Providing wooden ribs including hoisting and fixing in position complete with stone filling behind ribs, removal of slip in the exploratory drift (1.80x2.10m) and drilling of Ex holes (270m) for Geo-technical investigation in cross cut of Drift at the Power House location of NMHEP. Estimated Cost in ` Cost of Document in ` EMD in ` Date of Submission/ Uploading of `41,08,164/- `5000/- `82,160/ to hrs Date of Opening of hrs Completion Period Four & Half (4.5) Months The Notice Inviting Tender (NIT), Information for Bidder (IFB), Tender document Vol-I, List of Deletion of clauses in Tender document Vol-I, Drawings-2 Nos., BOQ (Price Bid/Bill of Quantity), Schedule-I (List of Tools & Machinery to be deployed),schedule-ii (List of Man Power), Schedule-III (Work Completion Schedule), Schedule-IV (Qualifying Requirements Undertaking From Bidder), Schedule-V (Undertaking), Schedule-VI (Bank Account details) and Schedule-VII (Bidder s general information) are given in the tender document. The intending firms are required to go through the same carefully and note that all terms and conditions mentioned therein shall form the part of the contract agreement. The set of contract will neither be issued manually nor be sent by post or courier; the same can be viewed and downloaded only on SJVN s E-Tender portal w.e.f to The bids are to be submitted electronically through e-tendering at and other mode of submission of bids shall not be accepted. The procedure for filling the bid is given in Information and instructions for tenderers. 2. 2 4. COST OF TENDER DOCUMENT: The bid must be accompanied with non-refundable cost of tender document of ` 5,000/-. To be credited in SJVN s account before last date and time for submission of the Bid by the bidder as per procedure for e-payment. 5. EARNEST MONEY DEPOSIT: The bid must be accompanied with an earnest money of ` 82,160/-. The EMD/ bid security shall, be credited in SJVN s account before last date and time for submission of the Bid by the bidder as per procedure for e-payment illustrated in Information for Bidder (IFB). Bid security shall remain valid for a period of six months beyond the original bid validity period and beyond any extension subsequently requested. 6. EMD of the bidder shall be forfeited, if the bidder withdraws or amends its bid or impairs or derogates from the bid in any respect with in the period of validity of the The EMD of the successful bidder shall be retained as contract security until such period the contractor furnishes the required security deposit. If the contractor is failed to fulfill his obligations, the EMD, retained as contract security shall be forfeited. 7. Tender without cost of tender document and EMD will be out rightly rejected. TERMS AND CONDITIONS: 8. QUALIFYING REQUIREMENTS FOR TENDER: Eligibility for the tender shall be restricted to those bidders who will fulfill the following conditions and upload documentary proof thereof. However before submission of bids, the bidders in his own interest shall ensure that he meets all the requisite qualification criteria as under: 1. The intending bidders must upload their valid Registration/Enlistment certificate, PAN Card No., EPF Code No., TIN, Service Tax Registration No. and other relevant documents along with the 2. The intending bidders must also upload their valid experience certificates of similar type of works executed successfully as under: i. Average Annual Financial turnover during the last three (3) years, ending 31 st March 2016 (year), should be at least 30% of the estimated cost (i.e. `12,32,450/-) duly certified/audited by Chartered Accountant (CA). ii. Experience of having successfully completed similar works during last seven (7) years ending last day of the month previous to the one in which applications are invited should be either of the following: a) Three similar completed works, each works cost not less than the amount equal to 40% of the estimated cost (i.e.` 16,43,266/-) OR b) Two similar completed works, each works cost not less than the amount equal to 50% of the estimated cost (i.e. ` 20,54,082/-) OR 2 of 5
3 c) One similar completed work, costing not less than the amount equal to 80% of the estimated cost (i.e. `32,86,532/-). Note: Similar work herein would mean Drilling of Ex-holes for Geo-technical investigation in underground drift/cavern. iii. Notwithstanding anything stated above, SJVN Limited reserves the right to assess the capabilities and capacity of the bidders/ firms/ agencies to perform the contract satisfactorily, should the circumstances warrant such assessment in the overall interest of the SJVN Limited. iv. The above mentioned requirements are minimum and the SJVN Limited, reserves the right to ask for any additional information. 9. BID SUBMISSION: (A) The tender shall comprise of two bid system i.e Technical Bid consists of two parts (Part-I &II) and Price Bid (Part-III) :- (a) Technical Bid : Part I- EMD and Cost of tender Document. Part II-Techno-Commercial bid comprises of valid Registration/Enlistment certificate, PAN Card No., EPF Code No., TIN, Service Tax Registration No., financial turnover authenticated by CA, duly issued performance/work done certificates, Schedule-I to VII, and an undertaking to the effect that he has read all the documents uploaded along with the NIT and there is no deviations from the standard terms and conditions ( Schedule-V) of the tender documents & NIT etc. The bidder shall certify that all the documents as uploaded by the bidder are as per original documents. The bidder has to upload the scanned copy of above documents on the web site. (b) Price bid: Part-III; Price bid i.e. BOQ (Price Schedule/Bill of Quantity). (i) The item of work is given in the Price Bid/Bill of Quantities of Bidding Documents. The Bidder is required to fill their rates in the Price Bid/Bill of Quantities for the whole work, inclusive of applicable EPF rate, labour, equipment charges, levies & duties, discount/rebate, all taxes except Service Tax. Service tax, if any, will be paid by the contractor to the concerned Authorities which will be reimbursed to him as per applicable law on production of documentary evidence (Challan regarding its deposit with Concerned Authority). (ii) If the bidder quotes Nil Charges / consideration, the bid shall be treated as unresponsive and will not be considered. (B) (C) All bids should contain credentials as per NIT, EMD and tender document cost of required amount through e-payment. The tender committee shall evaluate the qualifying requirements of each bidder as per NIT after opening of qualifying requirements of bids i.e. techno-commercial part of the bids and the bids of the bidder who is not meeting the qualifying requirements shall be treated as non-responsive. 3 of 5
4 (D) The bidder must submit the bid through e-tendering / e-procurement only as explained in the Information and instructions for tenderers. 10. BID OPENING : The bid shall be opened in the following sequence: (i) First of all, the Part-I i.e. EMD & Cost of tender document and Part-II i.e. Technocommercial part shall be opened and evaluated. Part-II i.e. Techno-commercial part shall be opened only of those bidders whose part-i of bid found in order as per NIT. (ii) The Part-III i.e. Price bid shall be opened only of those bidders whose Part-I & II of bid found substantially responsive. The date of opening of the price bid will be notified on SJVN Limited e-tendering websites The bids submitted by the bidders shall remain valid for acceptance for a period of one hundred twenty (120) days from the date of opening of bids. If any Bidder withdraws his bid before the said period or makes any modifications in the terms and conditions of the bid, the tender inviting authority shall forfeit the Earnest Money. 12. The successful bidder must submit the self-attested copy of TIN of Uttarakhand state in the O/o Engineer-In-Charge (EIC) before commencement of work. In no circumstances work shall be allowed to be commenced nor any payment shall be released till proof of registration under Uttarakhand. Value Added Tax Act, 2005 is submitted by such contractor. 13. (i) Successful bidder has to ensure that sub contractor if any, engaged by him must have Provident Fund Code Number. (ii) All the worker deployed by contractor or sub contractor have to be enrolled as member of Provident Fund and should be given the Universal Account Number (UAN). (iii) The successful bidder along with his bill have to submit the certificate that all workers employing directly or indirectly by him are registered for EPF and the due contributions have been credited into their account. 14. The successful bidder is required to make the payment of all dues to the labours/employees engaged by him for this work through their bank account only and submit the documentary evidence i.e Bank passbook along with the bill. 15. The work will be awarded to L-1 bidder whose bid will be found substantially responsive on overall basis. 16. Rates and amount should be filled in both figures and words in the Price Schedule/BOQ only. In case of ambiguities in the rate in figures and the rate in words, the rate quoted in word shall prevail and the amount shall be corrected accordingly. All discount / rebate should be mentioned in Price Schedule/BOQ only. 17. The bids in physical form / conditional / facsimile tenders or tenders without earnest money shall not be entertained under any circumstances. The bids are only to be submitted through e-tendering only. 4 of 5
5 18. SJVN Limited reserves the right to increase or decrease or omit the items without assigning any reasons thereof. 19. The bidder shall submit an undertaking to abide by all labour laws. The bidder shall also abide by any other labour laws enforced time to time by State Govt./Central Govt. during execution of contract. 20. The bidder shall ensure that all precautions are taken for environmental protection as well as health and safety of those handling the work/material. Further bidder shall also ensure that all legal and regulatory requirements related to the environment, health and safety are complied with. 21. All the documents submitted/uploaded with the bid shall be authenticated by the bidder or by his authorized representative. 22. SJVN reserves the right to cancel the tendering process at any time before award of work. 23. All the above conditions of NIT shall supersede the conditions of Tender Document (Volume-I). The detailed Notice Inviting Tender (NIT), List of Deletion of clauses in Tender document (Vol-I), Special conditions and additional information regarding work., Drawings- 2 Nos., Schedule-I to VII and any other condition if applicable subsequently shall form part of the contract agreement. 24.
