Tax impact to the average homeowner Approximately 1% per year to finance the project - increase phased in over 9 years Average tax increase equal to $27 to $47 per year Average home in Springfield and Morton is assessed at $146, Project financing Project will be financed with new 20 to 25 year amortization bonds that will wrap around existing bonds scheduled to be paid off in 2025 Bonds will be issued over the project life expected to be 6 years starting in 2016 Debt service payments will increase upon issuance of the bonds and will be included in the operating budget at that time 3.
