2 Note : The Notice Inviting Tender (NIT), Information for Bidder (IFB), Tender document Vol-I, Drawings, BOQ (Price Bid/Bill of Quantity), Schedule-I (List of Tools & Machinery to be deployed), Schedule-II (List of Man Power), Schedule-III (Work Completion Schedule), Schedule- IV (Qualifying Requirements Undertaking From Bidder), Schedule-V (Undertaking) and Schedule-VI (Bidder s general information) are given in the tender document. The intending firms are required to go through the same carefully and note that all terms and conditions mentioned therein shall form the part of the contract agreement. The set of contract will neither be issued manually nor be sent by post or through courier. The same can be viewed and downloaded only from SJVN s E-Tender portal upto The bids are to be submitted electronically through e-tendering at and other mode of submission of bids shall not be accepted. The procedure for filling the bid is given in Information for Bidders (IFB). 2. The corrigendum and amendments if any shall be uploaded in therefore all bidders are requested to frequently visit the web sites at least till the schedule date of submission of bid. 3. The detailed NIT and IFB shall also be available on and CPP portal i.e COST OF TENDER DOCUMENT: The bid must be accompanied with non-refundable cost of tender document of Rs. 2,000/ %. To be credited in SJVN s account before last date and time for submission of the Bid by the bidder as per procedure for e-payment illustrated in Information for Bidder (IFB). 5. EARNEST MONEY DEPOSIT: The EMD/ bid security shall, be credited in SJVN s account before last date and time for submission of the Bid by the bidder as per procedure for e-payment illustrated in Information for Bidder (IFB). Bid security shall remain valid for a period of six months beyond the original bid validity period and beyond any extension subsequently requested. 6. EMD of the bidder shall be forfeited, if the bidder withdraws or amends its bid or impairs or derogates from the bid in any respect within the period of validity of the bid. The EMD of the successful bidder shall be retained as contract security until such period the contractor furnishes the required security deposit. If the contractor fails to fulfill his obligations, the EMD, retained as contract security shall be forfeited. 7. Tender without cost of tender document and EMD will be out rightly rejected. 8. Small Scale Units registered with the National Small Industries Corporation (NSIC) under their single point registered Scheme of the stores/work are exempted from furnishing the cost of Tender Document fees and EMD. 2

3 TERMS AND CONDITIONS: 9. QUALIFYING REQUIREMENTS FOR TENDER: Eligibility for the tender shall be restricted to those bidders who will fulfill the following conditions and upload documentary proof thereof. However before submission of bids, the bidders in his own interest shall ensure that he meets all the requisite qualification criteria as under: 1. The intending bidders must upload their valid PAN Card No., EPF Code No., Service Tax Registration No. and other relevant documents along with the bid. 2. The intending bidders must also upload their valid experience certificates of similar type of works executed successfully as under: (a) Average Annual Financial turnover during the last three (3) years, ending 31 st March 2016 (year), should be at least 30% of the estimated cost (i.e. Rs. 10,52,220/-) duly certified/audited by Chartered Accountant (CA). i. Experience of having successfully completed similar works during last seven (7) years ending last day of the month previous to the one in which applications are invited should be either of the following: a) Three similar completed works, each works cost not less than the amount equal to 40% of the estimated cost (i.e Rs. 14,02,960/-) OR b) Two similar completed works, each works cost not less than the amount equal to 50% of the estimated cost (i.e. i.e. Rs. 17,53,700/-) OR c) One similar completed work, costing not less than the amount equal to 80% of the estimated cost (i.e. Rs. 28,05,920/-). Note: (Similar work herein would mean :- Execution of most of work similar to items mentioned in Price Schedule/BOQ/Technical Specification. ii. Notwithstanding anything stated above, SJVN Limited reserves the right to assess the capabilities and capacity of the bidders/ firms/ agencies to perform the contract satisfactorily, should the circumstances warrant such assessment in the overall interest of the SJVN Limited. iii. The above mentioned requirements are minimum and the SJVN Limited, reserves the right to ask for any additional information. 10. BID SUBMISSION: As per procedure illustrated in Information for bidder (IFB) at Sr. No. 1.6 (A) The tender shall submitted under two bid system i.e Technical Bid consists of two parts (Part-I & II) and Price Bid (Part-III) :- 3

4 (a) Technical Bid : Part I- EMD and Cost of tender Document Part II-Techno-Commercial bid comprises of PAN, EPF Code No., TIN, Service Tax Registration No., financial turnover authenticated by CA, Performance/work done certificates, Schedule-I to VI. The bidder has to upload the scanned copy of above documents on the web site. (b) Price bid: Part-III; Price bid i.e. BOQ (Price Schedule/Bill of Quantity). The item of work is given in the Price Bid/Bill of Quantities of Bidding Documents. The Bidder is required to fill their rates in the Price Bid/Bill of Quantities for the whole work, inclusive of applicable EPF rate, labour, equipment charges, levies & duties, discount/rebate, all taxes except Service Tax. Service tax, if any, will be paid by the contractor to the concerned Authorities which will be reimbursed to him as per applicable law on production of documentary evidence (Challan regarding its deposit with Concerned Authority). 11. BID OPENING : The bid shall be opened in the following sequence: (i) First of all, the Part-I i.e. EMD & Cost of tender document and Part-II i.e. Technocommercial part shall be opened and evaluated. Part-II i.e. Techno-commercial part shall be opened only of those bidders whose part-i of bid found in order as per NIT. (ii) The Part-III i.e. Price bid shall be opened only of those bidders whose Part-I & II of bid found substantially responsive. The date of opening of the price bid will be notified on SJVN Limited e-tendering websites The bids submitted by the bidders shall remain valid for acceptance for a period of ninety (90) days from the date of opening of bids. If any Bidder withdraws his bid before the said period or makes any modifications in the terms and conditions of the bid, the tender inviting authority shall forfeit the Earnest Money. 13. The successful bidder shall submit the self-attested copy of TIN of Uttarakhand state in the O/o Engineer-In-Charge (EIC). 14. The contractors shall have Provident Fund Code Number and that any sub contractor engaged should also have Provident Fund Code. (i) (ii) All the worker deployed by contractor or sub contractor have to be enrolled as member of Provident Fund and should be given the Universal Account Number (UAN). The successful bidder along with his sub contractor shall have to submit the certificate that all workers employing directly or indirectly by him are registered for EPF and the due contributions have been credited into their account. 4

5 (iii) In case, Contractor or his sub contractor fails to enroll as a member of Provident Fund, the awarded work is liable to be terminated without any liability to SJVN and EMD will be forfeited. 15. The successful bidder is required to make the payment of all dues to the labours/employees/sub contractor and labour/employees of such sub contractor engaged by him for this work through their bank account only and submit the documentary evidence i.e Bank passbook along with the bill. 16. All the documents submitted/uploaded with the bid shall be authenticated by the bidder or by his authorized representative. 17. SJVN reserves the right to cancel the tendering process at any time before award of work. 18. The bidder must ensure to fill the information desired in Schedule I to VI. 19. 6 INFORMATION FOR BIDDERS (IFB) 1. REGISTRATIONFOR E-TENDERING 1.1 This tender is being processed through e-tendering/e-procurement system available at SJVN. In case of Digital Certificate based Login, user need to download & install Signer file available under Download Section at Download & install Intermediary Certificate available under Download Section at Please disable or uninstall Third Party Toolbar/Add-ons from Browser. 1.3 PROCEDURE FOR e -PAYMENT: (For cost of Tender Document and EMD) Bidders can make online payment using below facilities: a) Credit Card b) Debit Card c) Net Banking d) NEFT/RTGS Credit Card/Debit Card/ Net Banking:- Bidder is required to add website in Trusted Zone as suggested above. Bidder needs to feed correct details while making the payment through online payment gateway. NEFT/RTGS :- To make payment through NEFT/RTGS, bidders will get an auto generated which contains details of their Unique Bidder Code and when and how to do RTGS/NEFT and details pertaining to it. This information will also be available on screen under heading of NEFT/RTGS Instruction once bidder gets login. Once bidder deposit amount in Beneficiary account number provided to them, while making payment for document fees and EMD by RTGS/NEFT payment option at the document fees and EMD payment screen, bidder shall be able to view the funds already remitted by him/her through NEFT/RTGS as available. Please proceed to make the payment. Upon doing so, the required amount to be paid through the document fees and EMD, shall get appropriately deducted from the available balance and payment shall be confirmed in real time. This facility allows you to transfer lump sum amount to your Bidder ID account number as mentioned above via RTGS/NEFT. Bidder would be able to use the funds as and when require till the time balance is available in Bidder ID. Also, Bidder can transfer more amount as and when he/she require. Kindly note that the payment via RTGS/NEFT is required to be made one working day in advance in order to make it available in your Bidder ID. Hence please ensure that Bidder remit funds at least one day in advance before he/she would like to make the document fees and EMD payment through RTGS/NEFT option on payment gateway. Caution: Applicant/bidder need to mention the correct beneficiary account number and IFSC code as mentioned above while making payment via RTGS/NEFT. In the event of funds remitted to wrong beneficiary account number, SJVN Limited or its Bank or its service provider shall not responsible for the same.

8 1.4 Applicant/Bidders Registration Process To participate in online tenders published on bidder has to get himself registered on above website. New Registration: Bidders getting themselves registered have to perform below mentioned steps: Click on a New Bidder Registration link available on home page Furnish individual details as well as of company details in registration form After filling all mandatory fields, click on submit button to complete registration process. On successful completion of registration a message will be prompted stating that You have successfully registered on (SJVN Limited) s e-procurement portal Already valid registered vendor of SJVN Limited need not follow registration formality they may contact support team on contact details provided at the end of the document for further participation. Annual Vendor/contract Registration charges in e-tendering portal is Rs.2600+S.T however registered Applicant/Bidders will not be charged upto the period of validity. 1.5 Downloading Bid Document Bidder to access e-tender portal of SJVN ( to access NIT document, after completing registration formality and successful login vendor need to process for Cost of Bid Document and after that bidder can download details tender document. Download Document link is available at the end of every tender notice alongwith access to Corrigendum. 1.6 SUBMISSION OF BID(s): (Through e - Mode) : Bidder needs to login first on the tendering portal of SJVN, (i.e. Search tender by filling necessary searching criteria after Login.
