5 Award of QZABs In April 2017, the Minnesota Department of Education awarded Hayfield Community Schools with approximately $9.7 million of Qualified Zone Academy Bonds (QZABs), which represent interest-free financing. Hayfield Schools is the only MN school district to receive this award in the last two years QZABs, over the term of financing, will save Hayfield taxpayers between $2.2 million and $2.5 million (depending on interest rates as time of bond sale) in interest expense. Needing to act by June 2017, the Board approved a $9.7 million project to revitalize aging HVAC and life safety systems. Because of retiring debt, the net effect of these projects will not raise taxes.

22 Frequently Asked Question I plugged my property value into the website calculator, and the tax impact was greater than I expected. Why? Simple, the website calculator does not account for the reduction in taxes associated with retiring debt and the QZABs project, which is reflected below.
