9 Administratin f educatinal plicy (1) Accrding t Cnstitutin Article 89. The President f the Republic f Uzbekistan is the Head f the State and ensures cncerted functining and interactin f bdies f state authrity. Article 98. The Cabinet f Ministers shall: be respnsible fr carrying ut effective ecnmic, scial, financial, mnetary plicy, develpment and implementatin f the prgrams n develpment f science, culture, educatin, health and ther sectrs f the ecnmy and scial sphere;

10 Administratin f educatinal plicy (2) The cmpetencies f the Cabinet f Ministers include the fllwing authrities in regard t the educatin system: cnduct f a single state plicy in the area f educatin; supervise the state administrative bdies f educatin; develpment and implementatin f prgrams fr develpment f educatin; establish the prcedures fr rganizing, re-rganizing and liquidatin f educatinal institutins; determine the prcedure fr educatinal institutins accreditatin, as well as attestatin f teachers and researchers; issue permissins t educatinal activity fr educatinal institutins f freign cuntries in the territry f the Republic f Uzbekistan;

27 Challenges The main challenge f human develpment in Uzbekistan lies in the develpment f skilled and knwledgeable persnnel wh are able t facilitate the transitin t an internatinally cmpetitive ecnmy. The availability f quality human resurces is critical in effecting this transfrmatin. Uzbekistan spends abut 8% 9% f its grss dmestic prduct n educatin, which is much higher than in cuntries at a cmparable level f develpment. Ensuring efficiency, effectiveness, and sustainability f such high investment in educatin is a challenge fr Uzbekistan. Educatin refrms in Uzbekistan, hwever, cntinue t be at their initial stages. The weak areas include the gvernment s inability t imprve internal crdinatin, reduce fragmentatin, and imprve the effectiveness and efficiency in planning plicy frmulatins in the educatin sectr. Crruptin is a majr impediment f grwth and quality in educatin sphere f Uzbekistan.
