1 Phone : / / wbsscl@gmail.com Fax : WEST BENGAL STATE SEED CORPORATION LIMITED e-quotation NOTICE INVITING e- QUOTATION No. WBSSCL/MD/NIT- 12/16-17 DATED (Submission of Bid through online) West Bengal State Seed Corporation Ltd., a wholly owned profitable and dividend paying company of Govt. of West Bengal under the Administrative control of Dept. of Agriculture invites Quotations through online from reputed firms of Chartered Accountants to carry out pre audit of claims of Public and Private sectors insurance companies pertaining to Agriculture Crops under National Agriculture Insurance scheme / Modified National Agriculture scheme. The aggregate premium payable is about Rs. 218 crores. Chartered Accountancy firms empanelled with RBI and CAG with an annual turnover of at least 50 lac are eligible for the above assignment. The said firms should also have an experience of handling clients with an annual turnover of Rs. 250 crores and above. The minimum quoted price for the above assignment is Rs. 10 lacs plus Service Tax. The above quoted price is inclusive of Professional fees, out of pocket expenses, TA and DA etc. The scope of work will include the following: (A G o v t. o f W e s t B e n g a l C o m p a n y ) Regd. Head Office : 4, Gangadhar Babu Lane, (5 th Floor), Kolkata To conduct Pre Audit of Insurance claim both Public and Private sector Insurance Companies to be done on test check basis. There should be strict adherence to the notification no. 328(Nab)-Crop Ins. /7C-01/2014 Pt1 dated issued by Dept. of Agriculture, Govt. of West Bengal. 2. The Audit team should consist of adequate number of qualified/semi qualified assistants led by a senior partner of the Firm so as to be commensurate with the Pre Audit of Insurance claims totaling Rs. 218 crores. 3. The size of population is approximately Ten lakhs. 4. Sample size 6% in each District. 5. No. of Districts to be covered 19 spread all over West Bengal. 6. No. of Bank Offices to be visited in each district for checking the documents 3. (Central Co-operative Bank, Rural Bank and lead commercial bank) 7. No. of Insurance company regional offices to be visited to collect data base The selected Chartered Accountancy firm may call for any records from the respective Insurance Companies and from the Dept. of Agriculture. 9. The selected Chartered Accountancy firm will have to complete the entire pre audit of the Insurance claims expeditiously & meticulously latest within 45 days from the receipt of the order and shall also be responsible for submitting a report to the management which should be concise, to the point and should be professionally written covering all important aspect. The above guidelines are indicative and not exhaustive. It is expected that the said Chartered Accountancy firm should have good working knowledge of Standards of Internal Audit (SIA) issued by ICAI from time to time and should to suitably apply such standards while conducting the said pre Audit and concluding his comments. The management/executive summary should be integral part of Audit report.

The information provided in the application by the Chartered Accountancy firm must be current, relevant and free from misstatements on the date of application. The selected Chartered Accountancy firm will be required to furnish certificate of Independence. The selected Chartered Accountancy firm shall be free from any disqualification under the Companies Act The Authority is not bound to accept the lowest bid and reserves the right to accept or reject any or all responses and to request additional submissions or clarification from one or more applicant(s) at any stage or to cancel the process entirely at its sole discretion without assigning any reason whatsoever. The Financial offer of the prospective Quotationer will be considered only if the Technical Bid of the Quotationer is found qualified by the evaluation committee. The decision of the evaluation committee will be final and absolute in this respect. The list of the qualified Bidder/Bidders will be displayed in the website.

3 Eligibility Criteria: 1. Chartered Accountancy firms empanelled with RBI and CAG with an annual turnover of at least Rs. 50 lac are eligible for the above assignment. The said firms should also have an experience of handling clients with an annual turnover of Rs. 250 croers and above. 2. The said firm must have PAN card, Trade License, up-to date Professional Tax deposit challan, and should be empanelled with RBI and CAG. Managing Director West Bengal State Seed Corporation Ltd. 4 Section A Instruction to Bidders General Guidance Instruction / Guidelines for electronic submission of the Quotation have been annexed for assisting the Chartered Accountancy firms to participate in the e-quotation. 1. Registration of Chartered Accountancy firm: Any Chartered Accountancy firm fulfilling the eligibility criteria and willing to take part in the process of participation in bid will have to be enrolled & registered with the Government e-procurement system, through logging on to The Chartered Accountancy firm is to click on the link for e-tendering site as given on the web portal. 2. Digital Signature Certificate: Each Chartered Accountancy firm is required to obtain a Class II or Class III Digital Signature Certificate (DSC) for submission of Quotations from the approved service provider of the National Informatics Centre (NIC) on payment of requisite amount. 3. The Chartered Accountancy firm can search & download NIQ & Quotation document(s) electronically from computer once he logs on to the website mentioned in Clause A.(i). using Digital Signature Certificate. This is the only mode of collection of Quotation documents. 4. Submission of Quotation: Quotation is to be submitted through online to the website stated in Clause A.1. in two folders at a time for each work, one in Technical Proposal & the other is Financial Proposal before the prescribed date & time using the Digital Signature Certificate (DSC). The documents are to be uploaded virus scanned copy duly Digitally Signed. The documents will get encrypted (transformed into non readable formats). 5. Technical Proposal: The Technical Proposal should contain scanned copies of the following in two covers (folders) : a. Statutory Cover Containing the following documents: 1. N.I.Q (download properly and upload the same Digitally Signed). The rate will be quoted in the B.O.Q. The rate to be quoted should be in composite form which is inclusive of professional fees, out of pocket expenses, TA, DA etc. The quoted rate will be encrypted in the B.O.Q under Financial Bid. In case quoting any rate in N.I.Q., the Quotation is liable to be summarily rejected. 2. Special Terms & Conditions b. Non-statutory Cover Containing the following documents: 1. Proof of empanelment with RBI and CAG. 2. Copy of Audited Financial Statement showing stipulated Annual Turnover of the firm which should be Rs. 50 lakhs or more. 3. Photocopy of PAN card. 4. Current Trade License and Service Tax Registration Certificate. 5. Up to date Professional Tax deposit challan. 6. Credentials of handling clients with Annual turnover more than Rs. 250 crores. 7. Detailed list of Partners. 8. Year of establishment of the firm, since the date of Registration. N.B: Failure of submission of any of the above mentioned documents as stated in serial no. A 1 to serial no. 3. will render the quotationer liable to be rejected for both statutory and non statutory cover.

5 THE ABOVE STATED NON-STATUTORY/TECHNICAL DOCUMENTS SHOULD BE ARRANGED IN THE FOLLOWING MANNER. Evaluation committee constituted as per Order of the Managing Director, West Bengal State Seed Corporation Ltd. will function as Evaluation committee for selection of Chartered Accountancy firm. 2. Opening of Evaluation of Quotation : 3. Opening of Technical Bid: Technical Proposals will be opened by the Managing Director, West Bengal State Seed Corporation Ltd. and his authorized representative electronically from the website using their Digital Signature Certificate (DSC). 4. Intending Quotationer may remain present if they so desire. 5. Cover (folder) for Statutory Documents (Ref. Sl. No. A. v(a) will be opened first and if found in order, cover (folder) for Non-Statutory Documents (Ref. Sl. No. A. v.(b)) will be opened. If there is any deficiency in the Statutory Documents the quotation will be summarily be rejected. 6. Decrypted (transformed into readable formats) documents of the non statutory cover will be downloaded and handed over to the Quotation Evaluation Committee.

6 7. Summary list of technically qualified firm will be uploaded online. 8. Pursuant to scrutiny and decision of the Evaluation committee the summary list of eligible quotationer and the serial number of work for which their proposal will be considered will be uploaded in the web portals. 9. During evaluation, the committee may summon the consultant and seek clarification/information or additional documents or original hard copy of any of the documents already submitted and if these are not produced within the stipulated time frame, their proposals will be liable for rejection. Financial Proposal 1. The financial proposal should contain the following documents in one cover (folder) i.e. Bill of Quantities (BOQ). The Chartered Accountancy firm should quote the rate both in word and figure (as lump sum amount which in inclusive of Professional fees, TA, DA and out of pocket expenses excluding Service Tax) online through computer in the space marked for quoting rate in the BOQ. The minimum quoted price is Rs. 10 lakhs plus Service Tax. The above quoted price is inclusive of Professional fees, out of pocket expenses, TA and DA etc. Any Chartered Accountancy firm quoting below the minimum price will not be accepted. 2. Only downloaded copies of the above documents are to be uploaded virus scanned and Digitally Signed by the Chartered Accountancy firm. Technical capability of a bidder will be judged on the basis of information furnished. i) Penalty for suppression / distortion of facts: If any quotationer fails to produce the original hard copies of the documents and any other documents on demand of the quotation evaluation committee within a specified time frame if any deviation is detected in the hard copies from the uploaded soft copies, it may be treated as submission of false documents by the Quotationer and action may be referred to the appropriate authority as per relevant Information Technology Act. ii) Rejection of Bid: WBSSCL reserves the right to accept or reject any bid and to cancel the Bidding processes and reject all Bids at any time prior to the award of Contract without assigning any reason thereof. iii) Award of Contract: The Bidder whose Bid has been accepted will be notified by the Quotation Inviting and Accepting Authority through acceptance letter / Letter of Acceptance. iv) An agreement will have to be executed between Dept. of Agriculture, Govt. of West Bengal and the successful bidder before commencement of work.
