax Act (GST) or any change or amendment or enforcement of any Act or Law, rules or regulations of Government of India or State Government then the applicable taxes/duties would be as per the new legislation / Statutory Act/Law. b) Any reduction in incidence of tax on inputs, consumables, raw materials, capital goods or services due to introduction of Goods and Service Tax, the benefit of reduction in tax incidence shall be passed to the principal/employer/buyer. c) Any benefit of input tax credit or new credits arises as result of introduction of GST shall be passed on to the principal/employer/buyer.

3 d) The above benefits shall be passed on to the principal/employer/buyer in the form of reduction in the contract/award price. To this extent the contract price will vary and it will be decreased (ii) Bidders are advised to indicate all taxes applicable in terms of percentage for services and Materials in the Technical bid. 19. L.D. will be levied at a rate of 0.5% per week or part thereof, for the delay subject to a maximum of 5% of the order value. 20. Incase of poor performance and if scheduled targets are not met, work will be withdrawn and allotted to a suitable bidder at risk and cost. 21. Safety and cleanliness: Fire and safety precautions should be followed strictly. Working premises should maintain neat and clean. In case of any violation, suitable penalty will be levied. 22. Bidders are advised to consult GM (PPPM) or further clarification in regard of scope of work if any, prior to submission of bid. 23. Bidders may note that HSL reserves right to award the complete or part of the work, distribute the work to more than one contractor at the finalized L1 rates and to accept or reject any offer or cancel the whole process without assigning any reason what so ever. 24. Contractor is solely responsible for compensation, if any, in case of untoward incident takes place. 25. Successful Bidder shall ensure that their workmen will be paid Wages as per the Minimum wages promulgated by Government. 26. All the contract workmen proposed to deploy on the work shall have AP Police verification certificate prior to issue of tokens to the workmen. 27. All the bidders are requested to submit Bank Account details of the employees worked on this project along with Invoice. 28. Contractor shall commence Additional work / Growth of work with the approval of GM (PPPM). 29. Tenderers shall accept all terms and conditions of tender enquiry in TOTO and the same shall be clearly indicated in technical bid. 30. Interested bidders may visit and download the tender form, technical specification and general terms & conditions. Bidders shall have digital signatures certificates to submit their quotation through above mentioned website.

No conditional bid shall be accepted. B: Price bid: The Price bid containing the Bill of Quantity will be in Excel format, and will have to be downloaded by the bidder and the rates, taxes & duties etc. to be quoted for the offered items. Thereafter, the same excel file and.pdf files to be saved without changing the BoQ name and should be uploaded during bid

5 submission in respective covers. The Price-bid will be in Item- wise Rate BOQ format and the bidder should quote for all the tendered items and order may finalize on overall L1 basis. The Price Bid which is incomplete and not submitted as per instructions given above will be rejected without any notice. C: All bids are to be submitted on-line on the website No bid shall be accepted off-line. D: Modification and Withdrawal of Bid: Modification of the submitted bid shall be allowed on-line only before the deadline of submission of tender. The bidder may modify and resubmit the bid on-line as many times as he may wish. E. Bid Validity: The validity period of the bids shall be 120 (One Twenty) days from the date of opening of bid. The tenderer shall not, during the said period or within the period extended by mutual consent, revoke or cancel his tender or alter the tender or any terms/conditions thereof without consent in writing of the HSL. In case the tenderer violates to abide by this, HSL will be entitled to take action. F. Please note that online generated comparative statement is not final for finalizing the L1 bidder.
