1 ANZSOG Research Funding Rules fr 2017 Funding Rund 1. Funding Rules The ANZSOG Research Funding Rules fr 2017 Funding Rund are referred t in this dcument as the Funding Rules. The Funding Rules gvern the Funding Agreement. 2. Cmmencement The Funding Rules will apply t Prpsals submitted fr cnsideratin at the ANZSOG Research Cmmittee Meeting n 20 July The Funding Rules will nt apply t Prpsals submitted and resubmitted fr cnsideratin at later meetings. 3. Definitins In the Funding Rules, unless the cntrary intentin appears: ANZSOG means The Australia and New Zealand Schl f Gvernment (ABN: ). ANZSOG Activity means: Teaching in an ANZSOG prgram r curse Assistance t ANZSOG teaching Presentatin at ANZSOG Applied Learning event r ther lecture Participatin n the ANZSOG Bard r an ANZSOG Bard Cmmittee, r Other invlvement in ANZSOG s gvernance r establishment. ANZSOG Gvernment Partner means any f the fllwing: Australian Capital Territry (ACT) Gvernment Australian Gvernment Gvernment f Suth Australia (SA) Gvernment f Western Australia (WA) New Suth Wales (NSW) Gvernment New Zealand (NZ) Gvernment Nrthern Territry (NT) Gvernment

2 Queensland Gvernment Tasmanian Gvernment, and Victrian Gvernment. ANZSOG Jurisdictins means the jurisdictins f ANZSOG Gvernment Partners. ANZSOG Research Funding Supprt means the Grant authrised by the ANZSOG Research Cmmittee in supprt f a frmal research Prpsal. ANZSOG University Partner means any f the fllwing: The Australian Natinal University (ANU) Carnegie Melln University (CMU) H. Jhn Heinz III Schl f Public Plicy and Management Charles Darwin University Curtin University Flinders University Griffith University Melburne Business Schl Mnash University The University f Melburne The University f New Suth Wales (UNSW) The University f Queensland The University f Sydney University f Canberra University f Tasmania Victria University f Wellingtn (VUW). Funding Agreement means the cntract that sets ut the cnditins f the Grant. Funding Rules means ANZSOG Research Funding Rules fr Funding Cmmencing in FY2017/18 (this dcument). Grant means the allcatin f ANZSOG Research Funding Supprt t the Grantee by the Grantr in respect f a Prpsal accepted by the Research Cmmittee subject t the terms f the Funding Agreement. Grantee means the recipient f the grant f ANZSOG Research Funding Supprt in respect f a Prpsal accepted by the Research Cmmittee.

3 Grantr means ANZSOG. GST has the fllwing definitins: fr Prpsals led by Australians, the meaning given in sectin f the A New Tax System (Gds and Services Tax) Act 1999, and fr Prpsals led by New Zealanders, the meaning given in sectin 8 (1) f the Gds and Services Tax Act Initial Output means any Prject Output that is prduced within 8 t 12 mnths f the Grant. Prject means the research prject frming the basis f the Prpsal. Prject Output means any cmmunicatin (whether written r therwise) that presents the findings f the Prject and includes the fllwing: Bks Bk chapters Jurnal articles (refereed r nn-refereed) Essays r mngraphs Cnference papers Reprts Speeches Newspaper r peridical articles Teaching manuals r case studies Transcripts f presentatins and interviews, and Audivisual recrdings. Prpsal means a frmal request fr ANZSOG Research Funding Supprt with respect t a Prject, which is submitted t ANZSOG. Tax Invice has the fllwing definitins: fr Prpsals led by Australians, the meaning given in sectin f the A New Tax System (Gds and Services Tax) Act 1999, and fr Prpsals led by New Zealanders, the meaning given in sectin 2 f the Gds and Services Tax Act Travel Csts means the cst f airfares, accmmdatin, meals, and ther expenses necessarily and reasnably incurred in the curse f Prject-related travel.

4 4. ANZSOG Research Objectives ANZSOG basts an innvative, wrld-leading research prgram specialising in public administratin, public management and public plicy. Thrugh an interjurisdictinal and cllabrative apprach, the ANZSOG research agenda aims t: Cntribute t cntinuing refrm f the public sectr Supprt the develpment f best practice in gvernment Infrm debate n key public administratin issues Maintain the quality f ur educatin prgrams, and Deepen public understanding f gvernment. 5. Selectin Criteria Prpsals fr ANZSOG Research Funding Supprt must meet all fur mandatry requirements in rder t be cnsidered. Prpsals that meet these requirements will then be assessed by the ANZSOG Research Cmmittee using the indicated weightings fr bth the mandatry and additinal cnsideratins set ut belw. Prpsals fr ANZSOG Research Funding Supprt that satisfy criteria 5, 6 and 7 will be attributed the 5% allcated fr each f these criteria. Please see sectin 6.3 fr tpics slicited in the current funding rund. Fur mandatry requirements 1) Investigatr: the Prject is led by an academic wh: a. is clsely invlved in at least ne ANZSOG activity, r b. demnstrates a strng recrd f high-quality research in the fields f public administratin, public management r public plicy. (10%) 2) Teaching resurce: the Prject is designed as a resurce fr, r is likely t infrm, future ANZSOG teaching r applied learning/knwledge activities. (30%) 3) Academic cntributin: the Prject fills a gap in existing research-based knwledge f an aspect f public administratin, public management r public plicy, perceived as imprtant by mre than ne ANZSOG Gvernment Partner. (35%) 4) Publicatin utputs: the Prject will cmmit t prduce, at a minimum: a. ne paper admitted t an academic jurnal, particularly the Australian Jurnal f Public Administratin (AJPA), the Australian Jurnal f Plitical Science, Public Administratin, the Public Administratin Review and the Internatinal Jurnal f Public Administratin, r

5 Additinal cnsideratins b. ne submissin t the ANZSOG/ANU Press Mngraph Series (subject t apprval by the editrs), r c. ne paper submitted t ANZSOG s general publicatin series (subject t apprval by the ANZSOG Research Secretariat and peer reviewers). (10%) 5) Cllabratin: the Prject invlves interjurisdictinal, especially Trans-Tasman, cllabratin with researchers frm tw r mre ANZSOG University Partners. (5%) 6) Gvernment supprt: the Prject invlves an ANZSOG Gvernment Partner cntributing funding r in-kind supprt. (5%) 7) Initial utputs: the Prject will prduce Initial Outputs (within 6-8 mnths f the grant s start date), regardless f the estimated Prject Length. (5%) 6. Funding 6.1 Level f Funding Maximum: There is n maximum level f ANZSOG Research Funding Supprt Minimum: There is n minimum level f ANZSOG Research Funding Supprt Preference: ANZSOG will give strng preference t Prpsals fr amunts f up t $50, GST: All amunts referred t in the Funding Rules are t be read exclusive f GST (if any) unless expressly stated therwise Currency: All mnetary amunts in the Funding Rules are expressed in Australian Dllars unless stated therwise. 6.2 Perid f Funding Perid f Funding: Prjects may be funded fr perids up t 18 mnths, subject t sufficient ANZSOG research funds and satisfactry prgress f the Prject. Hwever, ANZSOG will give preference t Prjects f up t 12 mnths duratin. 6.3 Types f Research fr which Funding is Available Research Tpics and Types: In the 2017 funding rund, ANZSOG s Research Cmmittee will supprt research fcusing n the fllwing tpics and methdlgies:

6 Cllabrative gvernance and interface between sectrs: This includes cmmissining, c-prductin, utsurcing, NGO partnerships etc., including between the public, private and third sectrs. Research-level case studies: Case studies that assist with learning frm experience in crss-jurisdictinal plicymaking. These culd be either success stries r cautinary tales, as lng as they serve t generate wider principles that can be f use t ANZSOG s member gvernments. Digital leadership and disruptive technlgy: Impacts n service delivery (including prmising develpments and imprvements in custmer/client experience) Impacts n regulatry perfrmance Opprtunities t enhance cmpetitin and cnsumer chice Wrkfrce develpment fr digital leadership Evidence Base jurnal: Applicants shuld give cnsideratin t whether their research tpic wuld lend itself t a review fr ANZSOG s peerreviewed jurnal Evidence Base, which publishes systematic reviews f empirical evidence n specific plicy areas. Fr this purpse, an amunt f up t $10,000 wuld be paid in additin t the ANZSOG Research Funding Supprt awarded. The Research Cmmittee will give preference t applicatins including an Evidence Base review in their research plan. See jurnal.anzsg.edu.au fr mre infrmatin Supprted Csts: ANZSOG Research Funding Supprt may cver the fllwing types f expenses, prvided that they are reasnably incurred in the curse f the Prject: Persnnel Salaries fr researchers, research assciates and labratry attendants. NB supprting evidence must be prvided f hurly r yearly salaried rate f each individual, as well as calculatins f estimated hurs t be spent n specific research tasks Equipment Cst f accessing/using any equipment necessary t successful cmpletin f research (including assciated acts)

7 Publicatin Cst f publishing r therwise cmmunicating Prject Outputs, and Cst f printing materials in the curse f research Travel Travel Csts fr researchers (fr bth dmestic and internatinal travel) t: facilitate cllabratin between Prject researchers fster and strengthen cllabratin with researchers and practitiners in ther ANZSOG Jurisdictins and cuntries attend and present Prject findings at cnferences. 7. Eligibility Fieldwrk Cst f rganising wrkshps, interviews and ther bservatins necessary t derive findings fr the Prject Incidental Csts: ANZSOG Research Funding Supprt may cver all incidental csts, prvided that they are reasnably incurred in the curse f the Prject expenses nted abve University verhead/infrastructure charges: ANZSOG has a specific plicy t disallw university infrastructure and verhead charges n its grants. These charges are nt cvered by ANZSOG Research Funding Supprt All researchers are pen t apply fr ANZSOG Research Funding Supprt, prvided that the team s leader: is clsely invlved in at least ne ANZSOG Activity, r demnstrates a strng recrd f high-quality research in the fields f public administratin, public management r public plicy Researchers need nt be citizens r permanent residents f Australia r New Zealand in rder t be eligible fr ANZSOG Research Funding Supprt. 8. Applicatin Prcess 8.1 Submissin f Prpsals Frmat All Prpsals must be submitted by using the Applicatin fr ANZSOG Research Funding 2017 frm.

8 8.1.2 ANZSOG will nt cnsider Prpsals submitted in any ther frmat ANZSOG will nt cnsider Prpsals that are manifestly incrrect r incmplete. Dates Prpsal submissins will be called fr by ANZSOG n 12 April All Prpsals must be finalised and submitted by COB 29 June ANZSOG will nt cnsider any late Prpsals except where special circumstances exist, prvided that such circumstances are cmmunicated t ANZSOG in a timely manner and ANZSOG agrees t accept the late Prpsal. 8.2 Selectin and Apprval Prcesses All Prpsals that are prperly submitted and meet all the mandatry requirements detailed in Part 5 will be cnsidered and decided upn by the ANZSOG Research Cmmittee n 20 July The Prpsal applicant (r leader if multiple researchers are invlved) will be infrmed f the Research Cmmittee s decisin within 30 days f the meeting All decisins by the Research Cmmittee are final. 8.3 Payment Prcedures If a Prpsal is successful, the payment schedule will be specified in the Funding Agreement ANZSOG reserves the right t determine payment f ANZSOG Research Funding Supprt as it sees fit. 9. Reductin r Terminatin f ANZSOG Research Funding Supprt ANZSOG may reduce r terminate ANZSOG Research Funding Supprt after the Grant as a result f a prtracted failure t meet the cnditins set ut in the Funding Agreement.
