10 Community Rating System (CRS) The National Flood Insurance Program's (NFIP) Community Rating System (CRS) is a voluntary incentive program that recognizes and encourages community floodplain management activities that exceed the minimum NFIP requirements. As a result, flood insurance premium rates are discounted to reflect the reduced flood risk resulting from the community actions meeting the three goals of the CRS: Reduce flood losses; Strengthen and support the insurance aspects of the NFIP and encourage a comprehensive approach to floodplain management Class rating system from 10 to 1 The average is Class 8 Classes are earned in 500 point increments - Money stays in the community - Insurance savings are a political plus! - Improved flood protection - Better organized programs - Evaluate vs. national benchmark - Technical assistance - Incentive to keep implementing - Public information builds constituency 10

16 Risk MAP FEMA works with communities to develop flood risk products and flood hazard maps that are: based on the best available data from the community and latest technologies conducted on a watershed basis strengthened by partnerships You can use Risk MAP tools and data to: create or improve your Hazard Mitigation Plans make informed decisions about development, ordinances, and flood mitigation projects communicate with citizens about flood risk 16

40 Unified Hazard Mitigation Assistance Grant Programs Grants and State/County Projects for the implementation of mitigation activities and projects Hazard Mitigation Grant Program (HMGP) Available after a major disaster declaration - the amount of funding is 15% of the total federal assistance provided by FEMA for disaster recovery under the major disaster declaration. 40

41 Mitigation Grant Programs Pre-Disaster Mitigation (PDM) Grant Program Nationally competitive grant program that funds cost effective, comprehensive hazard mitigation activities prior to a disaster event that reduce injuries, loss of life, and damage to property Severe Repetitive Loss (SRL) Purpose is to reduce/eliminate the risk of flood damage to these residential properties and the associated drain on the National Flood Insurance Fund (NFIF) from the flood insurance claims associated with these properties. 41

42 Mitigation Grant Programs Repetitive Flood Claims (RFC) Nationally competitive grant program established to reduce the risk of flood damage to structures insured under the National Flood Insurance Program (NFIP) that have had one or more claim payments for flood damages Flood Mitigation Assistance (FMA) Provides funding to assist States and communities in implementing measures to reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insured under the NFIP 42

43 Risk Communication Federal/State/Commonwealth/Local goals: To ensure safer communities and reduce risk to life and property To effectively communicate risk and increase public awareness, leading citizens to make informed decisions regarding their risk Key factors contributing to successful achievement of these goals are: Community engagement and exchange of flood risk information Effective collaboration through partnerships Strategic communications plan development 43
