Know your community s Flooding Problems. Manage new development to minimize future flooding. Reduce flood losses to existing development. Provide the public with floodplain information. Know your Emergency Response and Recovery Procedures. Develop a Floodplain Management Plan. 2 What are the Flood Problems in your Community? Community Self Assessment: Takes an inventory of the floodplain - Describes and Maps the floodplain - Identifies Specific Flood Problem Areas - Helps Analyze Flood Problem Areas - Takes a big-picture look at the benefits and risks associated with a community s floodplains. 3 1

3 Know your Emergency Response Plan and Recovery Process Flood Warning and Emergency Response Plan specific to the Hazard; ie: riverine, coastal, levees, dams, etc. Establish a Recovery Process that can be implemented soon after an event. Establish relationships with appropriate agencies; Local, state, federal. 7 Developing a Hazard Mitigation Action Plan (HMAP) Reduce community vulnerability to disasters and their effects Promote community safety and resilience, pre- and post-disaster Break repeated cycle of damage Incorporate mitigation projects into the Hazard Mitigation Action Plan 8 Goals of CRS Reduce flood damage to insurable properties, especially those identified as Repetitive Loss Properties. Strengthen and support the insurance aspects of the NFIP. Encourage a comprehensive approach to floodplain management by exceeding NFIP minimum standards. 9 3

4 Integrating CRS and HMAP Goals Hazard Mitigation is the sustained actions taken to reduce long-term risk to people and property from hazards CRS rewards communities with flood policy discounts for flood mitigation planning and being prepared through sound floodplain management practices that translate as mitigation goals and objectives in an HMAP CRS flood mitigation projects identified in an HMAP may be eligible for funding under FEMA HMA grant programs 10 CRS Floodplain Management Plan The 10-step CRS planning process is consistent with FEMA s multi-hazard mitigation planning regulations under the Disaster Mitigation Act of The CRS planning process is aligned with FEMA s four phases of mitigation planning requirements. An HMAP prepared to qualify for FEMA HMA grants will receive CRS credit by development of a stand-alone Floodplain Management Plan. 11 Hazard Mitigation Assistance (HMA) Grant Programs HMGP is triggered by a federally declared disaster declaration and assists in implementing long term hazard mitigation measures following a major disaster. Any community with a FEMA-approved Mitigation Plan can benefit from HMGP dollars even if the disaster did not occur in their community. PDM provides funds for hazard mitigation planning and the implementation of mitigation projects for the purpose of reducing overall risk to the population and structures, while also reducing reliance on Federal funding from future disaster declarations. FMA provides funds for projects to reduce or eliminate risk of flood damage to buildings that are insured under the National Flood Insurance Program (NFIP), on an annual basis. Allows more federal funds for reducing or eliminating repetitive loss and severe repetitive loss properties. 12 4

Develop a FEMA-approved Hazard Mitigation Plan. Provide engineering services pertaining to storm water, drainage, and risk reduction for community projects. Develop grant applications for structural and nonstructural hazard mitigation projects.
