3 AIRPORTS AUTHORITY OF INDIA Agartala Airport, Agartala AAI/AGT/SM(E-C)/ / Date: DRAFT NOTICE INVITING E-TEDER (2 Covers limited Tender) (Tender Id: 2017_AAI_2690) Item rate(s) Tenders are invited from limited bidders (Qualified bidders in tender for same work through Tender ID: 2017_AAI_359) to revise their price bid, consequent upon implementation of GST with effect from 01/07/2017 & submission of documents for GST compliance, through the e- tendering portal by Senior Manager(Engg-Civil), Airports Authority of India, Agartala Airport, Agartala on behalf of the Chairman, Airports Authority of India for the work of Construction of MT Pool and E & M Workshop at Agartala Airport (Phase-I) for an Estimated cost of Rs. 8,25,64,940/- (Rupees Eight Crore Twenty Five Lacks Sixty Four Thousand Nine Hundred Forty) only with a Completion period of 18(Eighteen) months. 1. Bid submission: Bidders are advised to visit website regularly to keep themselves updated as any change/modification in the tender will be intimated through this web site only. 4 The Following 2 covers shall be submitted through online CPP-portal by the bidders. Last date and time of submission of bids (Cover-I & II) is 15/09/2017 up to 1800 hrs. 4.1 Cover-I: The tenderer shall upload the digitally signed file of scan documents of GST undertaking as per enclosed format (Annexure-I) along with GST registration details and unconditional acceptance letter as per enclosed format (Annexure-II). Note: Tenderer who failed to upload the above scanned copy in Cover-I on the CPP e- tendering portal by due date & time of bid submission mentioned in critical date chart, application shall be summarily rejected. Hard copy documents shall not be entertained. The intimation regarding acceptance/rejection of their bids will be intimated to the contractors/ firms through e-tendering portal. 4.2 Cover-II : Containing the financial e-bid through CPP portal. The tenderer shall upload the digitally signed Schedule of price bid in the form of BOQ.xls The tendered rates shall be inclusive of all taxes including GST. GST shall be paid to bidder for any taxable supply/services against valid tax invoice only. The above tax clause supersedes all the tax clauses stipulated in the tender document called vide Tender Id: 2017_AAI_359 pertaining to Goods and services. Bidders may please note, the schedule of quantities is attached in the portal. The same (BOQ) shall be downloaded and after entering the financial quotes, name of the bidder etc. in the editable (un protected) cells provided for the purpose only should submit their financial bid in the same format. Bidders are requested to note that they should necessarily submit their financial bids in the format provided and no other format is acceptable. If the BOQ file is found to be modified by the bidder, the bid will be summarily rejected. 5. Bid Opening Process is as below:- 5.1 Cover-I: Containing Documents for bid (uploaded by the contractors/firms) shall be opened on 18/09/2017 at 11:00 hours. The intimation regarding acceptance / rejection of their bids will be intimated to the contractors/ firms through CPPP e-tendering portal. 5.2 Cover II: The financial bids opening date of the contractors /firms found to be meeting the qualifying requirements of cover-i shall be intimated later on. 5.3 AAI reserves the right to accept or reject any or all applications without assigning any reasons. AAI also reserves the right to call off tender process at any stage without assigning any reason. Trade Name : Further, I/We hereby unconditionally accept the following conditions in its entirety for the above work. 1. We understand that, this limited tender is in continuation of e-bid for tender ID- 2017_AAI_359 and all the terms and condition of the original e-bid shall be adhered to. 2. The L-1 bidders shall be finalized based on this financial bid for tender ID: 2017_AAI_2690 irrespective of the rates quoted in the original online bid for tender ID : 2017_AAI_ We are registered under GST and compliant of GST provision. 4. We undertake that all input credits shall be passed on to AAI. 5. In case of non-compliance of GST provisions and blockage of any input credit, we shall be responsible to indemnify AAI. 6. In case of any change in rate of Tax or any provision to levy of Tax resulting in increase in burden of tax, we shall be entitled to receive any compensation for such increase in quantum of Tax payable by us. The tender documents and its addendum as detailed above for the work of Construction of MT Pool and E & M Workshop at Agartala Airport (Phase-I) have been issued to us by Airports Authority of India and I/we hereby certify that I/we inspected the site and read the entire terms and condition of the tender documents available in CPP portal. Which shall be part of contract agreement and I/we shall abide the conditions/clauses contained therein. 2. I/we hereby unconditionally accept(s) the tender condition of the AAI s tender documents in its entirety of the above work. 3. The contents of the NIT of the tender document have been noted wherein it is clarified that after unconditionally accepting the tender conditions in its entirety, it is not permissible to upload any additional file or put any remark/conditions (except unconditional rebate on quoted rates if any) in along with the tender document and the same has been followed in the present case. In case the provisions of the tender,if found violated after opening cover- II, I/we agree that the tender shall be rejected and AAI shall without prejudice to any right remedy be at liberty to forfeit the 10% amount of earnest money deposited in form of Bank Guarantee. 4. That, I/we declare that I/we have not paid and will not pay any bribe to any employee/officer of AAI for awarding this contract at any stage during its execution or at the time of payment of bills and further if any employee/officer of AAI asks for bribe/gratification I/we immediately report it to the Appropriate Authority in AAI.
